Organizational Setting

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate. The Finance and Accounting Section maintains and monitors all accounts for the IAEA, monitors and reports on the receipts of assessed and voluntary contributions, and prepares the IAEA's financial statements and other reports to the governing bodies and Member States.

 

Main Purpose

 

Reporting to the Section Head, the Unit Head is responsible for the issuance of the IAEA's annual audited financial statements and oversees the relationship with the External Auditor. She/he ensures that the IAEA’s accounting policies and processes are in compliance with the IAEA’s Financial Regulations and Rules and in accordance with International Public Sector Accounting Standards (IPSAS). She/he implements, monitors and reports on the IAEA’s Internal Controls framework.

 

Role

 

The Unit Head is\: (a) a team leader, ensuring the provision of efficient and effective service; (b) an analyst of complex cases related to accounting matters, making relevant recommendations, and; (c) a specialist, providing specialized knowledge in relation to financial policy and change management activities.

 

Functions / Key Results Expected

 

  • Develop and maintain the Agency’s accounting policies to ensure compliance with the IAEA’s Financial Regulations and Rules and International Public Sector Accounting Standards (IPSAS).
  • Develop and maintain the Agency’s Internal Controls framework in order to prepare the Agency’s first Statement of Internal Control that describes the effectiveness of internal controls.
  • Plan and prepare the annual financial statements for the IAEA and its related entities to obtain unqualified audit opinions.
  • Manage the relationship with the IAEA External Auditor.
  • Lead and develop an innovative and effective team.
  • In close collaboration with the team ensure the development of accounting systems and other innovative change initiatives to improve accounting processes and enhance related internal controls.
  • Provide expert advice and guidance on financial reporting, internal controls and other complex financial matters to management.

Qualifications, Experience and Language skills

 

  • An advanced university degree in financial management, business administration, accounting or a closely related field. A university degree in financial management, business administration, accounting or a closely related field with three years of additional work experience may be considered in lieu of advanced university degree. Certification from a recognized accounting body (e.g. ACCA, CA, CPA, CMA) is mandatory.
  • Minimum of seven years of relevant professional experience in accounting, finance or related field, including at least three years being responsible for the preparation of financial statements in a comparable organization (international organization, public sector, non-profit organization or equivalent).
  • Adherence to principles and values\: high standards of integrity, fairness and transparency to ensure and promote a work environment based on mutual respect and trust.
  • Supervisory experience is desirable.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $73516 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38669, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
