Within the Finance and Procurement Unit, under the supervision of the Head of the Finance and Budget Sector, and reporting to the Head of Unit, the Finance and Budget Officer will contribute to and facilitate the development and implementation of eu-LISA's financial and budgetary activities in accordance with established financial procedures, and will be responsible for: a) Budgetary Management • Actively supervising the continuous and efficient planning, monitoring and reporting of the utilisation of eu-LISA’s budgetary resources; • Identifying, giving early warning of, and following up to significant issues affecting the budgetary performance of eu-LISA; • Coordinating the planning and preparation of the operational and administrative budget related to the activities of eu-LISA in close cooperation with the operational and administrative Units according to the budgetary and financial rules in force; • Advising, providing expert advice and supporting staff entrusted with budgetary resources on efficient and effective resource management, with particular regard to eu-LISA’s operations; • Producing analysis and reports on the utilisation of appropriations available to eu-LISA, including financial performance and cash flow; • Supporting the Activity Based Costing/Budgeting and financial performance measurement; b) Financial/Asset Management • Performing financial duties within the established financial circuits, including, as appropriate initiation and verification of financial transactions, requiring the use of Accrual Based Accounting (ABAC) software tools; • Contributing to and co-ordinating tasks related to asset management; • Maintaining effective information sharing and co-operation with internal stakeholders on financial/asset management matters, including eu-LISA’s Accounting Officer, Internal Auditor, and relevant Units; c) Statutory requirements • Drafting the annual report on budgetary and financial management; • Acting as focal point for the production of the draft and final statement of estimates of revenue and expenditure; • Contributing to the production of eu-LISA’s budget for adoption by the Management Board; • Following up on the development of EU rules and procedures in the area of financial management and compiling electronic documents’ depository; • Contributing to the preparation of documents and reports for external and internal audits; d) Other tasks • Supporting close relation with the partner DG in the European Commission, and as appropriate other services, on budget issues including budget planning, reporting and allocation and/or transfer of credits; • Contributing in producing manuals and notes on budget and financial procedures for management and units, and keep up-to-date the budget procedures; • Performing any other tasks as requested by the Head of Unit and/or Head of Sector.
