Background

At the United Nations Sustainable Development Summit on 25 September 2015, world leaders adopted the 2030 Agenda for Sustainable Development, which includes a set of 17 Sustainable Development Goals (SDGs) to end poverty, fight inequality and injustice, and tackle climate change challenges by 2030. 
 
The Sustainable Development Goals build on the Millennium Development Goals (MDGs) but are much more comprehensive and ambitious. The Agenda 2030 is underpinned by a strong commitment to ‘leave no one behind’ – which reflects a critical lesson from the MDGs – and to reach the furthest behind first. It recognizes the multi-dimensional nature of poverty and inequality and provides a framework that comprehensively addresses all dimensions that matter for well-being.
 
Pakistan is also one of the 193 member states of United Nations which are signatories to the Sustainable Development Goals (SDGs). In October 2015 the Government of Pakistan launched the SDGs in Pakistan. On 19 February 2016, the National Assembly of Pakistan unanimously passed a resolution to adopt the 2030 Agenda as a National Development Agenda. To take the 2030 Agenda forward, UNDP Pakistan, the Planning Commission and Provincial Planning and Development Departments have launched a national initiative on SDGs focusing on the following four outputs:
  • Plans, policies and resource allocation are aligned to the 2030 Agenda
  • Monitoring, reporting and evaluation capacities are strengthened
  • Innovative approaches to accelerate progress on priority SDGs
  • Financing flows are increasingly aligned with the 2030 Agenda
Pakistan 2025 vision is a roadmap to ensure achievements of global SDGs. The agenda of SDGs compliment Pakistan vision 2025 and its seven pillars i.e., Putting people first, inclusive growth, democratic governance, water & Food security etc.
 
Under the project, SDG Support Units are being established at the Planning Commission and Planning & Development Departments of all provinces and regions, including FATA, GB & AJ&K. Similarly, to take the SDGs agenda forward, UNDP Pakistan and Planning and Development Department of GB have also launched the regional arm of the project to address the governance bottlenecks in the implementation of SDGs in GB. The project focuses on the same outputs mentioned above and the GB team will coordinate and work closely with other similar SDG Units established at federal and provincial level. In this regard, UNDP is advertising the position of SDGs Coordinator for the GB SDGs Support Unit. The SDGs Coordinator will be reporting to the Secretary, Planning & Development Department, GB through Chief Economist P&D Department GB and Assistant Resident Representative, Development Policy Unit, UNDP Pakistan. 

Duties and Responsibilities

Summary of key functions:
  • Foster policy dialogue on Agenda 2030 and the SDGs. 
  • Liaise with key institutional partners within P&DD GB, departments, development partners, civil society, academia and private sector for developing effective coordination, high level of awareness and advocacy on SDGs, and accelerating the implementation of project activities.
  • Coordinate and provide high quality technical policy briefs on topical issues to inform choices on debate topics.
  • Contribute to the work of UNDP CO to support the Government and other stakeholders in tailoring the 2030 Agenda for Sustainable Development to the context of GB.
  • Carry out day to day management and oversight of the programme activities.
  • The SDGs Coordinator will principally ensure coherence and alignment of project activities and any research undertaken with national and regional policies and priorities.
Foster policy dialogue on Agenda 2030 and the SDGs:
  • Identify, analyze potential domestic public and private finance opportunities across different time horizons and advice on how to attract and secure resources from the collective commitment made by developed countries to provide resources to help meet the adaptation and mitigation needs of developing countries
  • Provide strategic and substantive support and advice to implementing and executing entities in order to promote enhanced investment on building a climate resilient green economy
  • Initiate and organize periodic Management Committee meetings related with fund allocations and follow up implementation of decisions passed by the committee
  • Make sure that the concerned proponents are provided with a clear explanation on the decision of the management committee and is posted on the web-based platform and/or Registry
  • Identify challenges, opportunities, priorities and needs for the development and implementation of the medium-term strategy, program of work and proposals at sectoral, regional level
  • Participate in negotiations to mobilize external resources from Development partners.
 
