Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Office of Safety and Security Coordination (NSOC) is located in the Office of the Deputy Director General, Head of the Department. Its mission is to ensure the technical consistency and effective coordination of the IAEA's activities in the nuclear, radiation, transport and waste safety and nuclear security programmes. NSOC comprises three Sections\: the Programme and Strategy Coordination Section, the Networks Management and Partnership Section and the Safety Standards and Security Guidance Development Section. The Office of Safety and Security Coordination is located in the Office of the Deputy Director General, Head of the Department. Its mission is to ensure the technical consistency and effective coordination of the IAEA's activities in the nuclear, radiation, transport and waste safety and nuclear security programmes. The Office comprises three Sections\: the Programme and Strategy Coordination Section, the Networks Management and Partnership Section and the Safety Standards and Security Guidance Guidance Development Section.
The mission of the Network Management and Partnership Section (NMPS) is to ensure the further development of the Global Nuclear Safety and Security Framework by facilitating knowledge management, knowledge networks and capacity building. The section will also act as a focal point of contact for extrabudgetary projects with donors, partners and IAEA internal organizational units and will provide for a departmental level monitoring and evaluation of all extra budgetary projects, by ensuring compliance with donor requirements and IAEA internal rules and guidelines.

 

Main Purpose

 

As a key member of the Safety and Security Coordination Section, the Standards Specialist implements the Department's strategies and processes for establishing IAEA safety and security related publications, thus contributing to fulfilling the statutory mandate of the IAEA. In particular, the Standards Specialist reviews and redrafts text of draft Document Preparation Profiles and draft Safety Reports, TECDOCs and other safety and security related draft publications at a similar level to ensure and enhance their quality.

 

Role

 

The Standards Specialist is\: (1) technical reviser reviewing and redrafting text of draft safety standards, security guidance and other draft safety and security related publications, ensuring the appropriateness of content, syntax, usage, terminology, style and language; (2) project manager establishing and applying mechanisms to support the efficiency, efficacy and effectiveness of the development of safety standards and security guidance; (3) adviser on the preparation of safety standards, security guidance and other draft safety and security related publications.
 

Functions / Key Results Expected

 

  • Review and in consultation redraft texts of draft standards, draft nuclear security guidance and other draft safety and security related publications for syntax, usage, clarity, terminology and consistency.
  • Apply the strategies and processes for the establishment of safety standards and the development of nuclear security guidance and monitor their implementation.
  • Analyse feedback on the safety standards and security guidance and promote the use of the Department’s knowledge and content management system for safety standards and nuclear security guidance (NSS-OUI) for feedback collection.
  • Develop and apply meaningful measures of the effectiveness of safety standards and security guidance in enhancing nuclear safety and nuclear security in Member States.
  • Present the activities of the Safety Standards and Security Guidance Development Section to IAEA staff, to the Commission on Safety Standards, the Safety Standards Committees and the Nuclear Security Guidance Committee.

Qualifications, Experience and Language skills

 

  • Master's Degree - Advance university degree in Science or Engineering.
  • Minimum 7 years of professional experience, of which at least four years at the international level, in conducting the review and revision of high level scientific, technical and regulatory related texts.
  • Experience in quality management is an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $73516 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38669, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
