Burkina Faso has historically allocated a large part of their national budget to finance healthcare services and has been receiving aid from a large array of regional and global partners. The government has been working on improving coordination of those external funds to avoid duplication and ensure funding is sufficient and strategically allocated. With the on-going insecurity situation in the North of the country, it has become increasingly critical to improve the way resources are prioritized, coordinated, and managed so the health response is sustained throughout the country and so the government is able to fund key reforms, including their targeted free care program and the scale-up of a high performing health insurance system.


In light of these priorities, CHAI has been asked to support the government across various health financing efforts.
In the first phase of work, we have been asked to support the Ministry of Health (MoH) in better understanding the funding available and gaps to deliver on priority health interventions for the next 3 to 5 years, by conducting a resource mapping and gap analysis, in order to help mobilize additional external and domestic funding where necessary and reallocate available funds strategically. The Government has an ambition to share results at a high-level Health Financing event and would be able to use the process to illustrate steps towards aid coordination.

Areas of support for the following phases of work are being defined, and will likely include technical assistance in financial planning and management, to help improve how resources are allocated and managed from the central down to the district level, and support to institutionalize resource mapping in government processes and systems. To achieve this work, a team will be recruited consisting of a Manager and four (4) Health Financing Associates.




CHAI is seeking a Program Manager with outstanding credentials and analytical ability to provide integrated support to the Ministry of Health (MOH) and Ministry of Finance (MOF). The Manager will be based in Ouagadougou and will interact with key stakeholders from the Government and the donor and international community in Burkina Faso.


The Program Manager must therefore be fluent in French and have excellent relationship building and communication skills. They must be able to function independently with minimal oversight and have a strong commitment to excellence with a keen eye for detail. This position offers a unique opportunity to work closely with a Government committed to universal access to health care through historical and innovative reforms.


The Manager will be the key contact to the MoH and manage a team of four associates/senior associates. He or she will lead an analysis of the country’s health system and a diagnostic of existing bottlenecks and inefficiencies, to identify opportunities for health financing reforms and refine the scope of CHAI support. The MoH has requested technical assistance in a number of areas including in financial planning and management, to improve how resources are allocated and managed from the central down to the district level, and in institutionalizing resource mapping in government processes and systems. On top of managing the team and of designing and leading CHAI health financing workstreams in country, the manager will provide strategic advisory to key government counterparts in health financing and based on government requests.


Please note that this is an unaccompanied post. CHAI will not be supporting relocation, housing and transportation for dependents & spouses of employees based in Burkina Faso, at this time.


• Manage four health financing associates and lead all health financing workstreams
• Support the government to apply resource mapping results to identify gaps against strategic plans and guide the allocation of resources, as well as to strengthen planning processes and other government priorities
• Lead the design and implementation of a health system diagnostic to identify sources of inefficiency and opportunities for reform to strengthen the health system of Burkina
• Develop situational analyses, including capacity assessment and stakeholder mapping, to inform support to governments on areas including financial management, pooling and purchasing reforms. This includes assessing and meeting with partners to be involved locally, regionally and internationally in the medium term to long-term.
• Advise in the design and implementation of new or improved health financing systems to improve resource coordination and efficiency. This will likely include the development and institutionalization of a resource tracking system.
• Respond to government requests by defining and carrying out health financing technical assistance projects. This includes providing strategic and technical input, as well as training and quality assurance.
• Identify and develop medium-term scopes of work to address key policy issues in Burkina Faso, and potentially other countries in the West Africa region. As needed work with CHAI managers to fundraise to meet these needs.
• Scope of new opportunities for technical assistance in health financing, working closely with the ministry of health
• Pursue opportunities for collaboration with other CHAI teams, helping to build a cross-cutting community of practice within country, region and organization
• Other potential tasks assigned by supervisor

  • Master’s degree with at least 5-7 years of experience in a demanding private sector or public health environment, such as strategy consulting, or managing complex technical projects, with increasing levels of responsibility and leadership
  • Self-starter with demonstrated experience launching new projects or initiatives
  • High level of creativity and initiative required
  • Ability to build consensus among multi party diverse groups
  • Ability to manage, coach and mentor a small team 
  • Ability to handle multiple tasks simultaneously and set priorities in remote settings
  • Ability to work in a fast-paced and multicultural environment, be effective, and thoughtful in high-pressure situations
  • Excellent relationship management skills, including experience building and managing government relationships
  • Excellent organizational and management skills, including time management and project management
  • Strong quantitative, presentation, and writing skills, including fluency in MS Excel, PowerPoint, and Word
  • Strong work ethic, humility, integrity, and dedication to CHAI’s mission
  • Fluency in both English and French is required for this role.


  • Experience working in management consulting, business strategy groups, investment banks, or similar fast-paced results-oriented environments
  • Experience working with governments and international partners
  • Previous work experience in sub-Saharan Africa
  • Experience living or working in high-risk countries.
