The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has approved 111 projects in 99 countries and has committed USD 5.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective

The Digital Transformation Lead and Deputy Head of ICT  is responsible for providing leadership to the cross-functional management of information and communications technology services across the Fund and ensuring that the Fund’s digital strategy is optimal, given current and emerging digital realities, opportunities and threats. S/he champions the use of information and technology and oversees digital product line operating model, ICT programme management, risk management, financial management, and communications as part of the overall governance of the ICT. The role reports to the Head of ICT and Chief Information Officer. 

 

Duties and responsibilities

Purpose

  • Improves organizational performance through the application of original thinking and her/his expertise to existing and emerging methods, processes, digital products and services and employs sound judgment in determining how innovations will be deployed to create business value;
  • Shapes and oversees the development of innovative ICT programmes, digital products, policies (including data privacy), methodologies, and governance — as well as performance management frameworks and metrics — to ensure the ICT organization delivers value to the Fund while adequately mitigating related risks;
  • Integrates lessons learned and provides feedback and advises to the strategic approach for the digital transformation of the Fund.
     

Engagement

  • Works with the Head of ICT and senior management, providing broad insight to ICT domains and digital capabilities in support of enterprisewide business decisions and technology vision and direction for the Fund;
  • Facilitates effective collaboration and communications between the ICT organization and the user as well as GCF’s external stakeholder communities and is responsible for developing and managing strategic vendor and partnership relationships for the execution of high-impact, trustworthy and reliable, enterprisewide, strategic programmes or digital product initiatives.
     

Delivery

  • Drives focus and prioritization within the ICT organization through establishing strategic planning and governance principles and processes and directs the preparation, review, and consolidation of work plans and budgets for the ICT organization;
  • Leads the creating and management of a digital product line-based delivery model in ICT and establishes and implements continuous-improvement programmes for the ICT organization;
  • Implements a systemic process of capturing lessons learned from projects and making them accessible to ICT stakeholders. 
     

Required experience and qualifications*

  • Master’s or equivalent advanced degree, ideally in information technology, business administration, or related field; or a Bachelor’s degree and 2 additional years of experience;
  • Extensive experience (13 years) in ICT related fields, including ICT project and programme management, portfolio planning, prioritization, compliance and information security frameworks, strategy and management across varied levels of project/programme delivery; at least 5 years of experience in leadership positions;
  • Strong technical knowledge of project, programme and portfolio management techniques and methodologies (e.g., PRINCE2, PMI, and Agile), evidenced by a certification in good standing, and of applying them for delivering successful organizational change;
  • Proven experience and qualification with IT governance frameworks such as COBIT; 
  • Experience in innovating digital business operating models and developing digital optimization strategies;
  • Proven experience of on behalf of a corporate IT organization serving as the focal point for internal or external IT audits, as well as benchmarking and compliance assessments;
  • Understanding of the evolving digital world on both the demand side (how people/companies are using technology) and the supply side (emerging technologies); 
  • Experience of working in a managerial role of corporate IT in an intensively (as per privacy and/or information security) regulated industry sector or a public sector/inter-governmental organization with heightened demands regarding confidentiality, integrity and availability of entrusted data assets;
  • Ability to improve operational efficiency, service delivery and information management across the ICT organization;
  • Exceptional management and leadership skills with the ability to manage teams, communicate the vision, and inspire and motivate staff;
  • Experience in developing and maintaining portfolio-wide risk, issue and dependency logs for a major portfolio of projects;
  • Ability to guide and constructively challenge colleagues in the application and tailoring of project management best practice, drawing on prior practical experiences and insights;
  • Ability to build strong working relationships and communicate with colleagues at all levels across the organization;
  • Excellent analytical, strategic conceptual thinking, strategic planning and execution skills. Training and practical experience in performing business analytics. A respective certification would be desirable;
  • Expertise in budget planning, financial management, and workforce management; 
  • Deep understanding of current and emerging technologies and how other enterprises are employing them to drive digital business, and how they may be applied to the enterprise to drive digital business;
  • Organized, fast-paced, process-oriented and flexible;
  • Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists;
  • Fluency in English is essential, and knowledge of another United Nations language is an advantage.
