Description:

FHI 360 seeks a Chief of Party (COP) for an anticipated five-year USAID civil society strengthening program in Lebanon. The project will support a broad swath of NGOs, building on prior civil society assistance accomplishments. Planned assistance interventions under this activity will increase the role of beneficiary NGOs in shaping public policy (related to governance, human rights, protection of environment, and others); improve service provision; improve the technical and administrative capacities of beneficiary organizations; and more effectively use existing NGO networks to impact public policy.

Job Responsibilities:

The Chief of Party will have overall responsibility for assuring that all assistance provided under the award is technically sound and appropriate for the needs to be addressed and for adequately managing and supervising the work of all field staff, long‐term staff, short‐term staff, consortium partners, and/or sub‐partners, as proposed.

Program activities may include: multi-stakeholder workshops on prioritization of needs and development of action plans, organizational capacity assessments, capacity building workshops, technical assistance, training on advocacy techniques and approaches, technical assistance on mobilizing organizational constituents, public gatherings to discuss issues of common concern, trainings on fundraising and own-source mobilization, and support to civic education campaigns. The COP will be based in Beirut.

Minimum Qualifications:

  • Bachelor's Degree (Advanced degree preferred) in international development, political science, business, or a related field;

  • Minimum 10 years of professional experience leading civil society strengthening and/or capacity development projects, with preference given to experience in Lebanon and/or MENA. Experience leading USAID-funded projects strongly preferred.

  • Knowledge of USAID policies and procedures;

  • Experience strengthening civil society networks, developing civil society capacity, and landscape analysis;

  • Experience recruiting, forming, and successfully managing teams and ensuring the quality of their products;

  • Experience managing subgrants in the MENA context;

  • Knowledge of Lebanon’s political, social, cultural, environmental, and development context preferred;

  • Ability to lead multidisciplinary teams while developing a common vision;

  • Demonstrated leadership, versatility, and integrity;

  • Strong written and verbal communication skills in English required.
