The Green Climate Fund (GCF) is a multilateral fund created to make significant and ambitious contributions to the global efforts to combat climate change. The GCF contributes to achieving the objectives of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. In the context of sustainable development, the GCF aims to promote a paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to climate change, while accounting for their needs and supporting particularly those that are vulnerable to the adverse effects of climate change. The GCF is governed by a Board, composed of an equal number of members from developed and developing countries. It is operated by an independent Secretariat headed by an Executive Director.

The Office of the Executive Director (OED) seeks a Consultant (Maternity Cover) – Accreditation and Entity Relations to perform functions related to accreditation and Accredited Entity relationship management (particularly with International Access Entities). 

The consultant will be based at the Fund’s headquarters in Songdo, Incheon City, Republic of Korea, for an initial 9-month period. The total number of working days will not exceed 172 days in a 12-month period, in addition to applicable public holidays.
 

Role 
Under the overall guidance of the DED and Accreditation Specialist and working with the Accreditation and Entity Relations Unit, the Consultant (Maternity Cover) – Accreditation and Entity Relations, will manage the negotiations of legal agreements with Accredited Entities; facilitate Accredited Entities in their development of Entity Work Programmes and coordinate the Secretariat review of such work programmes; coordinate the review of annual reports submitted by Accredited Entities as required under their Accreditation Master Agreement; and process the accreditation of applicants. The consultant will work together with the Accreditation and Entity Relations Unit comprised of one specialist, two officers and consultants to deliver on the functions.

 

Duties and Responsibilities 

•    Coordinate and deliver on negotiating and entering into legal agreements (Accreditation Master Agreement) with Accredited Entities, particularly International Access Entities 
•    Facilitate the development of programming strategies from accredited entities that include transformational project/programme ideas aligned with country and sectoral programming strategies, and related institutional-level legal arrangements and obligations to enable programming, including the Secretariat’s review of such entity work programmes
•    Develop and implement accreditation-related strategies and policies to sustain a diverse and balanced portfolio of accredited entities
•    Coordinate the review of annual reports on institutional-level compliance with GCF standards submitted by Accredited Entities as required under their Accreditation Master Agreement
•    Operationalize the accreditation and re-accreditation process, including, including conducting reviews by the Secretariat and support, as needed, to the Accreditation Panel, in alignment with the GCF Updated Strategic Plan, as well as implementing measures to improve the efficiency and effectiveness of the accreditation process
•    Engage with the Board, Accreditation Committee of the Board, and the Accreditation Panel of the Board to facilitate consistency, flexibility, and transparency in the accreditation process

 

Required Experience and Qualifications

•    Master’s or higher-level degree in economic, environmental studies, business administration, finance, international development or other relevant fields 
•    Minimum 11 years or more experience including on developing programming strategies, managing programming cycles, and at a management level working in developing countries and in a multilateral programming environment 
•    Knowledge of climate change and climate finance strategies of multilateral organizations and other international institutions 
•    Established experience of providing quality assurance, strategic due diligence, preferably accreditation and/or certification process 
•    Organized and detail-oriented, with the ability to multi-task and deliver quality work on time under pressure
•    Highly collaborative, client-oriented, team player and experienced working in multi-cultural organizations
•    Proficiency in office technology such as MS office package and conference call modalities
•    Excellent written and oral communication skills in English, and experience preparing high quality written briefings, dashboard reports, and other documents; knowledge of another UN language is an advantage
