In May 2015, the DFS Supply Chain Management (SCM) Vision and Strategy was formally approved by the USG DFS. In January of 2019, post management reform, the newly formed Department of Operational Support (DOS) established the Office of Supply Chain Management (OSCM) with a vision to provide efficient, agile, responsive, and accountable end to end uniformed capabilities and supply chain solutions to its global clients and partners.   

The Office of Supply Chain Management covers a wide scope of services including supply chain planning and performance management, logistical support, procurement, vendor management and supplier diversity, aviation safety, and uniformed capabilities support. OSCM’s mission is to support its clients and partners globally to fulfill their mandates by providing the goods and services they need, when they need them, where they need them and at the best prices. OSCM is committed to enable successful implementation of mandates given to all Secretariat entities by anticipating customer demand, providing strategic services, and organizing for goods and services to be delivered in a timely manner.

In order to deliver value-driven, forward looking solutions, OSCM has initiated various strategic initiatives. Among those are two specific initiatives that would require the temporary assistance of dedicated subject-matter expertise and project management.  The two (2) initiatives are:

  1. SCM Learning Framework
  2. SCM Category Management

DOS/OSCM requirements are immediate, and a project approach is determined to be the most suitable mechanism to rapidly provide the required resources and to build the capacity envisaged. Within its current capacity, DOS/OSCM does not have specialised resources to address the intensive resource requirements and the specialized tasks for these activities. DOS/OSCM therefore determined that a second party UN Contractor with project management experience is essential to assist in implementing these activities.

This is a position in UNOPS for supporting projects carried out for or in the United Nations Secretariat. The incumbent of this position will be personnel of UNOPS under its full responsibility.


Functional Responsibilities

This position is in the Office of Supply Chain Management (OSCM) within the Department of Operational Support (DOS).  The Project Management Support - Advisor (OSCM Learning Framework) will perform the following duties:
Working with the Senior Leadership and the Stakeholders, define and manage deliverable and milestones of OSCM Learning Framework project

Develop a milestone based project plan that ensure customer satisfaction and maintain timely delivery of various required components within defined budget;

Organize and motivate project teams;

Define and monitor project risks and escalate as necessary to the oversight bodies;

Working with Subject Matter Experts internally (within the department) and externally (rest of UN entities and external partners), manage and contribute to the development of the Supply Chain Learning Framework

Develop competency-based learning framework and strategy focusing on improving knowledge skills and experience;

Develop principles, best practices, and proposed evaluation and success criteria;

Chart a path for the Supply Chain Management staff career; and

Provide guidance on analysis to the entities of required skills for Supply Chain Management.

Coordinate the development of content and maintenance for existing training platforms across Supply Chain Management functional areas

Identify content needs and coordinate content generation for the improvement of the Supply Chain Management Schoolhouse online training platform;

Identify content update requirements and coordinate content generation for the improvement of the Procurement Training Campus online training platform;

Coordinate Learning Requirements for staff in the new Office of Supply Chain Management

Identify and coordinate learning activities for OSCM staff according the priorities of the Office and in line with the Learning Framework;

Identify OSCM learning needs/desires and coordinate learning efforts accordingly;

Implement corporate strategy for mandatory learning, professional development opportunities and career paths for staff is OSCM; and

Collaborate with CDOTS Learning Professionals to coordinate learning initiatives funded through RB proposals.

SCM Learning Requirements for DOS clients

Identify recommended learning requirements, initiatives, and programmes across the Secretariat for Supply Chain Management;

Make recommendations to entities on training budgets based on the Learning Framework;

Provide guidance on corporate strategy for mandatory learning and professional develop opportunities for Supply Chain staff globally; and

Collaborate with CDOTS Learning Professionals to contribute to the implementation of the corporate learning strategy for SCM.

Identify and Implement Professional Certification opportunities in SCM for Secretariat staff

Collaborate with the Chartered Institute of Purchasing and Supply (CIPS) to implement existing training arrangements for Procurement buyers and other staff;

Collaborate with the Association of Supply Chain Management (ASCM) to implement the existing training arrangements for the SCOR certification to relevant staff; and

Identify other internationally recognized certifications that may be appropriate for supply chain staff globally.



Education

Advanced University Degree (Masters or equivalent) Business Administration; Social Science, Management, Education and Supply Chain Management or related field.
A first level university degree and extensive professional experience maybe accepted in lieu of the Advanced Degree. 

Experience

A minimum of seven years of progressively responsible experience in project or programme management, training, change management, administration or related area is required.

Experience in design, development and delivery of multidisciplinary training programme is highly desirable.

Diverse knowledge of technologies and methodologies in use by the UN, such as industry standard business analysis tools and enterprise resource planning systems, as well as a strong understanding of supply chain management and related approaches, is highly desirable

Advance proficiency in Microsoft applications: Microsoft Project, Excel, Word, and PowerPoint.



Languages

Fluency in written and spoken English is required. Fluency in one or more official UN languages is desirable.
