Organizational Setting

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows\: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Office of Procurement Services procures goods and services with over 100M Euros per year, a third of which is for delivery to counterparts in Member States, and the remainder is for delivery to the IAEA's Headquarters in Vienna, and its offices and laboratories. The Division procures, among others, specialized construction services, specialized equipment for use in the wide range of areas related to nuclear and radioactive technologies, activities and material, including medical area, as well as various laboratory supplies and analytical instruments.

 

Main Purpose

Reporting to the Director, the Team Leader is responsible for the procurement of a variety of commercially available goods and services and for leading a team of professionals.

 

Role

The Team Leader is\:

  • the contracting and negotiating authority within delegated limits;
  • a Substantive Expert and Project Lead in the procurement of a wide range of commodities and services;
  • an agent promoting the principles of best value for at all stages of the procurement cycle; and
  • a Change Manager leading the review of the existing and development of new policies and procedures, and ensuring the buy-in of internal stakeholders;
  • a leader and manager, providing guidance and managerial support to the team, and planning resources in the most efficient and effective manner.

Functions / Key Results Expected

  • Lead and manage an innovative and effective team of professionals and assistants. Based on future programmatic requirements, shape a flexible workforce with the right skills mix through recruitment, learning opportunities, broad work assignments, and cross training.
  • Prepare and issue tenders and drafts and negotiate contracts for goods, equipment and services.
  • Guide a diverse team of evaluation committee members, ensure that different options and outcomes are considered and that an agreement is achieved.
  • Manage the contract during the post-award period by monitoring completion timelines and approved contracted budget, ensuring key performance indicators are documented and tracked.
  • Meet with vendors to discuss performance issues of major importance that may have occurred.
  • Lead procurement for multiple sectors and serve as the subject matter expert for world-wide procurement of a variety of equipment, supplies and services with complex contracts and critical proposals of a significant financial, legal or operational impact.
  • Keep abreast of best practices, lead major business and policy improvements initiatives and act as Change Manager within the Division and contribute to strategic planning.
  • Assist the Director in the management, yearly planning and reporting on the Procurement Activities.
  • Interact and contribute to relevant IAEA and external networks, to promote and facilitate knowledge sharing on procurement capacity development.
  • Serve as subject matter expert for world-wide procurement, leads the research and analysis of the market, its trends and dynamics, demand, stakeholder's requirements for multiple commodities with large spend, develop standards and criteria for the evaluation of goods and services, and suppliers and develop and implement a variety of procurement strategies.
  • Initiate, lead and oversee strategic, cross-cutting key procurement projects that may emerge and monitor and follow through.
  • Oversee strategic and complex initiatives related to policy, processes, procedures and systems and lead thematic initiatives related thereto on behalf of Office of Procurement Services.
  • Review and analyse IAEA procurement statistics, trends, client feedback and audit findings and recommendations and develop and propose comprehensive improvement strategies for-Office of Procurement Services.
  • Prepare highly complex Procurement Plans and develop a Procurement Strategy. Review, analyse and improve the procurement strategy for the clients in a high-level, holistic approach, aligned with latest public procurement best practice.

Qualifications, Experience and Language skills

  • Bachelor's Degree - A first level university degree in Business Administration, Public Administration, Commerce, Engineering, Law or other relevant discipline with 4 additional years of relevant experience may be considered in lieu of the advanced university degree.
  • Master's Degree - Advanced university degree in Business Administration, Public Administration, Commerce, Engineering, Law or other relevant discipline.
  • Minimum 10 years of progressively responsible professional experience of which at least five at the international level and in managerial and coordination role.
  • Minimum of five years’ experience in managing and supervising staff.
  • In depth knowledge of logistics and international trading practices and of several sectors related to the Agency's mandate is an advantage.
  • Excellent oral and written command of English.

 

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $88162 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 46373, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
