Introduction 

The Green Climate Fund (GCF) is a multilateral fund created to make significant and ambitious contributions to the global efforts to combat climate change. The GCF contributes to achieving the objectives of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. In the context of sustainable development, the GCF aims to promote a paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to climate change, while accounting for their needs and supporting those that are particularly vulnerable to the adverse effects of climate change. The GCF is governed by a Board, composed of an equal number of members from developed and developing countries. It is operated by an independent Secretariat headed by an Executive Director.

 

The Independent Evaluation Office (IEU) of the GCF informs decision making by the Board, conducts periodic independent evaluations of GCF performance, and provides evaluation reports to the Conference of Parties of the UNFCCC. It has dual learning and accountability functions within the GCF. 
 

 

Role

 

The Behavioral Science Assistant Consultant of the Independent Evaluation Unit (IEU) will be responsible for supporting the IEU in developing and delivering learning about the application of behavioral science in climate projects, including the development of a toolbox for accredited entities (the actors who are funded by the GCF) and several further research-related products.

 

Duties and responsibilities

Under the overall guidance of the Head of the IEU and the designated primary supervisors within the IEU, the Behavioral Science Assistant Consultant will:

 

• Support the IEU in the development and delivery of a toolbox for accredited entities to integrate behavioural insights into concept notes, project proposals and thereafter into climate projects funded by the GCF. This will include supporting existing Behaviour and Design Lab (BaD Lab) members review the process by which accredited entities co-create concept notes and funding proposals and their relationship with nationally designated authorities and country programmes. The toolbox will be guided by completed reviews of GCF-related investments in relation to behaviour change and will be supported by the inputs of an advisory board including global experts on behavioural science and behaviour change.

 

• To play a supporting role in the development of the IEU’s Behaviour and Design Lab (BaD Lab)

 

• Occupy a role in the Data Lab of the IEU, which develops and maintains databases through extraction and update of quantitative and qualitative information from a variety of sources, both internal and external to the GCF. The Assistant Consultant will be part of the team and will be responsible for collection of qualitative and quantitative information from GCF resources as related to behavioral insights and science, and provide insights to IEU evaluations, advisory services, and other knowledge products that reflect thematic expertise and actively pursue the IEU research goals, building capacities of the IEU on behavioral sciences;

 

• Provide support for GCF Board meetings and other events and meetings related to the functioning of the IEU, for example assisting in the preparation of relevant documentation, taking minutes, preparing summaries of discussions, meeting reports, drafting agreements and other legal documentation;

 

• Support any additional analytical and operational tasks as assigned by the Head of the IEU, or designated primary supervisor, and perform tasks routinely undertaken by members of the Unit, including for instance: participation and documentation of meetings, representation of IEU externally, provision of feedback and participation in team activities.

 

• Perform other related duties including travel, as required.

 

Qualifications

 

Essential

 

  1. Minimum of two (2) years of work experience with a Master’s level degree or equivalent combination of relevant education and experience;

 

  1. Good understanding of behavioral sciences, behavioral economics and the business model of the GCF

 

  1. Knowledge of conducting quantitative and qualitative research methods

 

  1. Demonstrable experience of studying and/or applying dimensions of behavioral science, behavioral economics or psychology.

 

  1. Knowledge of international organizations, development agencies, government, private sector or non-profit sector.

 

  1. Knowledge of data management and analysis in relevant development and environmental projects;

 

  1. Experience of working with colleagues from different functions and cultures. Proven ability to work well within a team environment;

 

  1. Mature judgment and commitment to confidentiality;

 

  1. Excellent writing skills and capacity to record accurate minutes;

 

  1. Good analytical skills and be able to analyze documents and projects quickly and accurately;

 

  1. Proficiency in standard Microsoft Office software programs

 

  1. Fluency in English is essential;

 

Desired:

 

  1. Experience in a multilateral setting
  2. Familiarity with the GCF
  3. Knowledge of another United Nations language is an advantage
  4. Familiarity with and experience of using statistical software, such as using STATA, R and/or Nvivo, Dedoose 
  5. Field experience
