Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the overall supervision of the Head of the Field Investigation Unit (FIU) and the direct supervision of the Lead Investigator, the Community Outreach and Liaison Officer will:

Provide relevant guidance and advice to the investigative team on: inter and intracommunity dynamics; cultural; religious; political traditions; and recommend approaches for engaging with the Turkmen community in Iraq regarding investigations into ISIL/Daesh crimes;
• Assist in the organization and facilitation of community outreach meetings with representatives of Turkmen communities in coordination with the investigative team by preparing presentations, identifying and inviting participants, and interpreting. Facilitate other community convenings and meetings as required;
• Strengthen daily coordination and relationship building with Turkmen leadership groups and community members including civil society, religious leaders, political representatives, and victims/family groups of Da’esh crimes;
• Support the development of a broad network of interlocutors from Turkmen communities in Ninewa and Kirkuk Governates and across the Kurdistan Region of Iraq that can assist investigations into crimes committed by ISIL/Daesh against that community;
• Support the investigative team to conduct site visits and inquiries into locations of interest;
• Keep Turkmen community leaders updated about investigations’ advancements;
• Assist and support the development of investigative interview themes/questions to support targeted information gathering by the team from victims and/or witnesses;
• Assist the investigative team in the drafting of summaries, reports, and other documents;
• Perform other duties as required.

Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments:

Bachelor’s degree in a relevant area: social sciences, political sciences, international relations, humanities, or a related field.

Required experience: 36 Months Experience remark:

At least 3 years of professional work experience at the national and/or international level in design, implementation, and management of community mobilization, community outreach, and training, and/or communication projects
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious leaders and youth organizations, and authorities at different levels;
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
• Sound security awareness;
• Have affinity with or interest in issues surrounding international criminal/humanitarian law, missing persons, human rights, and volunteerism as a mechanism for durable development, and the UN System.
