Purpose of the consultancy

The purpose of this consultancy is to provide technical support to country office for the development of user business and technical requirement documents for:

1) Zoonotic diseases to be reported across Ministry of Health and Ministry of Agriculture

2) Data system for electronic expanded program on immunization to be implemented at national level.

3)MOH electronic data repository 4) Integration of all system with Jordan Interactive Electronic Reporting System (JIERS).

Consultant will be liaising with the WHO Country Office and project stakeholders; understanding strategic business needs and plans for growth; enhancing the quality of current systems and planned products and services; analysing the design of technical systems and business models; analysing business needs; recommending technological solutions to meet business requirements and project goals; designing platforms and analysing data to inform business decisions.

Background

WHO country office is implementing several projects that require development, improvement, and integration across electronic platforms:

  1. WHO country office (WCO) has signed a project with United States Defense Threat Reduction Agency (DTRA) to support the strengthening One Health in Jordan through the implementation of a “One Health Framework for Action”. The objective of DTRA project is to 1) enhance coordination between the animal and human sectors, and 2) establish a mechanism for information sharing/reporting on zoonotic diseases between the two sectors. This will be done through an integrated electronic reporting platform for both of Ministry of Health (MoH) and Ministry of Agriculture (MoA), using WHO Jordan’s existing ‘Integrated Electronic Reporting System’ (IERS).
  2. The World Health Organization is implementing a project titled ‘EUTF Jordan Health Programme for Syrian Refugees and Vulnerable Jordanians’. The main objective of this project is to contribute to improving Primary Health Care by expanding access to equitable quality immunization services for refugees and vulnerable Jordanians within improved integrated health systems governance, in the context of the COVID-19 outbreak. One of the two components has a specific objective of strengthening Vaccine-Preventable Diseases and Immunisation (VPI) programme activities and disease surveillance at the primary health care level addressing the needs of Syrian refugees and vulnerable Jordanians, including COVID-19 preparedness and response support.
  3. Health information exists in most countries but is often fragmented and not well-defined in terms of data collection and storage to consider the different key performance indicators together. A robust, integrated health information system (HIS) is required to ensure that appropriate information is available in a right format that is user friendly and available at the right time and place. The growing need for health-related information by policy makers, program managers, donors, non-governmental organizations, other multisectoral stakeholders and the public, demands a unified -well defined system of data collection and reporting from the health facility to all the data users at national level- in a “one fit for all” approach. In Jordan, routine health data is collected from all the healthcare sectors; civil registration and vital statistics (CRVS) systems; and the National Cancer Registry (NCR) through the Directorate of Information and Studies in MOH. The data is reported in MOH annual statistics reports which is a valuable source of health information and statistics. However, lack of unified, user friendly and timely reporting electronic platform in MOH creates a huge burden in data collection and management, in addition to delay in reporting. Therefore, it is necessary to create one platform that functions as a MoH repository, gathers all health information generated from various departments in MOH and can be accessible by all data users in a timely manner.

Work to be performed

Output 1: Coordinate with WCO and MOH focal points to understand the business requirements for each project that includes:

  • Perform onsite visit(s) to MOH to review available electronic systems and platforms;
  • Analyse available systems and develop project-based system structure and information flow charts according to user(s) journey and business requirement;
  • Review the priority zoonotic disease module and develop methodology for joint reporting and information sharing;
  • Review the Immunization structure in Jordan and develop model for immunization electronic module;
  • Review data repository requirements and develop a visual structure/model of the system to be developed;
  • Review the IERS and how all the system can be integrated in IERS.

Output 2: Develop business and technical requirement document for each project that can be used by software development company for development purpose:

  • Coordinate and discuss with WCO, stakeholders and MOH to ensure all requirements are captured;
  • Develop a power point presentation that represents a model for each project to be developed;
  • Develop Software Requirements Specifications (SRS) document for each system which will gather and summarize all business and technical requirements. SRS document should include detailed description of all system functions, diagrams, reports, use cases, user journey and how system works.
  • Submit to WCO final business and technical requirement documents including system structure and hierarchy, functional and non-functional requirements, recommendations for development firm.

Deliverables:

  1. SRS document which will be developed to capture and clarify all business and technical requirement for zoonotic diseases and immunization and data repository
  2. Develop power point for each project;
  3. Develop a report regarding the opportunities and constraints, resources needed, ad project sustainability plan. Identify any non-human resources that will be required, e.g. development tools, rooms, equipment, software licences, etc, benefits, costs and risks. Develop preliminary cost-estimates for different solution options in view of current and potential technical capabilities
  4. Finalize the sign off on document by all parties.

Required Qualifications

Education:

  • Master’s degree in Computer Science,business administration and Information Systems or related fields, with emphasis in Systems Analysis and Design.

Experience:

  • A minimum of 7 years of progressively responsible professional experience in best practice implementation in the area of Business Analysis, Information architecture, Requirements Gathering, Platforms Development, Software Design and Development, Software Documentation and Reporting, Software Testing Software Development Process, Software User Journey , Problem Solving, Platforms Design and Development, SRS Development, Visual Maps and Data Flow Chart Development.
  • Experience in business process modelling including documenting and analysing functional

procedures and workflows, business process reengineering and definition and evaluation of user requirements in the selection or development and implementations of IT systems.

  • Work experience in project management in terms of development and implementation of web-based or client-server-based systems using any standard development tools.
  • Experience working with UN system for immunization and vaccine management
  • Experience in developing large-scale technology platforms, operations, integrations, and process improvements.
  • Knowledge of vaccine-preventable diseases, immunization information systems and disease surveillance design and development.
  • Proven experience in developing platforms and systems for immunization and public health. Knowledge in Jordan country context and working with MOH Jordan and stakeholders

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
