Overview of position
CTG is looking to hire for multiple positions stated below for our upcoming projects with our clients in country, the different TOR's for these roles are stated below.
Role objectives
1. Communications and Information Technology Officer

General description of duties:
The Communications and Information Technology Officer (CITO) is required to operate from
project locations which may be in remote and hazardous locations where he/she will be required to set-up and look after the Project’s communications and IT infrastructure. In particular, the CITO responsibilities include the following:
 
  • Prepare a communications and IT infrastructure plan for designated UNOPS project in conformance with UNOPS Operations Centre plans and integrate the project plans to the OC plan. The CITO shall have a major input into related security plans for communications, especially for emergencies including evacuations, tracking, HF and VHF standing radio systems;
  • Ensure that all project Personnel is trained in applicable communications protocols;
  • Take part in training for emergency/crisis situations consistent with stated plans and procedures;
  • Manage IT system creation and installation, and maintain systems during usage;
  • Arrange technical support for IT and communications systems located within the project’s base and field locations;
  • Regularly review existing systems and recommend improvements, system upgrades, or replacement;
  • Develop methods and systems to move and erect masts and aerials in remote and city locations supporting project’s communications links;
  • Provide assistance to other UNOPS projects’ offices to address IT problems;
  • Advise on communications systems and configurations for specific regions under changing weather and atmospheric conditions;
  • Participate in equipment selection, trials, and implementation;
  • Undertake field communications assessments and reconnaissance to support future and current project activities and developments;
  • Participate in authorized activities where an In-Extremis Support situation exists;
  • Perform other duties as assigned by the Project Manager.
Reporting:
  • The CITO will report directly to the UNOPS Project Manager.

Qualifications/Experience/Skills:
 
  • Masters or equivalent degree in Computer and Information Systems or other IT related field; additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree;
  • At least five (5) years of progressively responsible professional experience in management of communications and information technology related functions, of which at least two years should be on the international level. Experience must include the management and preservation of electronic records, migrating and maintaining digital archives and applying information technology to archives functions.
  • Sound and proven experience and knowledge of communications equipment and networks;
HF and VHF systems consistent with UN protocols, regulations, and SOPs;
Radio procedures based on military and UN requirements, e.g. sending and receiving
messages, the phonetic alphabet, daily radio maintenance, aerial configuration, etc.;
  • Excellent written and spoken English;
  • Previous experience in developing countries with similar conditions to those in Countries of Service under consideration will be an advantage.

2. Information and Communications Technology Emergency Response Specialist

General description of duties:
Under the overall supervision of the requesting UN Agency’s CO Representative/OIC, (with a
technical reporting line to the different stakeholders within the requesting UN agency). the
incumbent provides support to the office on ICT as well as leadership to and coordination of office ICT initiatives. The incumbent coordinates implementation of ICT development, networking and security standards in the office and coordinates information needs and technical support requirements. In concert with HQ ICT policies, strategy and plans, the incumbent ensures proper and effective use of ICT in the office.

Duties and responsibilities:
  • Ensures that corporate ICT strategies and plans are correctly implemented and appropriate for situation specific application:
  • Analyze corporate ICT strategies and plans and adapt them for environment/conditions;
  • Promote the productivity and effectiveness of the office structure by drafting and administering a relevant Information Management Plan and Budget, including computerization, telecommunications and records management, and by ensuring the appropriateness of local computing and telecommunications facilities to meet short and mid-term requirements; and
  • Identify needs for new or modified ICT strategies or plans, and review and initiate or propose actions to HQ as required.
  • Ensures effective customer support in the area of information technology and telecommunications by providing computer training as well as troubleshooting and ad-hoc technical assistance to users:
  • Provide technical and policy advice to management on ICT matters in a changing business environment and the implication of various alternative ICT solutions on business processes and other related issues;
  • Ensure plans for various ICT projects in a given operation are developed and that work of personnel and units involved is carried out in accordance with the plan;
  • Draft instruments of cooperation and collaboration with other UN agencies for use by the office;
  • Employ vendor management practices to ensure that services provided by vendors are acceptable;
  • Install, maintain, or enhance IT systems including troubleshooting and providing continuing user support including keeping stocks of spare parts and equipment to support the repair and maintenance of ICT equipment; and
  • Collaborate with colleagues in MISB to define ICT training policies and programs including preparation of training modules and materials and ensure personnel are appropriately trained.
  • Provides accountability for information technology resources through analysis and evaluation of office IT needs, cost-effective procurement and installation, sound maintenance, maintaining software/hardware standards, and regular inventory and reporting of hardware, peripherals and software:
  • Design and participate in planning, preparation and monitoring of office ICT budgets and plans and ensure incorporation of ICT input into project proposals; and
  • Manage deployment of information technology (IT), telecommunications (TC) and connectivity systems including budgeting and planning voice and data networks.
  • Ensures the confidentiality, integrity and availability of the ICT system, LAN/WAN and data security, including user access to computer and telecommunications facilities:
  • Monitor Inter-/Intranet functionality, security and integrity; Integrates telecommunications and information technology systems and ensure appropriate data security and access controls considering both local and wide area issues;
  • Conduct periodic tests of the disaster recovery and business continuity arrangements;
  • Provide emergency communication capabilities in support of personnel security and ensures Minimum Security Telecommunications Standards (MISTS) compliance is maintained; and
  • Prepare operational plans and identify resource requirements at the onset of an emergency operation.
  • Perform other job related duties as assigned.

Qualifications/Experience/Skills:
  • Thorough knowledge of overall design and operating principles of ICT systems and of connectivity concepts.
  • Ability to integrate the needs of the office automation, available resources and systems requirements and to solve systems/hardware/software problems.
  • Ability to identify telecommunication needs in the country/region and at Headquarters; excellent hands-on technical training and problem solving skills.
  • Ability to build a unified but distributed user-friendly telecommunications network.
  • Ability to coordinate and implement IT training plans.
