Program Manager I- MEAL

You will manage Monitoring, Evaluation, Accountability and Learning (MEAL) systems in the Country Program (CP) for an anticipated four-year USAID funded ‘Increasing Community Resilience through Agriculture’ contract, designing and implementing a program specific MEAL system which advances Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge of MEAL will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.

Together with the program’s technical team, you will be based in Bor town, Jonglei State and conduct regular field visits to remote and insecure field locations. Hiring is contingent upon successful receipt of the contract and donor approval of the candidate.

Roles and Key Responsibilities:
* Manage and implement all MEAL activities throughout relevant project cycles - project design, start-up, implementation and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools, including performance monitoring plans (PMP), performance indicator reference sheets (PIRS), indicator performance tracking table (IPTT), evaluation plan (EP), feedback and response mechanism (FRM), detailed implementation plan (DIP), and data collection instruments.
* Ensure effective planning, coordination of efforts, and reporting with other CRS programs, particularly USAID/BHA livelihoods and social cohesion, EC livelihoods and social cohesion, USAID/BHA health and nutrition, and WFP food assistance programs to optimize the use of shared program teams, assets, and facilities, and strengthen the collective impact of CRS interventions.
* Ensure all MEAL plans consider and reflect operational constraints including insecurity, limited digital communications systems and seasonal access.
* Effectively manage talent and supervise team across multiple locations. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of MEAL staff, and complete performance management for direct reports.
* Lead the design and implementation of assessments; gender, conflict, and stakeholder analyses; organizational capacity assessments; and other program data collection and analysis activities.
* Champion learning with project staff and partner teams. Lead on the planning, analysis, evaluation and dissemination of project performance data following MEAL policy and donor regulations. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
* Act as a key resource person in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed.
* Coordinate the identification of capacity and technical assistance needs of staff and partner organizations and deliver capacity strengthening and required interventions to support quality project implementation.
* Help identify, assess and strengthen partnerships relevant to MEAL and community resilience, applying appropriate application of partnership concepts, tools and approaches.
* Coordinate and monitor financial and material resources relevant to MEAL and project needs. Through planning and oversight ensure efficient use of project resources.
* Ensure that you and your team understand and adhere to CRS staff safety and security policies and plans.
* Ensure that safeguarding, protection, and gender equity are consistently and intentionally streamlined into all program activities, including staff recruitment and training.

Basic Qualifications
* Master's Degree in International Development, International Relations or in the field of Statistics and Economics required. Additional experience may substitute for some education.
* Minimum of 2 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.
* Additional experience may substitute for some education.

Required Languages – English.

Travel - Must be willing and able to travel up to 50%.

* Good presentation and facilitation skills.
* Proven ability to plan and manage multiple tasks in parallel to optimize the short seasonal implementation window in multiple locations.
* Experience and skill in implementing matrix management and remote management supervision for field teams and partners.
* Demonstrated experience working in remote field locations and carrying out direct implementation of MEAL systems in conflict and resource poor settings.
* Experience implementing MEAL systems for a USAID contract is preferable.

Preferred Qualifications
* Project management experience in MEAL for rural livelihoods, markets, and community resilience is highly desirable.
* Experience engaging with partner organizations.
* Experience contributing to the development of technical proposals and MEAL in project design.
* MEAL skills and experience preferred.
* Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
* Experience with SAS, SPSS, R, Stata, Epi-Info, or similar analytical software required.
* Experience using mapping and data analytics including ArcGIS and PowerBi.
