Position Overview

Pact Inc. seeks a Cross-cutting Team Leader on the Liberia Conservation Works anticipated 5-year project in Liberia to conserve threatened and endangered species by strengthening Protected Areas (PA) and improving economic conditions around PAs. The goal of this project is to conserve biodiversity while increasing economic growth. The goal will be achieved by 1) strengthening protection and management for existing PAs and Proposed Protected Areas (PPA) and 2) increasing economic growth around PPAs and PAs. Most of the project efforts will be focused in targeted geographical areas within Liberia.

Key Responsibilities

The Cross-Cutting Team Leader will lead a team of experts which are critical for the success and uptake of activities under four project components-increasing the number of proposed protected areas, improving protection and management of target proposed protected areas and protected areas at the local and national level, increasing economic security for communities living around protected areas, and increasing economic growth by supporting conservation enterprises.

The Cross-Cutting Team Leader will be responsible for the supervision and overall management of the Team and its activities, providing technical guidance, project management and leadership, development and implementation of work plans, operational budgets, and performance monitoring plans; coordination with other Team Leaders, partner organizations, and ensuring achievement of project results and objectives. The Cross-Cutting Team Leader will ensure compliance with USAID rules and regulations and Pact policies.

Basic Requirements

· Minimum of 6 years’ demonstrated experience in leadership positions in international development, biodiversity conservation, and/or sustainable livelihood development.

· Advanced degree (or equivalent) in international development or natural resources management-related field.

· Must have a very good understanding of the biodiversity conservation sector of, and proven work experience in Liberia.

· Demonstrated track record of achieving results in conserving biodiversity while sustainably increasing economic growth.

· Experience working at the national and local government level as well as the community level to develop skills and capacities that promote sustainability and economic growth as a key element in conserving biodiversity through improved protected area management effectiveness and uptake of sustainable livelihoods.

· Experience in developing and strengthening policies, strategies, and technical guidelines and protocols.

· Demonstrated management and supervisory experience on complex, donor-funded projects managing multi-disciplinary teams and activities with strategic planning, budgeting, and financial and human resource management.

· Experience helping build the resilience of vulnerable communities in areas subject to recurrent crises and strengthening resilience capacities at the community level to withstand critical shocks and stresses.

· Excellent oral and written communication abilities in English

Preferred Qualifications

· Experience with Climate Risk Management in countries highly vulnerable to climate variability and change.

· Preference to individuals with prior USAID Deputy Chief of Party (DCOP) experience.

· Experience with USAID Grants Under Contract (GUC).

· Experience bridging gender gaps and eliminating barriers to gender parity and promoting female empowerment.

· Experience implementing Positive Youth Development (PYD) approaches to support young people in leadership, decision-making, sustainable economic empowerment, and management.

· Experience with engagement and partnerships with both the formal and informal private sector, aligning activities to existing regional, national, and community plans, priorities, and capacities.

· Liberian nationals encouraged to apply, but not a prerequisite.
