General Minimum Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Knowledge of or experience in working with organizational enterprise geographic information and its related matters;
  • Knowledge of base mapping, GIS design and implementation, spatial and non-spatial database design, data management, server and web technologies and project management tools; knowledge of different electronic data collection methodologies, especially using ESRI suite of tools (i.e. Smart Editor or Survey123);
  • Knowledge of administering access, roles and privileges for individual enterprise GIS users in the assigned monitoring team, at the discretion of individual responsibilities assigned to users by Team and Hub senior management, and in accordance with the Enterprise GIS administrative policy, and SMM ICT guidance;
  • Demonstrated excellent organizational and analytical skills; excellent communication, presentation, briefing and team-building skills;
  • Ability to effectively communicate technical matters to non-technical stakeholders; the ability to deliver formal and informal trainings related to GIS and data collection is a desirable skill;
  • Ability to work with Monitoring Team and Patrol Hub leadership, and the SMM Information Management Cell (IMC) GIS team in Kyiv Head Office, to collaborate on applications, dashboards, analytical products and to ensure there is a common data standardization in practice;
  • Ability to troubleshoot software-level technical issues, and to communicate these effectively to stakeholders in a timely way;
  • Ability to assess situations and react rapidly, as well as to adjust and cope with changing tasks and priorities;
  • Ability to co-operate effectively with supervisors and colleagues with diverse experiences, technical expertise, and backgrounds;
  • Ability to work with minimum supervision in an environment where rapid response to emergencies is essential;
  • Cultural sensitivity and political judgement;
  • Professional fluency in English, both oral and written, and the ability to communicate clearly and concisely;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Ability to operate Windows applications including MS Word, Excel, Outlook as well as familiarity with internet search engines and techniques.

Desirable:

  • Experience with PostgreSQL and databases including different types of geodatabases;
  • Knowledge of advanced API use for enterprise GIS systems, including python, or javascript would be beneficial;
  • Experience of working in an international environment;
  • Experience of working in Eastern Europe and/or knowledge of the region;
  • Experience with utilizing the various capacities of an Enterprise GIS in field situations, especially in difficult situations or in areas of limited infrastructure;
  • Ability to coordinate effectively throughout all levels of the Monitoring Teams and SMM to advance common operational understanding throughout the organization;
  • Working knowledge of Ukrainian and/or Russian language(s);
  • C-diving license in order to drive AVs;
  • Familiarity with OSCE policies, procedures, practices and organizational structure.
 
 
 
 
Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, especially women to apply for this position.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the direct supervision of the MT Operations, the Geographical Information System Co-ordination Officer will perform the following specific functions:

  1. Co-ordinating with MT management, Hub management, and the IMC GIS team in the continuing implementation of a mission-wide enterprise GIS system;
  2. Managing access, roles and privileges of enterprise GIS users in the area of responsibility worked in, and at the discretion of MT leadership, and based on the needs of user duty requirements, and using enterprise GIS administrative guidance from IMC GIS, and data security and privacy limitations and records management guidance, ensuring appropriate data security and access controls are followed;
  3. Supporting the teams and hubs in leveraging fully the Mission's geo-database system as well as other geographic information, as required in the area of responsibility. Ensuring mission-wide data standards and the requirements for official reporting workflows are maintained while adapting to the situational requirements at the strategic area of responsibility level;
  4. Archiving mission geographical datasets and maintaining the GIS geo-database at the area of responsibility level;
  5. Co-ordinating the collection, processing, evaluation and dissemination of geographic datasets;
  6. Conducting geographic/terrain analysis studies and predicting the effects of terrain and spatial situation on the Mission's operations;
  7. Implementing quality assurance/quality control (QA/QC) procedures on all products generated with GIS information and disseminated by the Unit, including geographic datasets and maps;
  8. Contributing to the production of MT and Hub reports as required and in line with the Mission's overall strategic direction;
  9. Providing input and conducting geographic information training and education programmes for Mission staff;
  10. Traveling within Ukraine including the Eastern Regions, both in government and non-government controlled areas, and supporting Patrol Hubs in the area of responsibility;
  11. Performing other related duties as required.
