UNICEF Libya Country Office is looking to hire for a consultancy to provide essential support to engage our partners effectively and manage the development of results-based media and donor materials including multimedia content, (social media, multi-media, publications and human interest stories) and inform the general public, partners and donors.

UNICEF Libya’s Communication and Advocacy section supports programme areas through integrated communications comprised of Advocacy, Media Relations, C4D, and Resource Mobilisation. All of which require establishment and maintenance of strategic communications to advance UNICEF’s programmatic goals and vision.

It is imperative to advocate and communicate timely and clearly with our target audience - existing donors, partners, prospective funders and the general population as a means to manage these strategic relationships and raise/maintain increased visibility for the continued provision of support for UNICEF’s work. Therefore, effective documentation is a prerequisite.

The individual contractor will also provide professional technical assistance and support for the planning, drafting and implementation of media relations materials including press releases and media briefs.

How can you make a difference?

The purpose of this consultancy is to provide essential support to engage our partners effectively and manage the development of results-based media and donor materials including multimedia content, (social media, multi-media, publications and human interest stories) and inform the general public, partners and donors.

  • Increase visibility of donor contribution including material development for donor reports and donor field missions in communication with partners
  • Edit and advise on content of intranet platforms
  • Gather information, consolidate and edit content for use on UNICEF’s platforms.
  • Write/produce, edit and review human interest stories and articles, with emergency and programmatic focus, in line with donor reporting requirements.
  • Develop and complete media releases
  • Carry out other tasks as needed under the supervision of the Communication Officer

Working arrangements 

The consultant will work remotely under the direct supervision of the Communication Officer.  As required, he/she will work in coordination with Libya Country Office Special Representative and relevant programme sections.

To qualify as an advocate for every child you will have…

Master’s degree in International Relations, International Development, Journalism, Communication, Media or related fields.

Three years of progressively responsible professional work experience at international levels or with international organizations, agencies or NGOs.

Ability to clearly and concisely express ideas and concepts in written and oral form in English; specific skills in writing articles/stories for traditional and electronic media.

Proven ability to work as part of a multicultural team and to exercise good judgment under pressure.

Knowledge of UN and other international organizations; good understanding of world affairs, current events and international development issues.

Proven knowledge and experience using social media for development messaging as well as excellent writing skills for digital platforms and experience in developing content for digital audiences required.

Experience in social mobilization through digital platforms is an asset.

High ethical standards and understanding of sensitivities relating to children is highly desirable.

A strong understanding of UNICEF programmes and policy, including knowledge of youth, participation and partnership goals, as well as sound interpretation and judgment to present these programs and policies in a way that enhances UNICEF's image is an asset.

A strong understanding of the context and humanitarian situation in Libya is required.

The consultant is expected to submit a detailed financial proposal for the whole duration of the consultancy with all the payments included. The budget breakdown is also required to understand the costs included in the overall proposal.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
