Polio Eradication is a mission critical objective for WHO, as mandated by multiple WHA resolutions. The overall objective of the Global Polio Eradication Initiative (GPEI) is to interrupt the transmission of poliovirus worldwide, certify eradication, stop the use of oral poliovirus vaccine and successfully sunset the programme. GPEI aims to do this through providing strong support to and collaboration with national governments, who lead these areas of work. In order to help realize these goals, GPEI is establishing a Hub to coordinate the inputs and support provided by the GPEI Partnership from regional and global levels to the country programmes in Afghanistan and Pakistan with the goal of ensuring the full implementation of GPEI's Polio Endgame Strategy 2019-2023.


1.Lead the Country Operational Support Area of Work in the GPEI Hub including development ofoperational strategies and tactical adjustments to the respective NationalEmergency Action Plans for Polio Eradication in Afghanistan and Pakistan.2.Coordinate global and regional GPEI partner inputs in operational, administrative,financial and vaccine management support to the country programmes.3.Lead the development,implementation, and monitoring progress of Country Operational Support aspectof Hub workplan including regular revision as per changing country needs and course correction as required.4.Coordinate and strengthen all aspects of planning, and support implementation of strategies along the three identified cross-border transmission corridors within the Afghanistan-Pakistan epidemiological block. Facilitate national and sub-national level cross-bordercoordination and provide support in strategic integration, alignment, and coordinationof corridor action plans.5.Provide overall coordinationof effective human resource deployment through:a.Triaging and providing project specific short-term inputs in all programme areas based oncountry requests for surge, technical, and operational support;b.Back stopping partner country office (CO) polio staff for rest/rotation/temporary replacement of key staff/consultants;c.Establishing and maintaining a roster for CO polio staff/consultant/surge deployment; d.Building country capacities, with a focus on management skill building and technical training of GPEI staff.6.As a TAG focal point within the Hub, coordinate TAG preparations, facilitate meeting implementation, lead in monitoring progress of implementation of recommendations.7.Facilitate efficient resource management in close coordination with existing GPEI mechanisms for: a)vaccine supply tracking, planning, and monitoring; and b) finance management and monitoring. 8.Ensure timely sharing of relevant country level information with Hub members and beyond including SIA updates, cross-border activities, and progress on implementation of recommendations of various GPEI forums (e.g. TAG, IMB)9.Participate activelyin regular Hub meetings and in relevant GPEI events.10. Establish and maintain Country Operational Support related documentationin centralized Hub repository.11. Develop and disseminate briefing materials, presentations and other related material for WHO and other GPEI partners.12. Perform other specific related duties, as required and assigned by the supervisor.



Essential: Master's degree in public health, international relations, social science or a related field.


Essential: At least ten years of relevant work experience in public health and/or humanitarian programmes at national and international level. Several years of experience in the management of a public health programme, including vaccine preventable diseases and/or polio eradication. Leadership experience in a programme with human resources management and decision-making responsibility for technical, financial and administrative elements. Experience in managing technical programmes within the UN.
Desirable: Relevant experience working for WHO or another UN agency in complex emergency situations. Experience in collaborating with international partnerships. Exposure to crisis and emergency operations. Good understanding, knowledge and exposure to Afghanistan, and Pakistan context would be an asset.

Essential: Expert knowledge of English.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3313 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
