Organizational Setting

The Logistic Manager works under the general guidance of the WHO Representative to Myanmar and direct supervision of Technical Officer, Emergency Response Management team, WHO Myanmar, and National Health Laboratory, Department of Medical Service, Ministry of Health and Sports, Myanmar. The Logistic Manager will provide support to the WHO country office as well as National Health Laboratory, Department of Medical Services, MoHS.

Major Duties and Responsibilities

  • The position holder will share responsibility for overall Procurement and Logistics Operations of Covid19 laboratory commodities in National Health Laboratory and Covid19 testing public health laboratories in States and Regions, for the different testing platforms.
  • Provide overall procurement and logistic support to National Health Laboratory and Covid 19 testing public health laboratories in States and Regions
  • Monitoring, tracking and keep up to date data on the daily consumption, stock in hand and resupply of Covid19 laboratory commodities from National health Laboratories and Covid 19 testing public health laboratories in States and Regions
  • Oversee operations and timely reporting of logistics requirements for National Health Laboratories and Covid 19 testing laboratories in States and Regions
  • Assist in preparation and development of procurement plan /supply and equipment needs request for submission to Ministry of Health and Sports and donors
  • Assist in procurement of laboratory commodities and manage supplier selection process based on price, quality, support, capacity and reliability
  • Ensure adherence to procurement policy and adherence to standard operational and accountability procedures.
  • Coordinate and cooperate with concerned stakeholders and donors as required for procurement, logistic and documentation support.
  • Coordinate and cooperate with the focal persons from Covid19 testing public health laboratories in States and Regions
  • Support managing the distribution to, and reporting of, laboratory commodities to States and Regions
  • Generate logistics resources reports and procurement reports monthly or as needed
  • Manage warehouse inventory and keep records of the inventory, explore link with eLMIS (electronic management information system)
  • Maintain complete and accurate records of inventories and write office documents and reports as required or requested.
  • Regularly maintain and stock-check all Covid19 laboratory commodities in warehouse in National Health Laboratory
  • Record store release and all delivery notes.
  • Perform relevant tasks that may reasonably be assigned by head of virology section, National Health Laboratory and supervisor from WHO Myanmar country office.

Work Relations and Partnerships

This procurement and logistic manager will be based at the National Health Laboratory and will work with other public health laboratories in States and Regions, concerned departments from Ministry of Health and Sports, WHO Myanmar, as well as donor agencies.

Impact of functions

As part of the continuing WHO-supported Covid19 pandemic preparedness and response, sustaining Covid19 testing requires distribution of test kits, reagents and consumables to Covid19 testing laboratories across the country. Tracking, monitoring, management and timely distribution of these reagents and consumables can prevent shortage of logistics and sustain testing capacity.

Qualifications

Educational background

Essential

  • Medical technologist with degree holder of B. Med Tech or logistician with at least 5 years’ experience in the health sector

Desirable

  • Master degree or diploma in procurement, logistic supply chain management would be assets

Professional experience and knowledge

Essential

  • Medical Technologist with minimum 3 years experience of logistic and procurement management of laboratory commodities

Desirable

  • Working experience with UN or international organization in the area of logistics and procurement management of laboratory commodities

  • Computer skills: can handle Microsoft word, excel, database, power points with both English and Myanmar typing well

Language skills

  • Excellent knowledge of English and Myanmar language (spoken and written) for reporting and communication
