Job Summary:
The Sr. Director of Information Technology – Field Systems is an experienced IT professional who leads a world-wide effort to ensure that technology used in our programming not only supports our field colleagues and partners, but also enhances our program outcomes. S/he coordinates closely with leaders in MEAL, PIQA as well as with DRD MQs and PQs to develop and deliver technology strategies and roadmaps that support CRS’ mission. This person will hel p to mobilize millions of dollars of resources, manage a multi-million dollar portfolio of systems, manages a direct staff of 20 people and 50 indirectly, is a key part of the GKIM leadership team, and is an influential thought leader both inside and outside the Agency.

ICT4D:
The Sr. Director of Information Technology Field Systems is responsible for curating, developing roadmaps for and supporting key technologies used by our field programs. Examples include MEAL, ICT to support Agency Strategic Change Platforms, Cash and Asset Transfer, and Case Management Systems. S/he must have very good working relationships across OverOps at very senior levels to influence, guide and support how people, process, data and technology are woven together to create world class field systems. S/he ensures that support processes are in place to ensure that system usage is guided by best practices in data privacy and p rotection.

ICT4D Conference:
The Sr. Director of Information Technology – Field Systems is responsible for CRS’ annual ICT4D Conference. With a total spend of nearly $1M, 8-900 participants from all over the world and from all disciplines, this has become the go-to meeting in the Sector on technology used in the field, and has improved CRS’ brand image with donors, partners and competitors. S/he is the key representative from CRS helping to broker relationships between CRS and potential donors and country ministry representatives. Additionally, this person is responsible for developing contacts and relationships with sponsors who pay for access to Sr. members of the Sector.

Advanced Field Technology and Agency Metrics:
The Sr. Director of Information Technology – Field Systems develops knowledge and partnerships for advan cing field systems with the use of new technologies – eg, Artificial Intelligence, Machine Learning, Internet of Things and Blockchain. S/he represents CRS expertise on panels, discussions and discussions relative to these advanced technologies. S/he also develops strategies and deployment plans within CRS.

Preferred Qualifications:
* Experiential knowledge of international programs
* Minimum of 12 years of management experience managing system development, integration, operations, maintenance, and support efforts
* Experience in helping organizations take advantage of technology to enable strategies and outcomes
* Good grasp of ICT4D, GIS, AI, and IOT concepts and tools including mobile data collection, mobile financial services, data analytics, spatial analysis, and automated data collection
* PMI Certification desirable
* Experience in planning and managing complex systems architecture, design, development, operations, maintenance and support efforts employing system life cycles and best practices
* Demonstrated experience in building and leading teams
* Experience in the Government and/or non-profit sector is a plus
* Proficiency in using project management and system development tools
* 7 years of management experience.
* Experience with information systems
* Computer proficiency with the ability to utilize MS Word, Excel, Power Point.

Basic Qualifications:
* Bachelor’s degree in a related field required, Master’s preferred
* Minimum of 10-15 years of relevant work experience required.
