UNICEF Jakarta is looking for a national contractor to support UNICEF country and field offices in their efforts to leverage greater, more effective, and equitable public investments in children, in order to ensure results in the areas of health, education, child protection, nutrition, social protection, and WASH.

Duration: January – June 2021 (6 months) 

 

How can you make a difference?

This position is under the supervision direct supervision of the Social Policy Specialist (NOC), supported by Chief Social Policy (P5). This post will also regularly liaise with social policy team, issue-specific programme specialists and officers (based on demand), as well as networking with external subject experts (e.g. the World Bank, donor organization, and think tanks). This role will provide capacity development, technical, knowledge management, and strategic partnership support to UNICEF national and subnational engagements related to budgets and public financial management (PFM).

The overall purpose of this position is to support UNICEF country and field offices in their efforts to leverage greater, more effective, and equitable public investments in children, in order to ensure results in the areas of health, education, child protection, nutrition, social protection, and WASH.

Tasks:

1. Supports programme development focusing on the following results:

  • Provide technical guidance on the design, content and implementation of the PF4C programme implementation at the national and subnational level, including working with the Ministry of Finance
  • Provide technical guidance and inputs, including through technical assistance missions, to UNICEF Country and Field Offices on budget/PFM-related engagements and programmatic intervention.
  • Develop how-to information sheets and manuals on the use of existing tools and frameworks to support equity-based sector programming, including contributing to sectoral guidance on enabling budgetary environment.
  • Develop a strategy for enhancing alignment between subnational planning and budgeting processes, this may include a subnational child-budget analysis and costed scenarios for implementation of minimum service standards in provinces, and fiscal space analysis to identify potential areas for reprioritisation.

2. Strategic Partnership focusing on achieving the following results:

  • Contribute to partners ' research on strategic issues such as results-based financing for children, value for money approaches, financial tracking, and the use of private sector investments.
  • Provide technical guidance on PF4C for the Ministry of Finance, particularly on the collaboration between UNICEF with the Fiscal Agency for the child budget analysis.
  • Provide technical guidance on the implementation of the Child Responsive Village Planning and Budgeting programme with the Ministry of Villages, Disadvantaged Regions, and Transmigration.

 

Outputs:

The efficient and effective technical support provided to the development and implementation PF4C programmes and strategic partnership. Achievements in PF4C programmes in turn contribute to maintaining/enhancing the credibility and ability of UNICEF to provide programme services for children that promotes greater social equality in the country. In turn, the key outcome from this position will be able to increase visibility and recognition of UNICEF as a credible partner in helping government better mobilize and utilize public funds to achieve child rights at national and subnational levels, particularly with the Ministry of Finance and the Ministry of Villages, Disadvantaged Regions, and Transmigration

 

To qualify as an advocate for every child you will have…

• Advanced university degree in Economics, Public Finance, Public Policy and/or Administration or other relevant disciplines.
• Minimum of three years of progressive, professional work experience in applications and advisory related to budgeting, public financial management, and sector financing, in the applied, national and international social development settings.
• Familiarity with UNICEF programming and experience working with UNICEF field preferred.
• Experience on Technical knowledge of the theories, principles, and methods in public financing for children and PFM issues an asset.
• Preferably candidate with strong experience in facilitating institutional strengthening, including strategic plan, coordination and liaison with various government offices.
• Familiar with national and subnational government planning and budgeting.
• Good communication, writing and speaking skills in English and Bahasa Indonesia
• Computer skills, including Internet navigation, teleconferencing, file sharing, and a variety of office applications.
