ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) is well known for its ability to deliver food assistance rapidly to people in need. To continue responding effectively to challenging contexts while contributing to longer-term efforts to end hunger, WFP is in the process of its support to strengthen national safety nets and social protection systems, to support the Government of Iraq. The purpose of this position is to help the country office coordinate such efforts, provide advice and support in making approved projects operational. Furthermore, the position will be responsible for designing, planning, implementing and monitoring of the WFP’s programmes, in the country

JOB PURPOSE

Play a leadership role in the support to policy and programme activities for  WFP's social protection programmes in the country

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct guidance and supervision of the Social Protection Advisor and in cooperation with all programme managers and supporting functions, the Programme Officer (NOB) will be responsible to support the implementation of social protection programmes, in line with the WFP Iraq Country Strategic Plan (2020-2024) through the below tasks:

  • Provide technical and project management support for Social Protection Programmes especially with the upcoming EU funded project for the next four years.
  • Closely liaise with the relevant ministries, donors and partner UN agencies to ensure coordination, monitoring and implementation
  • Prepare timely reports on programmes and activities that enable informed decision making and consistency of information from various sources and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control;
  • Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Responsible for corporate performance management and reporting;
  • Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities;
  • Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery;
  • Support the identification, development and management of potential partnerships to collaborative working leading to priority areas under WFP’s Country Strategic Plan
  • Support the capacity building of WFP staff, partners and national government on social protection and social safety nets
  • Coordinate WFP’s inputs and ensure these are properly reported through the UN based cluster and working group mechanisms;
  • Any other task assigned by the management

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Development, Economics, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Fluency (level C) in English Arabic.  Kurdish labguage skills, an advantage.

Experience: For holders of an advanced degree, 3 years of relevant work experience and 5 years for holders of a first level university degree, of progressively responsible experience in either humanitarian project management or implementation

Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.) Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
Emergency Programming Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches.
Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

REQUIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has deepened knowledge and experience in capacity building activities and coordination.
  • Has good writing and analytical skills
  • Has experience of coordination with government ministries and working on UN joint programmes

 

TERMS AND CONDITIONS

Position Title: National Programme Policy Officer

Grade: National Officer - Level (NOB)

Contract: Fixed-Term (FT) - One-year renewable

Duty Station/travel: Baghdad with travel inside Iraq and occasionally abroad

Salary: Starting at USD 47,102 net per annum  

Medical Plan: International valid medical plan for the staff member, spouse and dependents children under 18 years

Annual leave: 30 working days per annum
