Based on the Theory of Change endorsed in the EVAC National Strategic Framework and the corresponding interventions identified in the National Plan of Action, the objective of this assignment is to develop a costing framework for the interventions identified in the National Plan of Action and the M&E system and tools under development in partnership with NCCM and in close consultation with relevant government counterparts. The costing framework will be incorporated into the final EVAC policy framework document. Also, a consultation workshop will be held with members of the National EVAC Taskforce under the leadership of NCCM to present the costing framework as part of the final document for their endorsement. This consultancy is concurrent with the development of an M&E system for the EVAC National Plan of Action, and therefore, the consultant will be required to work closely with the M&E consultant throughout the process.

Objective:

Methodology:

  1. The consultant will conduct a desk analysis of current government expenditures related to Ending Violence against Children.
  2. The consultant will follow a consultative process in close coordination with NCCM to reach out to members of the National EVAC Taskforce, as well as other relevant government counterparts, to develop the required costing framework through bilateral interviews and focus group discussions with key stakeholders.

To qualify as an advocate for every child you will have…

  • A Master’s degree in economics, public finance, development studies or other relevant disciplines.
  • At least 20 years of work experience in strategic planning and multi-sectoral programme planning.
  • At least 10 years of work experience in developing costing exercises for national multi-stakeholder programmes
  • Excellent communication and writing skills in English and Arabic.
  • Experience in working with multiple stakeholders is an asset: governments, civil society, private sector, and the UN;
  • Knowledge of the United Nations’ system, practices, and procedures, particularly UNICEF’s system
