Scope of Work

  1. Goal and Objective:  Under the overall guidance of the UNICEF Chief of Social Policy and supervision of the Nutrition Specialist of the Child Survival and Development (CSD) section, in close collaboration with the social policy team, and all partners at provincial level involved in nutrition programs, the consultant will be expected to provide technical support for the implementation and monitoring of community management of acute malnutrition (CMAM), through community nutrition screenings, referral and treatment of children with severe and moderate acute malnutrition in the mentioned project sites. The activities should be designed and implemented taking into consideration APROSOC key partners at central and local level, including the Centers of Integrated Social Action (Centros de Accao Social Integrada - CASIs) and the sectoral and institutional partners workign jointly with the CASIs, as key implementing platforms of the cash transfer programme Valor Criança.

  3. In close coordination with provincial and municipal level health authorities, provide technical guidance for the implementation, monitoring and evaluation of the CMAM program quality, in line with SPHERE standards.
  4. Provide training and overal guidance to the CASIs and nutrition focal points at provincial and municipal (district) levels and assist capacity development of health staff through formative supervision as per agreed workplans signed with Provincial Governments. 
  5. Provide technical assistance to the CASIs and nutrition focal points at provincial and municipal level to develop nutrition supply forecasts based on estimated SAM caseloads, produce quarterly distribution plans and establish effective supplies distribution channels to target districts. 
  6. Provide technical assistance to nutrition focal points at provincial and municipal levels to develop monitoring tools for stocks management and monitor consumption of nutrition supplies to avoid stockouts and products reaching expiration date before consumption.
  7. Conduct quality supervision visits in coordination with central, provincial and municipal levels and propose corrective measures to improve quality of SAM services delivered in health units. 
  8. In close coordination with APROSOC partners, provincial and municipal authorities, develop a monitoring tool to track and report sex-disaggregated data on systematic screening, active case finding, identification and referral of new SAM cases, defaulters and relapsed cases at community level through community-based programs.
  9. In close coordination with APROSOC partners, provide technical guidance and support to implementation of community mobilization actions to increase mothers’ and families’ capacity to recognize malnutrition signs and inform about importance of exclusive breastfeeding, food diversification and key family practices to prevent malnutrition.

Outputs, Deliverables and Timeline/Deadline

1. Monthly workplans for nutrition integration in cash-plus activities discussed and agreed with partners and submitted.         9 monthly workplans submitted; Draft for approval by end of each month.

2. M&E framework prepared and discussed with partners for nutrition-related interventions as part of the APROSOC project.     3 M&E plan with sex-disaggregated indicators submitted; Draft for approval by end month 1

3. Tool for supply needs estimates (based on planned caseload), distribution plan and supply tracking per each target municipality developed, monthly updated and reported.        Tool for supply estimates and tracking submitted every month; Draft for approval by end month 1.             

4. Five-day on-site training sessions in CMAM given to health workers and nutrition focal points (including pre- and post-evaluation reported) and reports submitted. 3 reports of training sessions in CMAM submitted; Draft for approval by end month 2.

5. Formative supervision and mentoring visit conducted to each supported nutrition treatment centers and partners (CASIs) and reported against implementation status of corrective measures proposed to ensure effective implementation of CMAM programme. Reports of supervision visits submitted on a monthly basis;   Draft for approval by end of each month, since end of month 2.

6. IMAM data base managed and reported in a monthly basis, with updated and compiled data from SAM treatment centers up to district-level. IMAM data base updated and submitted every month; Draft for approval by end of each month, since end of month 2.    

7. Monthly Progress Reports with Minutes of Meetings and field Reports monthly submitted to UNICEF.9 progress reports submitted; Draft for approval by end of each month.

8. Final report with results, suggestions and recommendations produced. 1 final report submitted. End of consultancy

To qualify as an advocate for every child you will have…

Desired competencies, technical background and experience

  1. First-level degree in Nutrition or public health (nursing or other relevant health discipline) or social sciences, combined with relevant experience in Nutrition and public health programs (preferably with community development components)

  2. Employment experience – at least one (1) year progressively responsible professional work experience at national level in Nutrition and Public Health programs

  3. At least one (1) year of experience in developing community programs in nutrition/public health

  4. Proven experience in nutrition planning, monitoring and evaluation

Competencies

The Consultant should have the following competencies:

  • Ability to build sustainable and effective partnerships between agencies, government and all nutrition and other partners and promote effective mechanisms of communication and collaboration;

  • Excellent skills in facilitation, team building and mediation;

  • High ethical standards and understanding of sensitivities relating to children’s rights.

  • Fluency in Portuguese and working knowledge of English required.
