Under the guidance of the Chief, Policy, Employee Relations, Compensation and Social benefits team provides support and guidance on the following three interlinked pillars of work:

  • The Policy pillar focuses on formulating, updating, interpreting and communicating UNICEF's HR policies and procedures. In particular, the pillar is responsible for drafting UNICEF'S HR policies and procedures to support the Organization's goals and strategies, while ensuring consistency with decisions of the UN General Assembly, the International Civil Service Commission, CEB, HLCM, HR Network as well as other inter-agency fora.
  • The Social Benefits pillar focuses on ensuring coordination between DHR New York and UNICEF’s Global Shared Services Centre (GSSC), and between DHR and the UN common services that are ‘serving’ UNICEF, such as the Division of Healthcare Management and Occupational Safety and Health (UN DHMOSH), the Advisory Board on Compensation Claims, the Headquarters Life and Insurance Committee, the Pension Fund and the Headquarters Salary Steering Committee, and on managing the Medical Insurance Plan.
  • The Case Management team focuses on making the underperformance management process smoother and more effective for all parties. It provides tailored advice, guidance and assistance (including training and tools) to managers to ensure underperformance cases are handled in a transparent, rational and supportive manner.

How can you make a difference?

You can help us preventing sexual and other forms of harassment and discrimination in UNICEF – and provide contemporary support tools to victims of abuse at the workplace. Under the supervision of the HR Officer, Policy, Employee Relations, Compensation and Social benefits team, and in cooperation with colleagues within the team and in the Division of Human Resources, the consultant will be responsible for the following deliverables:

  • Developing a UNICEF draft summary procedure on Duty of care for victims of sexual harassment with a view to outlining regulations and tools for victim support and staff guidance.
  • Designing a Sharepoint website consolidating existing materials within UNICEF and in the UN system on support and tools for victims as well as for offices and managers in cases of sexual harassment.
  • Preparing communication materials to sensitize UNICEF personnel about the regulations, as well as support and reporting mechanisms in cases of sexual harassment and promoting the new online portal on conduct.
  • Support the collection of information for the UNICEF annual Executive Board report’s update section on sexual harassment.

To qualify as an advocate for every child you will have…

  • An advanced degree in Human Resources Management, Law, International Relations, Business Administration, Social Sciences, or related field.
  • Previous experience in HR policy or administrative law matters in an international organization, preferably an organization part of the UN common system.
  • Previous experience in dealing with or deep understanding of victim support or duty of care for sexual harassment. Experience in designing duty of care or organizational support tools for cases of sexual harassment.
  • Excellent written and verbal communication in English. Knowledge of another UN working language is an advantage.
  • Knowledge of relevant computer systems and applications.
  • Strong organizational, planning, document presentation and analytical skills.

REQUIREMENTS

The consultant will be subject to the maximum daily/monthly rate (in US$) established for consultancy in UNICEF NYHQ. The projected level of engagement may be considered for part-time.

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
