ORGANIZATIONAL CONTEXT
WFP Supply Chain’s vision in Cash Based Transfer (CBT) programmes is “to help create sustainable markets”. Food Assistance through CBT boosts local economy, but it will not necessarily address inefficiencies in the Market System. Wherever WFP is present, Supply Chain unit proactively monitors markets, assesses local value chain, identifies root causes and then implements market development activities. These activities help create or strengthen existing local markets to improve vulnerable people's access to quality, nutritious and affordable food.
Under the direct supervision of the Head of Market Development, the incumbent will be mainly responsible for the following areas:
- Validating and finalizing the Market Development Framework and Approach
- Development of normative guidance for Market Development
- Supporting Country Offices on the implementation of Market Development activities
KEY ACCOUNTABILITIES (not all-inclusive)
The job involves working closely with cross-functional stakeholders in Headquarters to align and communicate the scope of work and with Regional Bureaus/Country Offices to provide strategic and operational support.
- Reflect thoroughly and contribute to the development of a conceptual framework of Market Development
- Lead the coordination with colleagues in Supply Chain and other divisions whose initiatives are linked such as Food Systems, Farm to Market Alliance, Capacity Strengthening and Social Protection, ensuring integration of Market Analysis and Development.
- Develop Market Development Activities Guidance including explicit step-by-step guides for each one of the activities, providing concrete examples when possible
- Establish a community of practice for WFP staff in regional bureaux/country offices who implement MD activities and provide timely communications to ensure they have the most up-to-date information on Market Development activities and initiatives
- Assist Country offices in coordinating with field staff, local government, NGOs, UN agencies to set up, implement and monitor market development activities
- Contribute to the design of a training strategy and lead the development of training materials on Market System Analysis and Market Development activities. Transfer knowledge to WFP staff in regional bureaux and countries.
- Support Country offices (remotely and/or in person) in the in-depth market analysis and supply chain network mapping, and the implementation of Market Development activities as well as to pilot the feasibility of designed frameworks.
- Provide advices and guidance to Country offices on the inclusion of Market Development activities in their Country Strategic Plans.
- Drive continuous improvement and innovation initiatives analyzing Market Development best practices from the humanitarian and development fields, academia and private sector.
- Act in an assigned emergency response capacity including deploying to deep-field locations on short notice, as required to meet emergency food assistance needs.

STANDARD MINIMUM QUALIFICATIONS
Education: A university degree obtained from a recognized education institution in any of the following areas: Development Studies, Economics, Agribusiness, Business Management, Finance Management, Marketing, Supply Chain or any related areas.
Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
OTHER SPECIFIC JOB REQUIREMENTS
- Minimum 5 years of professional experiences in the area of work
- Previous experience in retail, distribution and/or manufacture
- Previous experience in rural development projects and/or operational aspects of commercial transactions is an advantage
- Experience in collaborative work with national governments, international NGOs and/or UN agencies
- Previous experience in humanitarian cash-based transfer, social protection or food system is considered an advantage

TERMS AND CONDITIONS
The selected candidate will be employed on a fixed-term as well as a rotational contract with a probationary period of one year.