Liaise with key institutional partners within P&DD GB, departments, development partners, civil society, academia and private sector for developing effective coordination, high level of awareness and advocacy on SDGs, and accelerating the implementation of project activities:
  • Develop a coordinated mechanism to strengthen linkages between different departments/Directorates/Authorities of GB secretariat, and with other institutions at Federal and Provincial level across Pakistan. 
Coordinate and provide high quality technical policy briefs on topical issues to inform choices on debate topics. Provide policy support for the design and implementation of suitable project activities and knowledge products on SDGs through:
  • Writing policy and project proposals
  • Drafting high level correspondence
  • Preparing briefs and presentations 
  • Participating in and undertaking research projects and publications
  • Providing Sound contributions to knowledge networks and communities of practice, including the development of tools for needs assessments and policy analysis, in close collaboration with UN agencies, Government and other development partners.
  • Contribute to the work of UNDP CO to support the Government and other stakeholders in tailoring the 2030 Agenda for Sustainable Development to the context of GB.
Carry out day to day management and oversight of the programme activities.
  • The SDG Coordinator will have the primary responsibility for ensuring that the project produces the results specified in the project document to the required standard of quality and within the specified constraints of time and budget. 
  • S/he will be responsible for the overall management of the project, including the mobilization of all project inputs, supervision of consultants and sub-contractors, and acting as a liaison with the Government, UN agencies, private sector partners and other stakeholders, and maintaining close collaboration with donor agencies.
  • Report on the progress of the project to Planning & Development Department, GB Secretariat and UNDP. 
  • Provide overall project management support.
  • Any other task assigned by CS, ACS/Secretary P&D 
The SDGs Coordinator will principally ensure coherence and alignment of project activities and any research undertaken with national and regional policies and priorities.  This initiative is expected to result in the following:
  • Identification of areas for continued Government engagement and UNDP support and interventions to the implementation of SDGs in GB.
  • Ensure provision of top quality and innovative strategic planning and policy advisory services to the P&DD GB.
  • Facilitate capacity development and knowledge building in support of regional priorities and the SDGs. 
  • Collect, analyze and synthesize macro-economic and SDG-related information and best practices, with emphasis on gender, people with disabilities, the youth and other vulnerable groups and propose capacity development options to relevant actors in the implementation of the NDP and other sector-specific plans and strategies.
  • Contribute to alternative policy advice through the preparation, launch and follow-up of national policy briefs, position papers and global approaches to development and promote the mainstreaming of the SDGs in National and provincial plans and strategies.
  • Organize capacity development opportunities for Government officials in the formulation of SDG-consistent policies, plans and programmes.
  • Keep abreast of regional and global economic trends and issues and analyse their implications for the realization of the SDGs in Gilgit Baltistan.

The key results have an impact on the overall achievement of targets pertaining to Sustainable Development Goals, and success in implementation of programme strategies.  In addition, accurate analysis and presentation of information will ensure efficient and effective programme implementation.

Required Skills and Experience

Education:
  • The candidate should possess a Master’s degree in Economics, Public Administration, Development Economics or any related field. Strong emphasis on economic analysis and quantitative skills.
Experience:
  • Minimum of 5 years’ post master’s relevant experience at the national or international level. Substantial experience with poverty reduction strategy processes in developing country contexts and awareness of SDGs related policy matters. 
  • Understanding of GB Governance system is essential. Previous experience of working in development of GB is desirable.
  • Extensive experience in research and policy-level analysis, including in formulation, monitoring and evaluation of strategies and development programmes/projects.  
  • Demonstrated experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programmes for statistical analysis of data. 
  • Excellent writing and presentation skills a must including writing of research reports.
Language Requirements:
  • Excellent knowledge of English is required
  • Working knowledge of Urdu and local language(s) would be an asset.
