Organizational Setting

The Fisheries Division promotes policies and strategies aiming at the sustainable and responsible development of fisheries and aquaculture in inland and marine waters. For this purpose, the Statistics and Information Branch (NFIS) is responsible for the collection, compilation, validation, analysis and dissemination of reliable and up-to-date information on all aspects of world fisheries and aquaculture sectors. NFIS also coordinates the development of international standards for fishery and aquaculture statistics and supports partnership arrangements for the collation, sharing and dissemination of information.

International consultants and PSAs represent an important source of expertise for FAO, making their specialist contributions across the globe towards the achievement of the Organization’s strategic objectives. For FAO to be able to attract and employ the best possible experts in the wide range of technical areas of its mandate, a competitive selection process has been introduced. This process is intended to create a pool of candidates which can be called upon when their expertise is required, ensuring a transparent and rigorous selection process. Inclusion in the database does not guarantee a contract with NFI or other FAO units. Applications will be maintained in the database for a period of two years. The exact contractual arrangements pertaining to each consultancy will be determined as appropriate to the nature of that particular consultancy. These assignments do not carry any expectation of, or imply any right to, further extension, renewal or conversion to any other appointment.

The purpose of this call is to attract technical expertise to populate a consultant roster for the following profile:

  • Fishery and aquaculture statistics specialist

Reporting Lines

The Consultants/PSAs will report to the Senior Fishery Officer (Statistics), and will work under the overall guidance of the Branch Head of NFIS and the functional oversight of the Chief Statistician (OCS) regarding corporate statistical procedures and quality assurance.

Technical Focus

The Consultant or PSA will work as part of a team to conduct activities, research and analysis on issues related to fisheries and aquaculture statistics and economics, in line with FAO’s Strategic Framework.

Tasks and responsibilities

The tasks and responsibilities of each selected Consultant or PSA will be defined in the Terms of Reference for the specific assignment. The focus, tasks and responsibilities for each work area’s consultants may include, but are not limited to the following:

The Fishery and aquaculture statistics specialist will be requested to deliver among the following tasks:

  • Contribute to the collection, compilation, analysis and dissemination of statistical data, indicators and information on fishery and aquaculture statistics.
  • Contribute to developing and/or improving relevant surveys, classification systems, metadata and standards.
  • Produce a variety of technical information, data, statistics, maps and reports on fishery and aquaculture statistics as well as input for technical documents and web pages.
  • Contribute to the provision of substantive technical inputs and analysis to relevant studies, publications, knowledge products and dissemination materials related to NFIS areas of work, including guidelines, manuals, research papers, capacity building and training materials, and related websites.
  • Collaborate in the establishment, implementation and maintenance of socio-economic data collection programmes.
  • Undertake analysis of complex data, including household or census surveys and/or socio-economic statistics.
  • Contribute to the preparation of the FAO yearbook of fishery and aquaculture statistics and/or other statistical publications.
  • Contribute to capacity building activities related to quality improvement and availability enhancement of fishery and aquaculture data.
  • Contribute to the work on socio-economic statistics, including design of censuses or surveys.
  • Help to coordinate and liaise with partners and stakeholders within and outside FAO, including information sharing, knowledge transfer, capacity building, project work and resource mobilization.
  • Perform any other duties related to NFIS’s areas of work.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in statistics, mathematics, economics, fisheries, biology, engineering, environmental science or a related discipline relevant to the respective specialists’ tasks and responsibilities.
  • At least one year of relevant experience in one or more areas in the field of fishery and aquaculture statistics and fishery and aquaculture economics and/or international trade, including experience with fisheries related projects, reports, or related fields, preferably relevant to NFIS’s areas of work.
  • Working knowledge of English, French or Spanish, and limited knowledge of one of the other two or Arabic, Chinese or Russian. For PSAs working knowledge of one FAO language is required.

Technical/Functional Skills

  • Extent and relevance of experience in the compilation, validation and analysis of statistics including preparation of reports, reviews and publications.
  • Extent and relevance of experience in designing, planning and managing statistical work.
  • Depth of knowledge of methodologies and techniques employed in statistical analysis, including the design of programs for data processing and analysis.
  • Knowledge of statistical software as SAS, R (also on R-shiny and R-markdown), STATA or similar.
  • Good knowledge of national and international statistical sources relevant to fisheries and aquaculture.
  • Extent and relevance of experience in applied economic analysis.
  • Experience in the provision of technical assistance to countries and/or professional experience in national statistical or fisheries and/or aquaculture related institutions.
  • Extent and relevance of knowledge and understanding of the work of international organizations, regional entities and national governments.
  • Ability to carry out research and summarize, interpret and communicate findings clearly and concisely, both orally and in written communications, preferably in English, with a track record in autonomously writing papers or reports.
  • Ability to work independently, with minimum supervision.
