OBJECTIVES OF THE PROGRAMME

Within the Department of Governing Bodies (GBS), the Office of Language Services (LNG) provides high-quality, timely and cost-effective translation, interpretation, editing, official records, word-processing and online services for the governing bodies, as well as language services for the Director-General's Office and WHO technical programmes, so as to make WHO health policy and technical information accessible to its target readerships in the official languages of the Organization.

DESCRIPTION OF DUTIES

1. Advise on developments in technology that support the delivery of the language services, including editing, translation, interpretation, application of document standards, and processing and delivery of documentation, as well as any other technology relevant to GBS business processes.

2. Identify technology needs and uses in LNG, and prepare budget estimates, business cases and relevant documentation in line with WHO procurement policy.

3. Coordinate development, where relevant, and manage implementation of new technology and processes, ensuring appropriate coordination with relevant external and internal partners and stakeholders, including regional offices, to ensure related aspects at the interface of other related processes are taken into account.

4. Review and advise on implications of implementing new technology and processes, develop new SOPs as relevant and agreed, and support change management.

5. Ensure appropriate training is developed and provided to all users.

6. Apply project management standards and provide regular status reports according to the format and timing established for WHO project management.

7. Advise on processes for the flow and collection of data, and prepare reports and presentations on unit workload, performance, costs and expenditure.

8. Serve as focal point for innovation and technology within GBS generally, and within LNG specifically. Perform all other related duties as assigned,

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in computer science, information sciences, information technology, computational linguistics, language, business administration or related field of study.
Desirable: Professional qualification or foundation certification in project management methodologies such as PMI, Prince 2, Agile SCRUM. Certification on Lean, Six Sigma, or ITIL v.3

Experience

Essential: At least 7 years of combined national and international experience in the application of language technologies and natural language and document processing applications. Experience in programme/project planning and management and successful delivery of complex cross functional or interdependent projects, some of which should be at the global or international level. Experience relating to management of documentation and language services, including computer-assisted translation and implementation of IT software development projects. Demonstrated professional experience working with senior-level management. Proven experience in writing business plans, project-related documentation, or technical papers.
Desirable: Experience in facilitating workshops, presentations to senior stakeholders and managing change. Extensive experience in working across multiple time zones without the need for face to face meetings. Experience with UN or other international or multinational organizations.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5391 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
