Organizational Setting

FAO’s approach to development assistance in Mindanao focuses on supporting the rehabilitation of agriculture and fisheries-based livelihoods, accelerating agriculture-based enterprises and increasing access to sustainable energy, and resilience to risk in municipalities affected by natural disasters and conflict. FAO interventions will include, among others:

  • Introduction of various productivity enhancing technologies to improve household incomes and promote sustainable agricultural practices.

  • Technical assistance to government in reviewing existing policies that promote equitable agribusiness venture arrangements between farmers and agribusiness firms and capacity building activities for farmers that are anchored on the value chain approach.

  • Capacity building on enterprise development and agribusiness that will allow farmers, fisherfolk and local government units to maximize potential market opportunities.

  • Restoring and increasing the productivity of agriculture and fisheries-based livelihoods of smallholder farmers and marginalized fishers, decommissioned Moro Islamic Liberation Front (MILF) combatants and their families

Enhancing the competitiveness of farm households, particularly women, to establish and manage microenterprises.

  • Facilitating the establishment of agribusiness enterprises with production-market contract agreements or similar arrangements.

Reporting Lines

The National Project Development and Management Associate will be under the overall guidance of the FAO Representative of the Philippines ad interim, direct supervision of the Assistant FAO Representative (Programme) and the day to day guidance of the Mindanao and Emergency Preparedness and Response Group (MERG) Team Leader.

Technical Focus

FAO has been implementing various projects in Mindanao guided by the FAO Mindanao Strategic Programme for Agriculture/Agribusiness, which is in line with the Bangsamoro Development Plan (BDP, 2015). One of the projects being implemented in Mindanao supported by the Government of Japan is The Project for Agricultural Training for the Establishment of Peace in Mindanao. The main objective of the Project is to augment the agricultural vocational skills of farmers and fisherfolks (including former combatants, Indigenous Peoples (IPs), women and out-of-school youth) in the Bangsamoro areas and other post-conflict areas in Mindanao, and ensure interventions are done in a risk-informed, conflict-sensitive manner to achieve peace dividends through labour expansion in the agriculture sector.

Tasks and responsibilities

The National Project Development and Management Associate will be responsible in carrying out the following tasks:

A. Project Development, Coordination and Management

  1. In collaboration with national and local government partners, technical officers in the FAO Regional Office for Asia and the Pacific (RAP) and Headquarters, being responsible for the design and implementation of projects. This includes day-to-day monitoring of activities, annual work planning, annual budgeting, preparation of HR, procurement and communications/visibility plans, and other related activities.
  2. In collaboration with national and local government partners, parliamentarians, technical officers in the FAO RAP and Headquarters, provide technical advice and backstopping support to partners in promoting agri-based livelihoods for development and humanitarian work, including in a conflict-setting;
  3. Develop proposals, concept notes technical briefs and providing technical inputs for promoting agriculture and rural development and emergency preparedness and response, in both development and humanitarian settings;
  4. Develop terms of references for project consultants and letters of agreements for service providers as required by the projects;
  5. Monitor and coordinate consultants to ensure that inputs and deliverables are in line with the projects’ timeline and requirements;
  6. In collaboration with partners, responsible for the yearly evaluation of the projects’ impacts and analysis of the results;
  7. Monitor project expenditures to ensure they are in accordance with the project plan and approved budget;
  8. Compile and prepare progress, semi-annual and annual reports and report(s) to donors, funding proposals, and other project-related documents, as required;
  9. Organize and/or facilitate trainings, workshops, seminars, conferences as part of the projects’ activities;
  10. Review consultants’ technical inputs, reports, studies and other project publications;
  11. Participate in the project activities as a resource person, facilitator, and in other capacities as required by the project;
  12. Maintain project records, monitor assigned projects and update corporate databases as required for ensuring all operational activities are in line with the work plan and the project document; review inputs, expenditures and time frames; assist in taking corrective action if required, in consultation with the appropriate officer; and
  13. Assist in monitoring of project and programme budgets and expenditures

B. Program Expansion and Resource Mobilization and Partnerships

  1. Contribute to the expansion of FAOPH portfolio work by closely liaising and coordinating with FAO technical officers in RAP and Headquarters to discuss possible new areas of engagement.
  2. Identify, promote and develop strategic linkages, synergies and partnerships between FAO and other actors from the UN, Government, Donor Community, Academe, Private Sector and Civil Society.
  3. Identify opportunities for funding and mobilize resources from Government Partners, Donor Community (Bilateral, Multilateral, Vertical funds, UN, etc) as well as Internal FAO Funding (TCP, SPs, etc)

C. Strategic and Technical support to the Representation Office and Others

  1. Actively engaging in the UN Philippines Partnership Framework for Sustainable Development (PFSD) and other inter-agency committees/working groups/task force related to agriculture and rural development and emergency preparedness and response;
  2. Represent the country office in different fora on agriculture and rural development and emergency preparedness and response, and undertake field activities as necessary;
  3. Conduct relevant capacity development activities for key staff in the Representation and other projects;
  4. Provide technical support to other teams in the FAOPH Programme Unit, as may be required, to highlight the relation and contribution of agriculture and rural development and emergency preparedness and response, in relation to resilience building, rural development and support to conflict-affected communities, among others;
  5. Provide technical inputs to country office publications and other communications/visibility materials and activities; and
  6. Carry out any other relevant duties within her/his technical competence as may be requested by the FAO Representative.

Minimum Requirements

  • The candidate must have a University Degree in Agriculture, Agricultural Engineering, and other related fields;
  • The candidate should have at least three (3) years practical experience in project development and management;
  • A national of the Philippines.

Technical/Functional Skills

  • Language requirement: Excellent written and oral communication skills in English and Tagalog.

  • Proven knowledge and experience of Mindanao and Emergency Response in the Philippines.
