Vital Strategies is a US-based international public health organization working in more than 70 countries to address important and challenging health issues. We develop and oversee programs to strengthen public health systems and address leading causes of morbidity and mortality, providing expertise in project implementation and management, strategic communications, epidemiology and surveillance, and other core public health capacities.

 

Resolve to Save Lives is a global health initiative of Vital Strategies that since 2017 has been working closely with governments, the World Health Organization, the World Bank, academic and other partners in a number of countries to strengthen national capacity to prevent, detect and respond to epidemic threats. Currently, the Prevent Epidemics team within Resolve to Save Lives is partnering closely with the World Health Organization and country governments to implement an online version of the WHO Benchmarks for International Health Regulations capacities to support in-country epidemic preparedness activities. This effort requires the creation, user-testing and curation of practical tools that can assist mid- and senior-level officials to more easily and effectively perform complex assessment, stakeholder engagement, costing, monitoring and evaluation and decision-making tasks.

  

The Role

We are seeking a Program Management Consultant to support the design, testing and launch of a new interface for the WHO Benchmarks tool. This online tool will enable leaders in governments and multilateral institutions to create effective action plans to improve epidemic preparedness. The consultant will partner with Resolve’s Digital Product Designer and epidemic preparedness experts to examine and improve the user experience and real-world application of the interface. For 10-20% of their time, the consultant can also expect to provide surge support for other program management and learning projects that support the Prevent Epidemics team. The consultant shall report to the Director of Learning and Capacity Development at Prevent Epidemics.

Main responsibilities:

·       Support review and refinement of program management content on the Benchmarks Tool website

·       Develop content to clarify effective application of program management principles and “best practices” across medium and low resource settings

·       Advise on the development and testing of critical program planning features on the Benchmarks interface

·       Develop toolkits and guides to explain effective implementation of program management practices (e.g., determining governance and decision-making protocols, designing SOPs, running After Action reviews)

·       Support user testing of the tool among target audiences: mid- to senior-level officials in government and multilateral institutions

 

Required skills and qualifications:

·       7+ years’ experience advising on program management and process improvement in health systems strengthening or health security in low- and middle-income countries

·       Post-graduate degree in relevant field (e.g., public health or other health allied profession)

·       Have PMI or other project management credentials

·       Have facilitated capacity assessment, strategic planning, and resource mobilization with governments in low- and middle-income countries

·       Exceptional at developing practical curricula, toolkits, guides, or job aides

·       Good at organizing workflows, and paying attention to critical details

·       Can analyze data and create clear data visualizations and tables

·       Effective and responsive in verbal and written communications

·       Proficient user of Microsoft Office suite (MS Word, Excel, Outlook, PowerPoint)

·       Skilled at using digital communication and management tools e.g., Zoom, Slack, Monday.com

·       Have a positive attitude; feel energized about overcoming complexity or ambiguity

·       Can lead projects without formal authority

·       Can receive and ask for feedback, and lead work independently

Characteristics that are not required but could make your application stand out:

·       Familiar with the application of behavioral science to planning, management and decision-making

·       Are knowledgeable about participatory methods e.g., design sprints, human-centered design

·       Have participated in the National Action Plan for Health Security planning process, Join External Evaluation, or an After-Action Review

·       Have worked with multilateral organizations (e.g., WHO, World Bank, Africa CDC)

·       Have substantial experience in disaster or epidemic response and preparedness

Duration: 4-6 months with the possibility of renewal. Starting in mid or late January 2021.

Level of Effort: Full-time

Location: Remote; preferably in GMT or US EST time zones
