BACKGROUND

The International Agency for Research on Cancer (IARC), is the cancer research agency of the World Health Organization (WHO) and is based in Lyon France.

AREAS OF REVIEW

  1. Advice on external and internal communication and formulation of non-scientific speeches and presentations, related, but not exclusively, to the implementation of the MTS and the organizational review exercise
  2. Advice on external and internal communication and formulation of non-scientific speeches and presentations, related, but not exclusively, to the implementation of the MTS, the organizational review exercise, and the move to the Nouveau Centre building in 202
  3. Closely follow and advise personnel on how to measure scientific progress, and report on results/impact, how to translate macro level KPIs into personal KPIs, how to contribute to fundamental and emerging priorities, as well as IARC’s public health impact
  4. Advice on reviewing the results of MTS 2016 – 2020, including lessons learned and how KPIs changed against established benchmarks, in consultation with relevant managers
  5. Elaborate a detailed Implementation Plan for IARC’s MTS 2021-2025, and related monitoring mechanism, in consultation with relevant managers

TASKS AND DUTIES

  1. Advice on and formulation of non-scientific communication with IARC personnel and external stakeholders, with a particular focus on the organisational review to foster engagement and ownership among IARC personnel
  2. Elaborate and coordinate a phased communication campaign to prepare IARC personnel for the move to the Nouveau Centre building in 2022.
  3. Lead a working group of organizational review liaisons from each pillar to support the implementation of the organizational review
  4. Support personnel in changes in the way they measure progress, and report on results/impact
  5. Draft a Report on the Implementation of the MTS 2016 – 2020, including lessons learned and KPIs against benchmarks, in consultation with relevant managers
  6. Elaborate a detailed Implementation Plan for IARC’s MTS 2021-2025, and related monitoring mechanism, in consultation with relevant managers

EXPECTED OUTPUT/ DELIVERABLE

  1. Staff aware and informed of modifications within IARC, including rationale and what it means for them
  2. Staff properly informed and prepared for the move to the Nouveau Centre building in 2022
  3. Teams established and functioning as per concept
  4. New SLT and faculty functioning and advising DIR
  5. MTS detailed implementation plan finalized
  6. MTSmonitoring mechanism accepted and being used to report on progress
  7. Evaluation report of current MTS published

REQUIRED QUALIFICATIONS

EDUCATION

Essential: Master’s degree in the field of international relations, public health/economics, social or health sciences

PROFESSIONAL EXPERIENCE

Essential: At least 7 years’ experience working in external/international relations, public relations

Considerable experience in supporting senior leaders by coordinating programmatic, management and partnership/outreach activities and aligning them with organisational priorities

Considerable experience in strategy development and assessment as well as in formulating related advocacy and policy messages for various target audiences

Experience in coordinating organizational change exercises

Desirable: Experience working in Intergovernmental Organizations, UN Common System or similar organizations, and/or experience working in a scientific research environment.

USE OF LANGUAGE SKILLS

Essential: Advanced/MotherTongue English

Desirable: French (various levels)

SKILLS

Specific skills required: Excellent IT literacy skills in Microsoft Office 365 applications, SharePoint

REMUNERATION

Renumeration is approximately at the specialist/expert range of the WHO consultancy payment rate starting at €7000,00 per month. Consultant contractual modalities are subject to income tax.

DURATION

Immediately until June 2021, with possible review for further extension.
