CHAI’s global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

The National Malaria Program (NMCP) in Haiti has achieved important progress in its quest to eliminate malaria as the number of reported cases dropped by 62% between 2012 and 2019. As part of the Malaria Zero consortium, CHAI has played an instrumental role in supporting Haiti’s Ministry of Health to pilot and scale-up a case-based electronic malaria surveillance platform. The platform facilitates identification of most affected populations at a granular level, which enables evidence-based targeting of interventions aimed at malaria elimination. Reaching elimination is challenging and accelerating further progress will require increased access to testing and treatment among populations at risk. To date, frequent stock-outs of essential malaria commodities continue to be a bottleneck in that regard, particularly at community level. Therefore, CHAI will significantly scale-up its efforts to strengthen supply chain management of essential malaria commodities.

Overview of Role

CHAI seeks to recruit a highly motivated team member to expand and coordinate our efforts to achieve continuous availability of malaria commodities at health facility and community levels in Haiti. More specifically, the Associate will support the Ministry of Health in its efforts to strengthen supply chain and logistics support systems for malaria products; addressing issues related to quantification, procurement, transportation, warehousing and inventory management; ordering; distribution; reporting into the Logistics Management Information System (LMIS); integrating LMIS and Health Management Information systems (HMIS) and using these systems to support quantification. To improve continuous availability of anti-malarial commodities among CHWs and at Health Facility level, the supply chain associate will assist in the development of supply chain policies and procedures, and support their application in the Grand’Anse and Sud departments where malaria incidence is relatively high.

This role will report directly to CHAI’s Country Manager in Haiti. Technical backstopping will be provided by the global Senior Technical Advisor on Procurement & Supply Chain Management. The candidate must be able to multi-task, work independently, and build strong relationships to consolidate CHAI’s partnerships and drive progress. Furthermore, the candidate must have deep personal commitment to producing results, and willingness to travel to relatively remote regions with limited infrastructure and medical care. Additionally, the candidate will be highly motivated with robust organizational, problem-solving, and communication skills. • Collaborate with the Ministry of Health and Non-Governmental Organizations (NGOs) to reduce last mile stock-outs and improve last mile availability of anti-malarial commodities among Community Health Workers (CHWs) and Health Facilities to enable continuous testing, treatment throughout Haiti but with a focus on the Sud and Grand’Anse departments.
• Help shape and monitor CHAI’s Supply Chain related interventions and work plans at central and sub-national levels in Haiti.
• Serve as a trusted advisor on Procurement and Supply Chain matters to the CHAI Haiti team and external stakeholders when/where relevant (e.g., government bodies and non-governmental organizations).
• Provide technical assistance to the NMCP, the DPMMT (Ministry of Health’s Department of Pharmaceutics & Traditional Medicine) and other stakeholders at central and decentralized levels, in product selection, forecasting and quantification of malaria commodities.
• Analyze supply chain management regarding malaria commodities in Grand’Anse and the Sud departments to identify bottlenecks and define an action plan with stakeholders to reduce stock-outs and improve the availability of anti-malarial commodities at both the health facility level, and among CHWs where stock-outs are particularly frequent and prolonged.
• Support and promote collaboration between the government and NGOs to standardize supply-chain related mechanisms for training, service delivery, supervision, reporting and monitoring.
• Support the development and implementation of standard operating procedures (SOPs) for inventory management and tracking of malaria commodities to ensure continuous availability of malaria commodities at facility and community levels in prioritized communes in the Sud and Grand’Anse departments.
• Support efforts to strengthen the functionality and utilization of the LMIS, especially at community health levels.
• Support the development and implementation of appropriate systems for monitoring, supervision and coordination to strengthen supply chain practices and personnel performance, especially in prioritized communes in the Sud and Grand’Anse departments
• Support capacity-building activities for stakeholders in the Sud and Grand’Anse departments, on product selection, forecasting, quantification, warehousing, inventory control, ordering, waste management, distribution, reporting, and supervision.
• Collaborate with the NMCP and stakeholders to monitor and evaluate the performance of the malaria supply chain in the Sud and Grand’Anse departments.
• Perform other duties as requested. This may include providing ad-hoc support to CHAI offices in Mesoamerica and the Dominican Republic in relation to supply chain management.

• Master’s/Bachelor’s degree and 3+ years of work specifically in commodity demand forecasting and/or logistics management of (health) commodities
• Demonstrated success in identifying, documenting, addressing and resolving bottlenecks in supply chains.
• Proven experience in leading participatory or training workshops
• Experience with data input and reporting into a Logistics Management Information System (LMIS)
• High level of proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
• Experience working in an international context and/or entrepreneurial environment
• Excellent analytical (qualitative and quantitative), problem-solving skills and communication (written and verbal) skills
• Ability to be effective, calm, and flexible in a fast-paced work environment, to handle multiple tasks simultaneously and to effectively prioritize
• Strong work ethic, integrity, credibility, and dedication to CHAI’s mission
