OVERVIEW OF THE FUNCTIONS OF THE POST

UNESCO is fully committed to the implementation of the United Nations Sustainable Development Group (UNSDG) reform launched on 1st January 2019, which intends to improve the UN’s presence in the field in support of the implementation of the 2030 Agenda and Sustainable Development Goals (SDGs). At the regional level, UNESCO is contributing to the ongoing review of the UN architecture and to the drive to strengthen collaboration between UN regional entities in the field, while adapting to the changes under way from both a structural and programmatic point of view.

 

More specifically in Africa, the Regional Office is coordinating in-UNESCO, UN regional and sub-regional initiatives on the operationalization of the Regional Collaborative Platforms (RCP) the main system-wide coordination platform for sustainable development at the regional level and, on the framework of the United Nations Integrated Strategy for the Sahel (UNISS).

Long Description

In support to this enhanced need for coordination and for upstream advisory services, the UN Coordination Officer, under the direct supervision of the Director of the Regional Office, will provide support and contribute to ensure the full participation of the Regional Office in the UN development system joint cooperation and the UNESCO positioning in regional programmes and initiatives.

 

In this regard, the incumbent will ensure the overall coordination of Regional UNSDG related-issues and sub-regional initiatives on emergging initiatives by:

  • Ensuring the participation of the Regional Office in the coordination systems, processes and meetings of the Regional UNSDG;
  • Providing support to the Director of Office to strategically position UNESCO as a key partner within the UNSDG/RCP and promote integrated approaches with the wider UN system in UNESCO’s fields of competence, including through the elaboration of support material and analysis to be shared with the Regional UNSDG;
  • To ensure effective operationalization of the RCP in all regions, formalizing the move from cooperation to collaboration that regions have pursued in the spirit of UNDS reform.
Long Description
  • Support the Director of the Office in the review, development and implementation of UNSDG/RCP reform initiatives as regards UNESCO through collection, analysis and dissemination of information related to the reform, UNESCO’s involvement in the UNSDG/RCP and on UNSDG/RCP global collaboration in the region.
  • Provide assistance to the field offices in the region in ensuring UNESCO’s substantial integration in UNSDCFs and appropriate alignment of UNESCO’s country strategies with UNSDCFs.
  • Supporting communication related to UNESCO’s participation in UNSDG/RCP regional coordination both within the Regional UNSDG/RCP and UNESCO.
  • Contributing to the Regional Office inputs to strategic and programming documents, statutory reports and reports to ADG/PAX and UNESCO Governing Bodies with regard UNESCO’s involvment in the UNSDG/RCP and on UNSDG global collaboration in the region.
  • Contributing to the Regional Office inputs to strategic and programming documents, statutory reports and reports in the framework of UNISS.
  • Support cooperation with other regional and intergional organizations as appropriate.
Long Description

The incumbent works within the framework of UNESCO’s Medium-Term Strategies (C/4s), approved Programmes and Budgets (C/5s), the Operational Strategy for the Implementation of Priority Africa and the Priority Gender Equality Action Plan as well as within the framework of international agreed development agendas such as Agenda 2030 and Agenda 2063 for the Africa region.

 

SOME KEY DELIVERABLES

 

The following are some key deliverables expected from the consultant:

  • A note on key existing programmatic instruments form sub regional, regional, and continental structures accompanied with proposals for UNESCO entry points;
  • A proposal (ten (10) pages maximum) on the modalities of reinforced collaboration between the African Union, Regional Economic Communities (RECs), and UNESCO; et
  • A proposal (ten (10) pages maximum) on UNESCO effective positioning in the framework of the forthcoming RCP/OIBCs and related ongoing UN reform ;
  • The amount to be charged for the assignment, which should be quoted in US dollars or in euros only. Please show any travel costs separately.

Education

  • Advanced university degree (Master’s or equivalent) in any area of UNESCO’s competencies, international relations, public or business administration, economics or another related field.

 

Work Experience

  • Minimum 10 years of professional experience in coordination, planning, monitoring, reporting and evaluation of activities, projects and/or programmes, of which 5 years acquired at international level.

 

Skills/Competencies

  • Familiarity with UNESCO’s programmes, structure and priorities.
  • Excellent analytical skills.
  • Proven coordination, planning and organization skills with ability to establish and follow plans and priorities.
  • Excellent oral and written communication skills, with proven ability to prepare and draft high-quality documents and reports intended for internal and/or external dissemination.
  • Demonstrated ability to work in a multicultural environment and to establish good working relationships with internal and external partners.
  • Familiarity with the work and general functioning of international organizations and/or knowledge of the United Nations common system and ability to apply strategic and/or practical situations.

 

Languages

  • Excellent knowledge of English or French and good knowledge of the other language..
DESIRABLE QUALIFICATIONS

 

Work Experience

  • Experience in implementation of reform processes
  • Experience in field office management and/or field operations

 

Skills/Competencies

  • Good geopolitical knowledge of the region and sound analytic capacities
  • Good understanding of the 2030 Agenda and UNSDG reform
  • Good understanding of the 2063 Agenda of the African Union
