Position Purpose:

Pact is recruiting for two (2) Grants & Contract Specialist for the USAID/ Colombia-funded Venezuelan Migrant Human Rights Activity, Conectando Caminos por los Derechos. The purpose of the Activity is to improve citizen security and community cohesion in migrant receptor communities, with focus on supporting a transition from short-term humanitarian assistance for migrants to long-term development assistance for migrants, Colombian returnees, and receptor communities. To achieve its goals, the Activity works through four inter-related objectives: 1) prevention of human rights violations, 2) strengthening of human rights protection systems, 3) responding to human rights violations, and 4) rapidly responding to changing human rights circumstances and needs in the context of migration flows and unexpected shocks, such as COVID-19.

Conectando Caminos por los Derechos focuses on strengthening local systems, processes, and the capacity of the Government of Colombia (GOC) and non-state actors, such as those in civil society, academia, the media, and the private sector. The Activity prioritizes certain human rights violations, including sexual exploitation, forced recruitment, human trafficking, forced disappearance, gender-based violence (GBV), as well as labor rights, which are of particular importance to migrants in Colombia.

Reporting to the Operations & Grants Manager (O&GM), the Grants & Contracts Specialist will be responsible for conducting grantee eligibility checks, developing and tracking activity budgets, drafting grant agreements, negotiation memos, and modifications, drafting consulting agreements for consultants under activities, and maintaining all program related files. The Grants & Contracts Specialist maintains regular communication with the grantees and conducts site visits, ensuring that all deliverables are met. The position will work closely with the Program Team for monitoring and ensuring compliance with the grant implementation plan. S/he will work closely with Pact’s Finance Team as well as implementing partners, the American Bar Association’s Rule of Law Initiative (ABA ROLI), Internews, and Freedom House, to ensure that data feed into internal review and reflection processes that inform sub-grants and sub-contract activities.

Key Responsibilities:

· Ensure the proper preparation and execution of grants & contracts documents and disbursements consistent and compliant with United States Agency for International Development (USAID) and PACT requirements, procedures and best practices.

· Liaise with communities and / or counterparts to assist the O&GM with the development of activities and guide the implementation of grants and contracts.

· Develop and maintain transparent, friendly, open, and professional relationships with local counterparts, beneficiaries, and colleagues.

· Provide weekly updates on grant implementation to the rest of the program team, utilizing the activity database, meetings, and other tools.

· Create and edit budgets for grant & contract agreements in coordination with the O&GM and the Chief o Party (CoP).

· Review and adjust grant budgets in consultation with Technical Leads and the Finance Team.

· Ensure proper negotiation of the terms and conditions for Grants & Contracts (Microgrants, In-Kind Grants, Standard Cost Reimbursable Grants, Fixed Amount Grants and Simplified Cost Reimbursable Grants).

· Review and analyze budget estimates (for cash or in-kind grants) for allocability, reasonableness and consistency.

· Schedule, share the proposals, prepare the necessary documentation, and keep the minutes of the technical evaluation committees

· Upload project sheets to monitoring platforms

· Provide support for the dissemination and monitoring of public calls (APS and RFAs) of CCD

· Track any changes in the financial needs of an activity and modify budgets as necessary using the activity database.

· Maintain accurate and timely program and grant documentation in electronic, hard copy and back-up copies, and ensure that completed grants are closed in a timely manner according to deadlines.

· Support the M&E team with data collection, as needed, and with contributions to quarterly progress reports, annual implementation plans and final evaluation reports.

· Have constant and close communication with the Program Team in anticipation of contingencies and assist in developing grants and contract modifications, as necessary.

· This position reports to the O&GM but works closely and coordinates with the Program Team.

· Other responsibilities, as assigned.

Basic Requirements:

· Bachelor's degree in a relevant field, such as: law, accounting, business administration, social sciences international development, political science or economics.

· A minimum of four years of experience in grants and contract roles on development projects.

· Specific experience in managing grants and contracts at different levels and with donors, particularly with United States government funding.

· Knowledge of United States government donor policies, procedures, and processes related to assistance and acquisition such as 2 CFR 200, 2 CFR 700, FAR, and AIDAR.

· Proven ability to maintain professional relationships with local counterparts, beneficiaries, contractors, suppliers, other international organizations, as well as local and national authorities.

· Fluency in Spanish; Professional-level English language skills (written and oral).

· Task and detail-oriented, with the ability to work independently and within a team to meet deadlines.

· Excellent organizational skills and the ability to handle multiple priorities in a fast-paced environment.

· Flexibility and ability to adapt to change.

· Excellent communication skills, client oriented and proactive problem-solving skills.

· Exceptional writing, reporting and oral presentation skills.

· Ability to work effectively and collegially under pressure in a stressful environment and with colleagues from different backgrounds.

Preferred Qualifications:

· Colombian national strongly preferred.

· Experience with USAID project implementation is highly desirable.
