CHAI’s global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

Overview of Role

CHAI is seeking a highly motivated Associate to support governments with the creation and usage of digital management tools that can help malaria programs rapidly reduce their burden of malaria and potentially achieve historic malaria elimination. Such tools would help managers at the highest levels of government with monitoring and evaluating their national programs, including meaningfully tracking workplan achievement and financial expenditure.

The most effective management solutions are not one-size-fits-all; the most successful solutions are rooted in a strong understanding of the challenges facing malaria program managers at different levels. Given the multi-faceted nature of malaria program management, the Associate will be required to work collaboratively across CHAI malaria technical teams, country teams, and government partners to clearly understand and articulate critical problems and then design the right structure, process, and technological solutions to ensure managers at all levels are equipped with the information needed to manage the day-to-day operations of their programs.

A successful candidate should have the drive and ability to collaborate across a range of stakeholders, including partner governments, technology organizations, startups, and members of CHAI’s country and regional teams. Strong communication, organizational, and management skills will be critical, as well as the ability to work independently to drive implementation, and a deep personal commitment to producing results. A comfort and familiarity with developing process flows to visualize the status quo and envision ideal information flows, as well as the ability to communicate ideas clearly to technology developers, will be critical skills for this role. CHAI also places great value on relevant personal qualities including resourcefulness, tenacity, independence, patience, humility, and strong work ethic.

This role may cover countries in Central America (e.g. Panama, Guatemala or Honduras), Southern Africa (e.g. South Africa), and Southeast Asia (e.g. Cambodia or Laos), with travel as needed to these regions depending on COVID-19 conditions.

Responsibilities:

Process mapping and requirements development

  • In collaboration with CHAI technical and program teams, scope and identify geographies (across the Americas, Africa, and Asia) and critical management areas that could benefit from improved information organization, quality, timeliness, and availability.
  • In collaboration with partner government malaria programs and relevant partners, lead the documentation of system processes and data flows, and identify the ideal state for those systems.
  • Identify critical needs and propose feasible solutions to improve program ability to track key aspects of their programmatic plans and finances. Needs may include improvements to management structures, processes, or technologies, and identification of any significant barriers or risks associated with each solution.
  • Develop a pragmatic strategy and operational plan to address critical gaps in programmatic and financial tracking.

Technology solutions

  • Conduct a landscape analysis of relevant existing program management and financial tracking solutions in health or business sectors, and determine how these solutions may be adapted to malaria program needs.
  • Identify appropriate solutions to countries’ short and long-term needs, as well as document adaptations that would be required to meet country specifications.
  • Identify any potential barriers to adoption for users and strategize how to mitigate them.

Project Management and Implementation

  • In collaboration with CHAI’s health informatics team, select, liaise with, and manage sub-contractors (software developers) to build and configure tools according to the defined requirements and timelines.
  • Work with malaria control programs, CHAI technical teams, and CHAI regional and country teams to implement recommended management solutions and foster a data culture. Depending on needs identified, the solutions may include improvements to management structures, processes, or technologies.
  • Develop training materials and help train global and program staff in the use of digital solutions, updated data reporting requirements, as well as establishing best practice SOPs for using this data to improve day-to-day program management.
  • Support the development of proposals and funding requests as needed to expand the reach of this to new geographies or intensify support where needed.
  • Other responsibilities as needed.

Qualifications:

  • Bachelor or Master's degree in relevant field (e.g. business administration, public health, or related fields) with 3+ years of working experience in a demanding, results-oriented environment as a business analyst, management consultant, project manager delivering business requirements for technology initiatives, or in a similar role identifying and solving complex systems challenges

  • Experience with designing, implementing, or working closely with web or mobile technologies for program management, process improvement, and/or data visualization and analysis

  • Ability to create compelling, logical presentations and reports using PowerPoint, Word, and other media

  • Ability to be effective, calm, and flexible in high-pressure situations, to handle multiple tasks simultaneously and to effectively prioritize

  • Ability to communicate effectively with people of varied professional and cultural backgrounds; experience communicating technical concepts to non-technical audiences

  • Ability to think strategically and anticipate future consequences and trends

  • Ability to work independently in remote and unstructured settings and to adapt to new environments and challenges

  • Experience living or working in resource-limited countries

  • Will be able to travel (~30% time, dependent on the progression of the global COVID-19 situation)

Advantages

  • Experience as a consultant or in a similar role designing or delivering management data solutions, including with experience working with financial or procurement systems
  • Knowledge of malaria or other global infectious diseases
  • Proficiency in French or Portuguese
