The consultant will perform the specific tasks in collaboration with DGHS, DGFP, Directorate of MIS of DGFP and DGHS, Directorate Hospital of DGHS, MOHF, UN partners and other development partners working for newborn health.

Background:

Bangladesh has made substantial progress in improving maternal, newborn and child health and reducing mortality, advances that are globally recognized. However, reduction in newborn mortality rates are still a concern. According to the Bangladesh Demographic & Health Survey (BDHS) 2017- 18 report, the neonatal mortality rate is 30 deaths per 1,000 live births. Neonatal mortality rate of the country contributes 67% to under-five mortality. Bangladesh aims to reduce the neonatal mortality to 12 or fewer deaths per 1,000 live births and under-5 mortality to 25 or fewer deaths per 1,000 by 2030.

The existing National newborn health strategy was developed in 2009 and later The Bangladesh every newborn action plan was endorsed in 2015. Bangladesh 4th HPNSP newborn target was based on the BENAP. Many new interventions have been introduced and changes in newborn services has been done. Also, recently new indicators for Newborn Action Plan has been launched. So, it is time update the national newborn health strategy for 2020 to 2025.

Purpose of Activity/Assignment:

The consultant will perform the specific tasks in collaboration with DGHS, DGFP, Directorate of MIS of DGFP and DGHS, Directorate Hospital of DGHS, MOHF, UN partners and other development partners working for newborn health. 

The specific scope of work as follow:

Deliverable 1: Final national Newborn Health Strategy submitted to MOHFW for endorsement

  1. Review the draft National Newborn Health Strategy and edit/update in line with 8th Five year Plan (draft), HPNSP,  NNHP plan, National Newborn Health Strategy (2009), BENAP, ENAP Milestones and also to review of regional and global strategies to integrate new knowledge and evidences are incorporated in the NNHS;
  2. Review the ESP components for Newborn health and suggest ‘right-sized’ Newborn health intervention packages by level (community clinic, outreach, Union level clinics, UHC, DH and specialized hospitals including urban service delivery platforms; review required feasible staffing requirements by level, equipment and commodities (desk review, stakeholders interviews) and service delivery strategies for primary, secondary and tertiary level including urban service delivery platforms;
  3. Consultation with key partners and stakeholders (Directors/Line Directors, program managers, policy makers, civil surgeons, hospital managers, midwifes, CHCP, FWA, HA, professional organizations, Academia,  development partners, NGOS, beneficiaries/community groups etc.) to validate the challenges and gaps identified and proposed strategies to address them, in order to finalize the NNHS;
  4. Provide technical support to DGHS/MOHFW for facilitating technical consultation meeting/workshop to review and validate the draft strategy document by the NTWC, Newborn Implementation coordination committee and core committee and submission to the ministry for endorsement;

Deliverable 2: Update Bangladesh Every Newborn Action Plan after endorsement of National Newborn health Strategy

  1. Update BENAP and develop draft National Action Plan based on the strategy to implement the NNHS

  • Review the ESP components for Newborn health and suggest appropriate (right-sized) Newborn health intervention packages by level (community clinic, outreach, Union level clinics, UHC, DH and specialized hospitals) including Urban service delivery platforms; review required feasible staffing requirements by level. as a function of the critical newborn interventions  during/around birth (essential newborn interventions/tasks by type of health worker-doctors, nurse, midwives, FWV, pediatricians/neonatologists), equipment and commodities (desk review, stakeholders interviews) and service delivery strategies defined; Review preservice training package on Comprehensive Newborn Care by level

Document reviewed for updating the strategy and a draft outline developed

within 15 days of the start of the assignment

  • Review the draft National Newborn Health Strategy and edit/update in line with 8th Five Year Plan, NNHP plan, HPNSP, BENAP, ENAP Milestones and to review of regional and global strategies to integrate new knowledge and evidences are incorporated in the NNHS;

  • Consultation with key partners and stakeholders (Directors/Line Directors, program managers, policy makers, civil surgeons, hospital managers, midwifes, CHCP, FWA, HA, professional organizations, Academia,  development partners, NGOS, beneficiaries/community groups etc.) to validate the challenges and gaps identified and proposed strategies to address them, in order to finalize the NNHS;

Draft strategy reviewed by technical working group and feedback incorporated

10 days

  • Provide technical support to DGHS/MOHFW for facilitating technical consultation meeting/workshop (Face to Face or Virtual) to review and validate the draft strategy document by the NTWC, Newborn Implementation coordination committee and core committee and submission to the ministry for endorsement

The strategy finalized by NTEC and send to ministry for endorsement

Deliverable 2: Update Bangladesh Every Newborn Action Plan after endorsement of National Newborn health Strategy

Total 30 working days over the period of 2 months

  • Update Bangladesh Every Newborn Action Plan (BENAP) in alignment with revised National Newborn Health Strategy and in consultation with NNHP, DGHS/DGFP, MOHFW, NTWC, Development partners and other relevant stakeholders;

within 15 days of the start of the assignment

  • Provide technical support to DGHS/MOHFW for facilitating technical consultation meeting/workshop (Face to Face or Virtual) to review and validate the draft revised Bangladesh Newborn Action Plan document by the NTWC, Newborn Implementation coordination committee and submission to the Newborn core committee of the MOHFW;
  • Incorporate necessary feedback from technical committees and finalize the draft National Newborn Health Action Plan and submission to the ministry for endorsement;

BENAP reviewed and approved by NTWC

Knowledge/Expertise/Skills required:

Professional Work Experience:

  • MBBS with Master’s in public health with at least 10+ years progressively responsible work experience with UN and GOB partners
  • Working experience in developing countries
  • Field experience in Maternal and newborn Health program

Specialized Technical Expertise / Experience:

  • Recent experience of developing national guideline, strategy and national plan on MNC&AH, particularly in a developing country like Bangladesh. Preference would be given to deserving candidates having similar experiences of developing National MNCH Strategy and Action Plan particularly in Bangladesh.
  • High level of initiative and ability to influence policy makers in MOH&FW and other ministries, collect information from multiples sources, summarize and identify gaps while proactively seeking ways to fill in the gaps.
  • Ability to work in a multi-cultural working environment with team comprising of MOH&FW, DGHS, DGFP, UN agencies on MNC&AH, Quality Improvement and other health strategies, action Plan and guidelines.
  • Excellent written skills with experiences of developing similar kind of strategic documents in English and verbal communication skills, with strong interpersonal and presentation skills.
