About the role: This is an unaccompanied 12 month replacement role with the possibility of extension, based in Taluqan, Takhar Province - North Eastern Afghanistan with the annual salary of Band 4; €41,603- €46,226

Reporting to: The Programme Director (PD) and the successful candidate will be responsible for the management information systems (MIS) officer, and providing technical guidance to all project M&E officers’.

We would like you begin in early 2021.

Your purpose: Concern Worldwide in Afghanistan is seeking an enthusiastic and autonomous individual to join its team. The position is open to both INGO MEAL professionals and individuals with experience conducting field research in a variety of contexts. You will ensure high quality programme planning, monitoring, evaluation and learning across the Afghanistan country programme by establishing relevant MEAL systems to keep track and report on programme progress and by providing training and capacity building to programme staff at all levels. You will also provide high quality technical support during project design and implementation. You will lead on research activities, liaising with external consultants and head office’s technical experts and be the focal person for all mainstreaming and accountability issues, both internally and as part of our programme activities. You will also ensure that appropriate programme documentation, reporting and filing processes are in place.

You will be responsible for;

Monitoring, Evaluation and Learning:

  • Design, implement and oversee an integrated and results based MEAL system that provide appropriate measure of programme progress against agreed objectives.

  • Develop project specific monitoring and impact indictors in consultation with technical and programme teams

  • Oversee the design and lead on the implementation of baseline, midline, and endline surveys for all projects.

  • Oversee the regular tracking of output and outcome indicators of the projects in a standardized database.

  • Support the implementation of technical surveys working with the relevant programme teams to ensure that data collection techniques are robust, that staff and agents involved have a good understanding of their roles, that the data entry processes are timely and accurate, and that the data analysis is timely and meaningful.

  • Support the use of DDGs (Digital Data Gathering) devices for all data collection activities.

  • Develop a knowledge management system to capture lessons learned and disseminate these within Concern Afghanistan and wider.

  • Take the lead in the development and maintenance of programme dashboard

  • Ensure all aspects of the programme activities adhere to programme quality standards and policies (PM&E, accountability and mainstreaming) in a coherent and integrated manner.

  • Take the lead on internal evaluation exercises and be the focal point for external evaluations.

  • Coordinate, organize and prepare impact evaluation or research activities through consultants or in country program.

  • Provide technical guidance during periodic project data review meetings with project leads as part of monitoring for action and learning.

  • Ensure the proper documentation and filing system for all MEAL resources including data collection tools, datasets, reports, SOPs.

  • Identify and formulate lessons learned from evaluations and studies to be integrated into planning of programmes and strategy.

People Management

  • Manage and support the MIS officer and M&E Project Officers, contributing to their capacity and career development through technical support and on-the-job training and coaching, including a thorough induction at the start of their contract.

  • Ensure that they have accurate job descriptions and that they fully understand their deliverables by setting SMART performance objectives.

  • Conduct regular field visits to provide practical training and technical assistance to MEAL teams

  • Ensure that they are aware of and comply with all of Concern’s policies and procedures.

Programme Quality:

  • Support the Programme Director and the rest of the programme team through writing proposals and ensuring that indicators are SMART and that log frames are robust.

  • Liaise with the Programme Managers, the PSO and other colleagues to provide high quality data and evidence for internal, HQ and donor reports as required.

  • Contribute to the preparation of complete, accurate and realistic budgets for donor proposals and as part of Concern’s internal budget procedures, ensuring that all MEAL, mainstreaming and programme quality initiatives are fully and accurately costed and included in budgets, liaising with other PMs as appropriate.

  • Support programme staff in the writing of testimonies and case studies to illustrate key outcomes and impact of programme interventions for annual and donor reporting.

  • Ensure that all MEAL, mainstreaming and programme quality initiatives are fully and accurately costed and included in budgets, liaising with Project Managers as appropriate.

  • Monitor programme activities to ensure they are carried out in line with organization’s internal systems and procedures and that adherence to the Core Humanitarian Standard’s commitments on accountability are met.

  • Ensure that agreed reports and other information are communicated in a timely and relevant manner to various stakeholders.

  • Oversee the implementation of a robust complaints and response mechanism (CRM) and ensure that any feedback or complaints from stakeholders are handled in an appropriate and systematic way.

  • Ensure that Concern mainstreaming polices are understood by all staff and are implemented at all levels, both in the programmes and internally. This particularly applies to How Concern Understands Extreme Poverty and Equality.

  • Support the Humanitarian Programme Coordinator in rolling out Concern Afghanistan’s PEER plan.

Capacity Development:

  • Provide needs-based training for Concern staff and partners on PCMS and PM&E tools that will enable the teams to implement the PM&E plan effectively. Expose staff to a range of PM&E methodologies for the collection of both qualitative and quantitative data

  • Build the capacity of the staff in development and use of log frames for planning and monitoring of progress

  • Ensure that knowledge of approaches filters down to front line staff and partners.

  • Develop key project materials designed to support institutional capacity building, resilience and gender equality.

Other:

  • Actively participate in collective exercises such as preparation of updates for Preparedness for Effective Emergency Response (PEER) planning, Security Management Planning (SMP) and other Concern initiatives.

  • Take measures to address equality issues, particularly relating to gender, in programme as well as operational (e.g. HR) activities.

  • Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the programme and enabling staff, beneficiary and other stakeholder participation at all stages of the project cycle.

  • Be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc.).

  • In coordination with PD, facilitate the assignment of CRM point person/s and ensure that all complaints are handled confidentially, professionally and appropriately.

  • Undertake other related duties as may reasonably be assigned by the Country Director or the line manager.

Your skills and experience will include:

Essential:

  • Relevant graduate degree (economics, agriculture, development or equivalent)

  • At least two years of relevant field based experience in the development/humanitarian sector

  • Understanding of all stages of the PCMS (Programme Cycle Management Systems): assessments, programme development, including the logical framework approach

  • Strong writing skills, including donor reports

  • People management

  • Computer skills including Microsoft Word and Excel, plus SPSS and use of GIS

  • Ability to work independently and under own initiative.

  • Ability to work under pressure and prioritise, often to strict deadlines.

  • Good networking skills, interpersonal communication, presentation and motivational skills.

  • Strong analytical and problem solving abilities.

  • Empathy with Concern’s goals and a commitment to capacity building, protection and participation.

  • Willingness to travel to rural areas up to 50% of the time

Desirable:

  • Experience of setting up and implementing multi-sectorial MEALE systems

  • Demonstrated experience in all stages of the PCMS (Programme Cycle Management Systems): assessments , programme development, including the logical framework approach

  • Post graduate degree in relevant discipline

  • Practical experience of implementation of mainstreaming activities, especially in the key dimension of equality.

  • Experience in preparing budgets and reports for international donors.

  • Experience in staff capacity development and management.

  • The ability to quickly develop fluency in Concern Worldwide’s policies and procedures, including policies such as equality and systems policies in logistics and transport.

  • Excellent organisational skills.

  • Cross cultural awareness and sensitivity.

  • Knowledge of development issues and concepts.
