Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Environment and Energy (EAE) aims to integrate and scale-up the energy and environment activities focusing on supporting governments and industries to provide sustainable and resilient soft and hard infrastructure for industrial development, supporting Industries to contribute to climate neutral circular economy, and supporting governments and industries in fulfilling national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment and the Department of Energy. This position is located under the Montreal Protocol Division within the Department of Environment which is responsible for assisting developing countries and countries with economies in transition to achieve the objectives of the Montreal Protocol on Substances that Deplete the Ozone Layer of the Vienna Convention for the Protection of the Ozone Layer, and to help these countries comply with the provisions of this Protocol. It does so by, inter alia, assisting the Governments of these countries in the preparation and implementation of policies, strategies and national and sectorial programmes. The Division oversees and manages all aspects of technical cooperation programmes and interventions, which fall under the auspices and funding of the Montreal Protocol. It acts as an Implementing Agency of the Multilateral Fund of the Montreal Protocol, representing UNIDO at meetings of the Executive Committee with the purpose of submitting projects for approval, and of reporting on achievements, inter-agency coordination, and dealing with compliance-related issues.

PROJECT CONTEXT At the 19th Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer, held in Montreal in 2007, the Parties agreed under Decision XIX/6 on the “Adjustment to the Montreal Protocol with regard to Annex C, Group I substances (HCFCs)” to “accelerate the phase-out of production and consumption of hydro chlorofluorocarbons (HCFCs)”, thus calling for urgent action towards the phase-out of HCFCs. The Government of Mexico was the first country that has approved both Stage I and Stage II HCFC Phase-out Management Plans (HPMPs) in the consumption sector that assisted the Government of Mexico to reach compliance with the Freeze in 2013, 10% reduction target in 2015, 35% reduction by 2018, 50% reduction by 2020 and 67.5% reduction in 2022. Stage I HPMP of Mexico finished successfully the phase-out of HCFC-141b in the foam and appliance manufacturing sectors. Also, HCFC-141b and HCFC-22 consumption was reduced in the aerosol/solvents and service sectors. Stage II HPMP focuses on the complete phase-out of HCFC-141b consumption in all sectors as well as the further reduction of HCFC-22 consumption in the service and aerosol/solvent sectors. Mexico is one of the few countries with an established ODS production facility. The only producer of HCFC-22 in Mexico is CYDSA, Quimobásicos. The company has two production lines, which in the past produced CFC-11 and CFC-12 as well as HCFC-22. To support the objectives and activities established under the Stage II HPMP, it is necessary to strengthen the Information and Monitoring System for Substances regulated by the Montreal Protocol (SISSAO for the acronym in Spanish of Sistema de Informacion y Seguimiento de Sustancias agotadoras de la Capa de Ozono), which integrates the specific controls related to licenses, permits for commerce and use allowing for the timely and real-time consultation of the data required for the proper management of said substances in Mexico. The SISSAO system started operations in 2005 and has been operating until today (2020). SISSAO essentially impacts the ODS import process, in addition to the export and production, with the systematization, automation and the process of streamlining the procedures and the correct information. The most important and functional modules are: - Monitoring, Control and Register Module for Substances that Deplete the Ozone (imports, exports and production). - Monitoring, Control and Register Module for the Recovery and Recycling Centers. Duty Station: Home-based in Mexico Approximate duration: 84 working days over a period of 12 months

Main Functions

The consultant will guide the process of elaborating the scope of work for the software development and the necessary requirements for the system to function correctly without affecting existing data. This process will lead the identification of a programmer or programming firm who may develop the new software. The consultant will cooperate with the programmer assigned and coordinate the technical and functional requirements of the new SISSAO. Also, the consultant will do tests of the updated SISSAO, and will check each of the updated modules with the designated company. The consultant will carry out the activities included in the table below in close collaboration with the SISSAO administrator of the National Ozone Unit of Mexico and the General Direction of Informatic and Telecommunications of SEMARNAT: Technical support to prepare the bidding press for an IT contractor that will conduct the SISSAO upgrade: 1.a) Define the business requirement for the new module of trained technicians to be implemented by the company that will update the SISSAO and elaborate it as a document. 1.b) complement the Terms of Reference (ToR) for the bidding and selection of the company that will update the SISSAO, by including the new requirements to develop the technician’s module. 2. Give technical support to the NOU and UNIDO in evaluating technical proposals that are submitted during the bidding process. Manage the process of redesign of SISSAO - Analysis and design phase (Functional technical definitions of the updated system): 3. Organize and coordinate the Kick-off meeting between the interested parties (DGIT, designated company, NOU, UNIDO) and the collaboration in the elaboration of a detailed work program for the implementation of the SISSAO upgrade. 4. Verify the proposed design of the SISSAO website that will be carried out without affecting or modifying the functionality and programming of each of the applications or pages that compose it for the publication and management of information around the SISSAO. 5. Conduct outreach activities of the SISSAO upgraded image with the stakeholders in coordination with the designated company and the SISSAO Administrator. Construction and testing phase. Updated system implementation: 6. Coordination of the work conducted by the contractor, IT department and SERMARNAT and users, including the deployment process of the SISSAO upgrade in a productive environment; and overseeing the configuration and operation of the new content management platform. 7. Monitoring and support of the implementation process of the SISSAO upgrade. 8. Start-up and delivery of the system to SEMARNAT. 9. Training to the new users: Develop the upgrade SISSAO operational manuals, user manuals and conduct the training of new users. Regular maintenance of existing SISSAO platform, during the redesign phase: 10. Provide continuous support and maintenance of the current version of the SISSAO system (technician load and corrective actions requested by the SISSAO administrator). DELIVERABLES: The consultant shall receive payment against the validation of the following deliverables by the National Ozone Officer and the UNIDO Project Manager. Payment Report 1st payment Business document for technician’s module Final ToR, assessment bidding format and final work program. 2nd payment Report on the functional technical requirements of the updated SISSAO system. 3rd payment First Report of SISSAO maintenance. 4th payment Report on the development of the System. Updated system implementation. 5th payment Operation manuals, user manuals, and report of trained personnel. 6th payment Second Report of SISSAO maintenance. The deliverables can be submitted in Spanish and in electronic format. The consultant should report periodically on the progress of his/her assignment to the National Ozone Officer and the HPMP Coordinator.

Minimum Requirements

Education

Advanced degree in Systems Engineering.

Languages

Fluency in written and spoken Spanish and English is required.

Computer Skills

Field of Expertise

Minimum of 3 years relevant work experience in software development and knowledge of online based information systems. Proven experience in coding languages such as Oracle Developer (Forms/Reports), PL/SQL, SQL, JAVA, C++, VISUAL C, TML, XML, STRUTS, HIBERNATE, TABLEAU, Oracle, SQL Server, MySQL and PostgresSQL (BD). Experience in the design and operation of the existing SISSAO system is an advantage.
