PURPOSE OF THE POST:

Under the direct supervision and guidance of the Chief WASH, and in close coordination with the Chief Field Operations, the incumbent will support the development, preparation, implementation, monitoring and evaluation of the WASH programme, manage all WASH construction activities at Field Office level (School infrastructures, Health Centres, etc.) and providing technical guidance to UNICEF Programmes/Operations on construction and rehabilitation activities.

KEY FUNCTION, ACCOUNTABILITIES AND RELATED DUTIES/TASKS

Programme development and planning, in particular the WASH construction annual workplan

  • Draft the WASH/Construction inputs for the situation analysis.  Advise the Chief of WASH in establishing the annual (WASH and construction) work plan and related outputs, activities; determining priorities and performance measurements. Provide timely, comprehensive and current data to inform WASH policy and programme development, planning, management and implementation.
  • Keep abreast of WASH sector & Construction development trends, for maximum efficiency and effectiveness in programme design, management and implementation. Monitor workplan implementation, to ensure that WASH output results are achieved to schedule and performance standards. Report critical issues to the Chief of WASH for timely action.
  • Work collaboratively with colleagues and partners to discuss national WASH/Construction priorities, resources, strategies and methodologies to ensure the most strategic use of the collective resources of external support agencies.
  • Prepare WASH donor proposals, ensuring alignment with the WASH output results in the country programme and support other sections with inputs on construction components when needed.
  • Provide technical and operational support throughout all stages of programming processes and ensure integration, coherence and harmonization of WASH/Construction with other UNICEF sectors, for the achievement of the WASH output results or outputs a construction project can contribute to.

Programme management, monitoring and delivery of results

  • Supervise and coach unit staff; conduct weekly unit meetings; ensure clarity of roles and responsibilities. Provide technical advice to WASH section & Construction staff on all aspects of programming and implementation.
  • Prepare sectoral progress reports for management, donors and partners. Draft documentation for programme reviews and analytical statements on progress and constraints of WASH outcome and output results.
  • Ensure effective and efficient management of the WASH and Construction human and financial resources, verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report issues to the Chief of WASH, for timely resolution.
  • With other external support agencies, analyse national government WASH sector programmes and projects, with a focus on WASH outcomes (behaviours), using bottleneck analysis tools available in the sector (WASH-BAT, CSOs, SDAs). 
  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other partners and prepare reports for the Chief of WASH and CO management.
  • Monitoring of construction projects, that comprises: Organize kick-off meetings of construction works; Ensure overall follow-up to construction activities by coordinating regular site visits and regular technical meetings; Ensure availability of effective monitoring and supervision tools; Coordinate certification of payments/ variations after verification; Coordinate contract management for construction activities with Supply section; Organize and coordinate substantial and final reception of works; Ensure contract close-out in VISION along with completed Contract Performance Evaluation.
  • In collaboration with the Construction Unit in Supply Division and DFAM Field Support Unit, ensure knowledge sharing and learning is prioritized in order to continuously build capacity of individuals and the team.
  • Coordinate with the Chief Field Operations to ensure stronger links with other programmes, including in the non-government-controlled areas.

Advisory services and technical support

  • Participate in strategic discussions to influence national WASH policies and strategies, including the reduction of inequalities, contributing global sector learning.
  • Provide technical and operational support throughout all stages of programming processes for the achievement of the WASH output results.  Ensure effective collaboration with other UNICEF sectors, where needed.
  • When required, advise officials in government, NGOs, UN agencies and WASH sector donor agencies on WASH policies, strategies and best practices.
  • Draft policy papers, briefs and other strategic materials for use by management, donors, UNICEF regional office.
  • Preparation of design and technical documents, including: ensure scope of construction works are clearly envisaged to the requirements of Programme/ Operations, budget and site limitations. Advocate and ensure the application of UNICEF norms & standards (child-friendly, accessibility, MOSS, MORSS, etc.) to construction projects; ensure technical documents related to construction (design, drawings, technical specifications, bills of quantities) are clear and in adherence to UN/UNICEF & national standards; ensure all permits required for construction activities are obtained prior initiating works.
  • Support to procurement process, in coordination with Programme/Operations sections, by ensuring LPA requests and CRC submissions; setting strategy to explore the local market; advocate for establishing local Long-Term Arrangements for engineering services (design & site supervision) and review relevant terms of reference; ensuring tender documents in relation to construction works and engineering services are complete and coherent; ensuring clarity of technical information prepared for meetings; validate answers on technical questions raised by the bidders during the tendering; providing guidance to Supply section; organizing and leading the evaluation of technical proposals received and on the analysis of financial proposals. 

Advocacy, networking and partnership building

  • In coordination with the Chief Field Operations, build and strengthen strategic partnerships with government counterparts, UN agencies, donor agencies, WASH institutions, NGOs, research institutes and the private sector to stimulate coordination and collaboration.
  • Support analysis of national budgets for WASH, cost analysis and value-for-money studies, to advocate for improvements in sector efficiency. 
  • Produce materials for WASH programme advocacy to promote awareness, establish partnerships & support fund-raising.
  • Participate in inter-agency discussions, ensuring that UNICEF’s position, interests and priorities are fully considered and integrated in the planning and agenda setting.
  • Interact with global and regional initiatives and partnerships for WASH.  
  • Coordinate provision of technical backstopping and support to Programme/ Operations sections and Government counterparts in matter of construction project management; provide solutions to relevant issues; provide guidance to Programme sections in developing child-friendly community infrastructure development program proposals; coordinate follow-up actions in relation to project implementation and monitoring; ensure construction activities are incorporated in relevant Programme AWP.

Humanitarian WASH preparedness and response

  • Manage all aspects of UNICEF’s preparedness for WASH in emergencies. 
  • Ensure the coordination arrangements for humanitarian WASH are in place, for instant robust coordination in case of an emergency. 
  • Ensure that all UNICEF WASH staff are familiar with UNICEF’s procedures for responding in an emergency.
  • Take up leadership/managerial role in an emergency response and early recovery, as and when the need arises. 

Innovation, knowledge management and capacity building

  • Manage the implementation, monitoring and documentation of WASH action research and innovation (technical or systems), ensuring rigorous monitoring and wide sharing of results.
  • Prepare learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.
  • Support the professional development of UNICEF WASH and Construction staff, to ensure our sector capacity remains up to date with latest developments.
  • Initiate and contribute to the systematic assessment of WASH sector capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiatives to strengthen capacities systematically.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.
  • In collaboration with the Government counterparts, lead the process to develop and produce innovative cost-effective construction designs using local construction materials, based on best practices in construction and building design.

QUALIFICATION and COMPETENCIES

Education: An advanced university degree in one of the following fields is required: sanitary engineering, civil engineering, construction engineering or another relevant technical field. Additional relevant post-graduate courses that complement/supplement the main degree are required.

Work experience: DEVELOPMENTAL: a minimum of eight years of professional experience in WASH-related programmes for developing countries is required, with a construction component. One year of deployment in a developing country is required. Proven ability to effectively lead a team to deliver results is required. HUMANITARIAN:  At least one year of work in humanitarian situations, including one three-month mission deployment (with UN-Govt-INGO) is required.

Language Proficiency: Fluency in English is required. Knowledge of Ukrainian or Russian local language of the duty station is considered as an asset.
