BACKGROUND

The Pacific is one of the world’s most disaster-prone regions, with Pacific Island Countries ranked among the most vulnerable in the world to natural disasters due to rising sea levels and Increasing severe weather patterns caused by the effects of climate change. Of the 20 states with the highest average disaster losses scaled by GDP, eight are Pacific Island countries. 

Building on its engagement in the Pacific since 2015, WFP works with Pacific governments and partners to improve capacity to reduce the risk of, prepare for and respond to disasters. This is achieved through strengthening coordination mechanisms in logistics, emergency telecommunications and food security.  This is done in close collaboration with national partners who lead the national coordination mechanisms through training and ongoing engagement and support. 

The role of the Logistic Officer (Emergency Preparedness) is to implement WFP’s disaster preparedness and response programmes and to support Government and interagency preparedness and response to disasters across the Pacific.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Within the scope of the WFP Pacific interim Multi Country Strategic Plan (iMSCP) and in line with WFP Pacific Office Logistic workplan and guidance from the Pacific Logistic Cluster Coordinator, develop longer term capacity for national organisations in the Pacific including National Disaster Management Organisations, relevant ministries and other cluster partners involved in disaster response.
2. Support the National Disaster Mitigation and management structures with logistics response planning.
3. Contribute actively to regular National Disaster Management Organisations’ and line ministry preparedness training, workshops and preparedness/response simulations as required, in line with ensuring capacity of all stakeholders.
4. Implement logistic specific projects on national level by means of data sourcing, validation, information management, platform implementation and training activities and, contribute to the overall platform development process.
5. Support or assume (as needed) the role of first wave responder in the event of an emergency, using and expanding the network built during preparedness activities and guiding on the incorporation of preparedness initiatives into operational response planning.
6. Contribute to the preparation of accurate and timely reporting on Pacific activities that enable informed decision making and consistency of information presented to stakeholders.
7. Assist in technical missions and donor visits focusing on Pacific initiatives.
8. Ensure appropriate and relevant technical guidance and support is available for the development and implementation of disaster preparedness programs and activities in line with WFP corporate policies and regional strategic approaches.

STANDARD MINIMUM QUALIFICATIONS

Experience:

• Three to five years of progressively professional experience in implementing or supervising disaster response.
• Experience in operational logistics including knowledge of the logistics supply chain.
• Experience of working in collaboration with a diverse array of humanitarian actors, including governments, NGOs, U.N. agencies, civil society, community organizations and the private sector.
• Experience in coordinating and facilitating general meetings, conducting trainings and facilitating workshops.

Desirable Experience:

• Experience working in the Pacific region.
• Experience in the humanitarian response architecture, including coordination mechanisms, humanitarian reforms, and funding mechanisms.
• A general knowledge of the policies of the United Nations system.
• Professional familiarity with the Inter-Agency Standing Committee (IASC) and the Cluster Approach.

Knowledge and Skills:

• Excellent interpersonal skills required, including strong professional communication skills.
• Strong analytical and report writing skills.
• Ability to work within tight deadlines and manage multiple tasks simultaneously independently.
• Proven ability to conceptualize, develop, plan and manage programs, leadership and teamwork skills, good analytical, communication, negotiation and advocacy skills.
• Ability to work in a team and establish effective working relationships with people of different national and cultural backgrounds.
• Advanced computer skills with mastery of Windows and Microsoft Office.

Education:

• Advanced University degree in Transport Economics, Supply Chain, Logistics, Emergency and Disaster Management, or other related field; or a first level university degree in one of the above-mentioned disciplines with additional years of relevant experience.

Language:

• Fluency in both oral and written communication in English. A good working knowledge in one of the local Pacific languages is desirable.
