ORGANIZATIONAL CONTEXT

The OIM Roster is a roster database to fill OIM and Reports officer positions in the field, OPSCEN officer positions in HQ and temporary surge staffing needs in emergencies.

The Reports Officer under the supervision of the hiring unit will support in all Operational and Capacity Support Information Management and Performance Reporting activities and contribute to the establishment and presentation of a standard operating picture of the WFP portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organisation.

JOB PURPOSE

To support all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of standard and consistent operating picture of WFP operations and associated results that facilitate informed and timely decision-making at all levels throughout the organisation. 

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Prepare operational information management (OIM) products in line with established review and approval workflows. Products can include situation reports for WFP and external audiences, donor reports, briefs, dashboards, project proposals, among others. 
  2. Analyse the political, humanitarian and policy landscape pertaining to WFPs current and future responses, including donor policies, trends and preferences, to inform WFP's strategic information provision to key decision-makers.
  3. Take stock of and develop innovative solutions to further improve WFPs Information Management Products and Processes.
  4. Liaise with Country Office, Regional Bureau and Headquarters teams to channel information requests, analyse inputs and draft relevant, concise and engaging content to inform programme redesign and adaptation, as well as advocacy and fundraising efforts. 
  5. Collate relevant information and data from media and local internal and external sources to build 'Essential Elements of Information', facilitate and maximize the exchange of information and data flows between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.
  6. Support the collation and dissemination of political and humanitarian analysis pertaining to WFP's current or future responses and donor policies, trends and preferences to ensure country-specific input to WFP's operational reporting.
  7. Support the preparation of the Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.
  8. Provide feedback on activities associated with the Corporate Performance Reporting Improvements.
  9. Provide administrative support to the OIM unit and/or the relevant Division, as needed.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Relations, Political Science, Conflict Analysis, Information Management, Journalism, Data Science or other relevant fields, or First University degree with additional years of related work experience and/or training/courses.
Experience: Typically three years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.
Knowledge & Skills:

  • Strong writing skills with a demonstrated ability to research, draft and clear concise information products or analyses.
  • Excellent analytical and conceptual skills.
  • Excellent knowledge of humanitarian operations, methods and systems.
  • Knowledge of current political events; advanced, region-specific knowledge is an advantage.
  • Strong ability to use standard office software (MS Office).
  • Knowledge of design or graphic software is an advantage.
  • Knowledge of data visualisation and/or base management is an advantage.


Language: Fluent in English, with excellent writing skills. Working knowledge (level B) of another UN Language is a significant advantage, especially French, Spanish, or Arabic.

TERMS AND CONDITIONS

This is a roster recruitment for short- to medium-term deployments of experienced OIM officers to support WFP’s OIM capacity. Candidates should be willing to temporarily work in any of the countries where WFP operates based on country needs. Remote work may be possible or required depending on countries’ needs and requierments.

Only shortlisted candidates will be contacted to participate in a written test. Candidates passing the written test will be placed in the roster with periodic update of their skills & experience status, and as the need arise, may be invited for interviews for specific openings.
