CONTEXTUAL BACKGROUND

The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), education, economic recovery, child Protection and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC's assistance and emergency programs address the needs of war-affected Iraqi internally displaced persons (IDPs) and Syrian refugees from several operational bases in the country, and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in, Baghdad, Kirkuk, Salahaldin, Anbar and Mosul.

Job Overview/Summary:The Supply Chain & Fleet Assistant will work under the supervision of the Supply Chain Officer in Kirkuk.The Supply Chain Assistant is a key position within the unit and carries responsibility for the integrity of the IRC’s Supply Chain system. Supply Chain & Fleet Assistant must be able to rapidly respond to the programs and operation’s needs, while ensuring best practices and maintaining audit-compliant records.The duties of Supply Chain & Fleet Assistant are many as summarized below:

Major Responsibilities: Primary Functions

  • Manage the vehicle pool by assigning vehicles for individual requests within Kirkuk governorate and inter-field travel; draft daily movement schedules.
  • Implement and direct IRC standard vehicle policies and procedures, with particular attention to safety and security issues.
  • Ensure all vehicles carry the required onboard documentation and all documents are kept current.
  • Assist in recruitment of, perform test-drive, evaluate performance, manage and supervise in Kirkuk. Keeping Drivers files regularly updated.
  • Inspect and record condition of vehicles, by maintaining weekly checklists file.

Tracking the vehicles which ensures that the location of all vehicles is known at all time.

  • Calculate overtime and prepare payment requests for rented vehicles and drivers.
  • Carry out or organize outsource trainings to all drivers on daily vehicle inspection, drills on safety driving, defensive driving, first aid etc.
  • Prepare monthly vehicle and generator usage and fuel consumption reports and raise any issues with office manager.
  • Inspect and ensure that generators are functioning well and are properly maintained; track generator working hours.
  • will be responsible of asset management, tracking and reporting.
  • Assist in procurement to be carried out in accordance to IRC Iraq and donor-specific polices.
  • Provide procurement services as required, including getting quotes for approved purchases and submitting them to the Procurement Officer.
  • Managing intake and out-take of items from smaller stocks.
  • As instructed by Procurement Officer, assist in identifying vendors.
  • Verify that all supplies, services and equipment ordered are delivered in quality and quantities requested in timely fashion.
  • Maintain supplier information for regularly purchased items and be informed of current local market conditions.
  • Maintain up-to-date price list for regularly procured goods and services
  • Promptly respond to requests received from administration for procurement of office, cleaning and guesthouse supplies.
  • Ensure that all IRC premises, assets and equipment are well maintained
  • Ensure that an up to date filing system for all assets maintained and responsible of Supply Chain document filing and transfer to Erbil.
  • Any other duties or tasked delegated by the supervisor.

Indirect Reporting: Field Coordinate, Supply chain Coordinator 

Other Internal and/or external contacts:.

Internal: human resource, Finance, Security, programs

External:  vendors, services contractors.

 

Working Environment:

-The position will based in Kirkuk supporting all IRC offices in Kirkuk and Salahaldin with possibility of travel to other governorates for support and training purposes.
