Background Information - Asia Regional Health Cluster

The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of grants and fund management, and the provision of quality pharmaceuticals and health products. The ARHC aims to significantly impact the targets of UN Sustainable Development Goal 3 on good health and well-being, by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region. 

The ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund to fight AIDS, Tuberculosis and Malaria (Global Fund) in Asia. The Global Fund, which has been providing financial support to the Greater Mekong Sub-region for malaria programs since 2003, has selected UNOPS as a PR, responsible for delivering the targets set out in the grant agreements in collaboration with selected sub-recipients from the National Programmes, local and international non-governmental organizations (NGOs) and UN agencies.

UNOPS is the Principal Recipient managing the Regional Artemisinin Resistance Initiative 3 Elimination (RAI3E) grant (2021-2023), established by Global Fund in 2020, providing USD226.5 million for malaria elimination activities in the Greater Mekong Sub region and USD171.5 million for TB and HIV activities in Myanmar (2021-2023). Under the direct supervision of Health System Strengthening Officer, the Programme Management Associate shall be responsible for assisting in the management of RSSH and RAI3E grants, coordination between National Programmes, Sub-recipients (SRs) and the PR UNOPS.

Functional Responsibilities

Provides financial monitoring support


  • Ensure GFATM protocols and standard are adhered to by the programme;

  • Assist in the administration and monitoring of all aspects of National Programmes’ RSSH (Resilient and Sustainable Systems for Health) activities and SRs’ project implementation, including finance, budget and management and Quarterly work plan;

  • Assist the National Programmes and SRs in data collection, management, aggregation and reporting to the Principal Recipient UNOPS;

  • Assist in day to day coordination of RSSH and project activities, i.e. assist in work plan changes, budget changes, collecting and assembling data and reporting activities achievement of the project;

  • Assist in drafting the project reports and progress updates and disbursement ;

  • Assist in monitoring expenditures, verify accuracy of requests, completeness of documentation and availability of funding: Inform supervisor of budget status, process for action, inform client and actively follow up to completion;

  • Contribute to routine monitoring of project progress, activity results and implementation costs against planning to ensure that actions supported by the PR are implemented effectively and efficiently as well as adjusted to reflect changes in the national programmes’ work plans and budgets;


Provides administrative and operational support


  • Assist in organizing and facilitating the regular coordination meetings/ capacity building trainings/review meetings between SRs and PR UNOPS;

  • Assist in communication of PR UNOPS’s field visits to the National Programme and SRs project sites, including the related logistics and administrative matters as necessary;

  • Act as the focal person to archive all the necessary documentation related to the RAI3E projects and National Programmes RSSH activities  that can easily be retrieved on request;

  • Initiate purchase orders (POs) in UNOPS ERP system for making payments to implementing partners and sub-contractor


Provides partner coordination support


  • Interact with colleagues, clients, partners and in the PR to exchange vital information on operational issues related to National Programme as the case may be and seek cooperation to resolve routine operational issues and process problems and refer complex issues to supervisor with recommendation of course of action;

  • Attend all relevant technical meetings and maintaining excellent contacts with all stakeholders;

  • Perform other relevant duties as may be assigned by the supervisor.


The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN security Management System and that of UNOPS.

  • Positive feedback from National Programmes in PR-GFATM on support provided by the contractor, particularly in the timely submission of work-plans and reports required for M&E purposes.

  • Records well maintained and up to date based on project activities.

  • Supervisor & clients regularly briefed on project activities when and as necessary

Education/Experience/Language requirements

Education

  • Secondary education is required. Bachelor's Degree in health, Public Administration, Business Administration, Project Management, or related field is an asset and may substitute some required years of work experience. 


Experience

  • Six years of relevant experience in programme or project support related field is required. Knowledge of UN rules and regulations, government directory, NGOs, UN agencies and embassies would be an asset.


Language Requirements

  • Full working knowledge in English and Myanmar language is required.
