Background

The Human Rights Programme will build the capacity of existing human rights architectures in Bangladesh. The Programme will support state based institutions, with a special focus on the National Human Rights Commission (NHRC), as well as undertake key civil society interventions to improve human rights coalitions across the country. The Programme will have a particular focus on working with women/girls and ethnic minorities. It will build gender equality initiatives, strengthen civil society activities for women and girls and build the position of the NHRC as an important partner for gender equality within Bangladesh. The Programme will seek to expand on rights based advocacy, in particular looking at developing the NHRC's role in engaging with Government on human rights and also building capacity of law enforcement agencies to be more efficient in protecting and promoting human rights.

The Human Rights Programme has five outputs:

  • Strengthened capacity of the National Human Rights Commission to deliver on its mandate
     
  • Enhanced capacity of civil society and community based organizations to engage in human rights advocacy and awareness raising
     
  • Enhanced capacity of law enforcement agencies, in particular police, on human rights issues
     
  • Strengthened capacity of national stakeholders to better protect and promote women's rights
     
  • Strengthened capacity of national stakeholders to better protect and promote the rights of ethnic minorities

The duration of the Human Rights Programme is Six years (2016-2021) and is expected to work in conjunction with other UNDP projects and programme to leverage established entrance points and lessons learned.

 

Duties and Responsibilities

Key Responsibility:

Under the direct supervision of the CTA and close collaboration with Programme Coordinator, the M&E Expert will provide technical support and inputs to operationalize the M&E framework and reporting on project performances in line with the project results framework. The M&E Expert will work with MIS officer as a team to make full use of data for results monitoring and evaluation. The M&E Expert will assist the focal points for specific outputs in meeting the reporting needs and requirements. He/she will work to enhance the M&E system, lead and provide necessary support to performance monitoring and the capturing of performance data/information (through monitoring efforts, surveys, data gathering and field sites visits). He/she will also maintain effective coordination with the project team, the NHRC and other strategic stakeholders to ensure the quality and validity of human rights related data/information. The M&E officer shall also be responsible for working closely with a M&E focal point at UNDP Bangladesh Country Office to meet all M&E-related corporate requirements for strengthened M&E/reporting system of the project. 

Duties and Responsibilities
 

  • Develop the Monitoring & Evaluation Plan and reporting processes for the Human Rights Programme (HRP) interventions in consultation with the CTA and National Programme Coordinator, output-specific focal points and communications officer;
  • Operationalize and update the M&E framework through coordination, collaboration and training of the Human Rights Programme team and the NHRC;
  • Develop and update the project results indicators (in line with SMART criteria) and M&E tools according to UNDP M&E standards and donor standards in consultation with the Programme coordinator;
  • Develop monitoring and assessment tools to capture the progress/results of the project;
  • Track the progress of outputs and outcomes of the Human Rights Programme as per results indicators and other relevant metrics;
  • Regularly collect the performance data (through application of qualitative and quantitative methods & tools, including surveys), analyze the data for producing periodic monitoring reports and status updates in line with set targets in the M&E framework;
  • Produce quality project reports, including donor reports and progress reports;
  • Conduct regular field visits to the project sites to collect monitoring data and verify data and results;
  • Provide support to the development of an MIS system for the Human Rights Programme and regularly update the captured data/information for its appropriate application;
  • Coordinate with other UNDP human rights, justice and security programmes to ensure the mainstreaming of human rights based indicators;
  • Provide support to enhance monitoring and evaluation capacity of the NHRC and its regional office team members (human rights data monitoring system), other national authorities, including law enforcement, and partner CSO/CBOs;
  • Design and manage final evaluation and various surveys to assess the programme/project’s results/impact;
  • Develop evaluation/survey designs and draft ToRs for hiring evaluation/survey firms and consultants;
  • Monitor process of evaluations/surveys and provide technical guidance to firms and consultants;
  • Support UNDP corporate reporting in coordination with a M&E focal point at UNDP Bangladesh Country Office, including Results-oriented Analysis Report (ROAR), Integrated Results and Resources Framework (IRRF) of the UNDP Strategic Plan, Project Quality Assurance (PQA) and International Aid Transparency Initiative (IATI);
  • Carry out any other any other relevant tasks assigned by the supervisor.

Impact of Results:

The performance of key functions and responsibilities will result in the achievement of desired results of the Human Rights Programme. This will have an impact on the efficiency and effectiveness of the Human Rights Programme’s efforts of UNDP towards enhancing capacity of the human rights and justice institutions at local and national levels. Additional support of the M&E expert will also ensure timely corrective measures in programme implementation and efficient results delivery.

Required Skills and Experience

Education:

  • Minimum bachelor degree in Statistics, Economics, Social Sciences, Development Studies or any other Social Science relevant fields.

Experience:

  • A Minimum of 5 years progressively responsible professional working experience in national/international development, particularly in areas of M&E.
  • At least 3 years of professional experiences in M&E at an international/national organization.
  • Proven experience and skills in developing monitoring, evaluation and research protocols/ tools
  • Experience in data management and data analysis is desirable.
  • Experience in working on human rights issues is desirable.
  • Proficiency in computer skills and demonstrated ability in using MS office, SPSS, and Internet is essential. 

Language Requirements:

  • The candidate must have excellent report writing skills, written and speaking skills in English language.
  • Bangla typing is preferable.
