1. Purpose of the Consultancy

To support countries in the Eastern Mediterranean Region to build their capacities for Risk Communication and Community Engagement (RCCE).

2. Background

The mission of WHO's Health Emergencies Program is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

RCCE has been identified as one of the critical pillars of the COVID-19 response globally. RCCE is an essential component of the emergency preparedness and response plan against COVID-19, to help slow transmission of the virus in communities. This includes communicating effectively with the public and other stakeholders to help prepare and protect individuals, families and the public's health during COVID-19 response, as well as understanding information needs, and managing rumors and misinformation.

The objective of this assignment is to provide RCCE technical support to the WHO Country Offices in the Eastern Mediterranean Region within the context of the COVID 19 pandemic. The rapidly evolving situation requires additional support to properly respond to the pressing needs of the national authorities regarding RCCE action plan and interventions development, implementation and monitoring.
3. Duration of the assignment

Duration: 1-12 weeks

4. Work to be performed

Output 1: Reinforce the RCCE pillar in the COVID-19 response in close collaboration with WHO/ CO technical team

Deliverable 1.1: Develop/review and reinforce the implementation and monitoring of the COVID-19 RCCE action plan

Deliverable 1.2:Develop and disseminate COVID-19 RCCE messages and materials and review existing RCCE materials to assess relevance and impact on key target audiences.

Deliverable 1.3: Develop new and strengthen existing community engagement initiatives and strategic partnerships to foster community buy in and compliance and sustain long term behavioral changes to support COVID-19 response.

Deliverable 1.4: Support coordination and representation of WHO CO in national task forces and technical working groups, ensuring exchange of information, experience and good practices.

Output 2: Develop and scale up implementation of evidence based RCCE strategies, interventions and products

Deliverable 2.1: Oversee and guide the TOR, design and implementation of Knowledge Assessment Practices surveys, focus group discussions and other feedback mechanisms from community engagement activities, and generate critical data to guide/inform RCCE activities and products.

Deliverable 2.2: Support social media monitoring and strengthen listening mechanisms/data collection methods to capture, develop, monitor and analyse rumors and misinformation, risk perception, concerns and gaps in the community.

Deliverable 2.3: Establish monitoring and evaluation mechanisms/processes to determine if the RCCE approaches and messages are having the desired effects.

Output 3: Support and build the capacity of the government counterparts and partners in the implementation of the RCCE activities for the COVID-19

Deliverable 3.1: Evaluate capacity gaps and needs of community health workers and social mobilisers and other key actors/influencers.

Deliverable 3.1: Initiate and contribute to the development of RCCE training packages to promote RCCE approaches, effectively set up community engagement activities and collect and respond to feedback and rumours.

Deliverable 3.2: Organize training/TOT/orientation activities for community health workers and social mobilizers and other key actors/influencers. Report on training/orientation as well as the monitoring and evaluation of activities at national and sub-national levels.

Output 4: Document experience and lessons learned

Deliverable 4.1: Review and establish a system for the documentation of the RCCE best practices and lessons learned during the COVID-19 response ensuring timely exchange of information and dissemination to national authorities and to the network of concerned partners.

Deliverable 4.2: Establish an archiving system and an accessible repository of material and product produced, best practices and lessons learned.

Deliverable 4.3: Develop RCCE briefings and reports to ensure a consistent flow of information within the WHO Country Office

Provide additional RCCE support to emergent needs as requested and agreed as required by the functional supervisor.

5. Technical Supervision

The selected Consultant will work on the supervision of: Dr Dalia Samhouri, Manager, CPI/WHE.

6. Specific requirements

- Education

For Young Professional level at P3

  • First level university degree in social sciences, behavioural sciences, development sciences, communications or public health from an accredited/recognized institute. Advanced degree is an asset.

For Specialist level at P4

  • Master’s degree in social sciences, behavioural sciences, development sciences, communications or public health from an accredited/recognized institute

Experience

For Young Professional level at P3

  • A minimum of 5 years of experience in health communication/RCCE particularly with regards to disease outbreak responses and emergencies. Relevant work experience with WHO or another UN agencies or international public health organization is an asset.

For Specialist level at P4

  • A minimum of 7 years of experience in health communication/RCCE particularly with regards to disease outbreak responses and emergencies. Relevant work experience with WHO or another UN agencies or international public health organization.

Skills

  • High level of professionalism, interpersonal skills as well as strong organizational and coordination skills.
  • Strong leadership, networking and team building skills with colleagues and partners.
  • Ability to produce quality work in a fast-paced environment within given deadlines and under high pressure.
  • Excellent written and spoken skills in English and Arabic. Knowledge of another UN language an asset.

8. Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

9. Travel

The Consultant is expected to travel. Destination and duration of travel will be identified through the progress work identified in countries

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
