Background

The Impact Private Sector Partnerships (IPSP) program is being implemented by Palladium in partnership with DFAT with the overall Goal of: Increased development impact and sustainable commercial returns through private sector engagement and partnerships.

Three reinforcing End-of-Program Outcomes will contribute to it this:

  1. DFAT’s culture, capability, systems and reputation for PSE is improved
  2. The Private Sector is engaged as strategic partners of the aid program
  3. The Private Sector is enabled to achieve outcomes that promote inclusive economic growth and reduce poverty.

The IPSP has two components to achieve this:
* A Business Engagement Support Unit (BESU) – to train, equip and empower DFAT staff to engage more effectively with the private sector by undertaking analysis and providing technical advice on private sector issues to inform the design and implementation of private sector programs. The BESU provides a Help Desk service for DFAT teams to access a range of services, including training, consulting, and advice on a range of topics relevant to PSE.
* Business Partnerships Platform (BPP) – the second chapter of the BPP builds upon successes and lessons learned under the first phase of the program executed from 2016 through 2019 which has a portfolio of ongoing initiatives with businesses across 14 countries. The BPP will focus on a four targeted countries (Sri Lanka, Fiji, Samoa and Vietnam), providing flexible tailored funding and support for the relevant DFAT country programs to innovate and partner with the private sector in line with their COVID-19 Development Response Plans. This support will include grant funding for activities, but also the sharing of networks, reputation, knowledge and expertise
Purpose of Role

DFAT’s Partnerships for Recovery Strategy has a strong private sector focus across its three pillars (health security, stability, and economic recovery), and also has climate change adaptation as a key resilience indicator. The Strategy mentions, for example, Australian Infrastructure Financing Facility for the Pacific (AIFFP) incorporation of climate resilience into infrastructure projects[1]. Similarly, DFAT’s Climate Change Action Strategy “recognises the need for further integration of climate change adaptation and disaster resilience and for stronger engagement with the private sector in finding solutions”[2].

Accordingly, the IPSP requires advisor/s with expertise in best practice private sector approaches to incorporating and measuring climate change, environmental standards, business sustainability, and carbon markets etc. Specifically:
* For the program as a whole: provide advice on practical monitoring, measurement, management and reporting of climate, environment and business sustainability related areas e.g. methodologies for measuring and managing emissions at the business level, carbon trading, off-grid solar energy etc.
* In the BESU – provide ad-hoc advice, analysis and support to the BESU team and DFAT (e.g. through the HelpDesk) on private sector climate and environmental practice, and business sustainability.Provide networks and contacts in industries such as carbon trading, solar energy and waste management etc.
* In the BPP – provide advice to the program and its business partners on practical measures to improve, measure and report on sustainable business practices such as climate resilience, adaptation and mitigation measures.Provide advice on business models that incorporate and target improved supply-chains, employee engagement and/or provide goods and services that are positive for the planet.Provide advice on appropriate and applicable global best practice and standards.Support design, monitoring, evaluation and learning on BPP rounds (including potential climate focussed round).

Responsibilities may include one or more of the following:
* Producing high-quality research, analysis, reports, and presenting findings to DFAT
* Providing sources and references to support program decision making and monitoring
* Delivering training and facilitating seminars (with DFAT and/or business partners) presenting findings to a range of audiences
* Reading and reviewing business plans and other documents from BPP partners
* Providing advice and support to BPP business partners

Selection Criteria: Area of expertise Proficiency/ Experience
* Familiarity with standards and best practice for businesses climate change adaptation, mitigation, and resilience, and environmental safeguards, and business sustainability (e.g. Global Reporting Initiative, B-Corp, Australian National Greenhouse & Energy Reporting Scheme, ESG etc).
* Familiarity with, and networks to relevant sectors such as carbon trading, renewable energy, waste management etc
* Experience of working with businesses, investors, and/or business bodies; advising, assessing and/or implementing climate change and environmental standards, policies and practices. Experience in the Indo-Pacific region and working with businesses in this region.
* Detailed understanding of monitoring indicators and methodologies relevant to the private sector, climate change business sustainability and the environment.
* Understanding of business environment in the Indo-Pacific.
* Proven ability to produce concise written analysis and presentations with rapid turnaround times. Excellent written and spoken English and strong oral presentation skills.
