Overview of position
CTG is looking to hire for multiple positions stated below for our upcoming projects with our clients in country, the different TOR's for these roles are stated below.
Role objectives
Humanitarian Response / Coordination:
Responsibilities:
  • Ensure inclusion of RH, GBV & gender concerns in joint UNCT / UNDAC missions & other rapid assessments.
  • Advise the UN agency’s CO & Sub Office Coordinator (when applicable), assist in the preparation for & participate in coordination meetings relating to emergency response & ensure follow up.
  • Oversee the procurement of emergency RH kits & other commodities (such as dignity kits) & monitor their distribution & utilization by the end point user.
  • Support or develop initiatives targeting adolescent RH needs in crisis.
  • Liaise with UN agency’s ROs, SROs & HQ units to share information, provide necessary updates & seek guidance as necessary.
  • Identify areas of collaboration with humanitarian agencies & national counterparts to address RH, HIV / AIDS, youth, gender & GBV issues in their plans & programs.
  • Liaise with community organizations, faith based organizations & community leaders to increase their participation in the process of planning, M&E activities.
  • Participate in CO meetings as needed.
  • As appropriate, participate in / ensure inclusion of UN agency’s core areas of responsibility in rapid field / needs assessments of the crisis affected populations.
  • If applicable, visit refugee / IDP, host communities & conduct in depth interviews with Camp Managers & UN agencies present on the ground to gather information on the immediate needs of the people & the services to be provided.
  • Undertake missions & assessments as appropriate to recommend strategic approaches & to address issues, such as RH, HIV / AIDS, gender, GBV, mental health & psychosocial issues, data & young people.
  • Orient CO on humanitarian reform & UN agency’s role within the reform, especially as it relates to the cluster approach & the contents CERF life saving criteria & provide overall orientation on UN agency’s humanitarian mandate.
  • Orient UN agency’s personnel, humanitarian workers & key counterparts on reproductive health in emergencies (RH kits, MISP).
  • Familiarize / orient the CO with existing rapid needs assessment tools.
  • As requested, coordinate CO’s various interventions & represent the UN agency’s at cluster / working group coordination meetings to share knowledge & ensure comprehensive understanding.
  • Ensure inclusion of the UN agency’s mandate through participation in existing clusters & / or, if appropriate, assist in the establishment of working groups to address RH, GBV & gender.
  • Liaise with other sectors / clusters (such as health, protection, WASH, camp management, education, logistics, early recovery) to ensure inclusion of the UN agency’s mandate.
  • Assist the CO in preparing relevant advocacy material & updates for relevant stakeholders & partners including donors.
  • Work with the UN agency’s media focal points to help publicize the UN agency’s work via press releases, articles, documentaries, TV interviews & radio.
  • Assist in providing regular updates to OCHA & / or cluster leads on UN agency’s humanitarian interventions to be included in situation reports (i.e.: OCHA SitRep).
  • Track & regularly update supported humanitarian interventions (i.e. status of funding proposals, distribution of supplies, training).
  • Advocate for inclusion of ICPD PoA in emergency response & ensure the UN agency is well positioned in resource mobilization efforts, including humanitarian funding mechanisms such as CAP / pooled funds / common humanitarian funds / flash appeal /  CERF / ERF).
  • As necessary, identify & organize meetings with in country donors to discuss resource mobilization.
Qualifications, experience & skills:
  • Advanced Degree preferably in Medicine, Public Health, Social Sciences, International Relations or related field.
  • Experience in coordinating, developing & implementing humanitarian interventions in crisis settings.
  • Knowledge of the humanitarian reform process & roles / responsibilities of humanitarian actors.
  • Experience with MISP implementation & RH emergency kits.
  • Strong analytical, coordination & organizational skills.
Gender Based Violence Coordination:
Responsibilities:
  • Facilitate interagency, multisectoral GBV coordination groups at national, regional & local levels, as necessary.
  • Liaise with Humanitarian Coordinators, Country Representatives, Cluster Leads, GBV Managers, SEA focal points & Gender Advisers in other agencies, organizations (including govt's, national & international NGOs & women’s groups) & peacekeeping missions.
  • Under the direction of the UN agency’s CO Representative / OIC, lead the effort to develop a multisectoral & interagency prevention & response program to include referral & reporting mechanisms, information sharing, coordination & M&E.
  • Facilitate rapid development of established SOPS & related policies & practices.
  • Build the capacity of partners to provide support to survivors of violence.
  • In line with WHO’s ethical & safety recommendations for researching, documenting & monitoring sexual violence in emergencies, consolidate existing assessments on the GBV situation & / or work with relevant agencies, the displaced & host populations to conduct relevant participatory analyses of GBV.
  • Promote & facilitate the inclusion of GBV into CAP, flash & other appeal processes & documents.
  • Work with partners to develop & / or revise training materials according to local context & implement relevant training sessions for multisectoral prevention & response actors.
  • Provide technical support to the development of relevant advocacy & policy documents to address GBV in the context of broader gender inequality issues.
  • In line with WHO’s ethical & safety recommendations for researching, documenting & monitoring sexual violence in emergencies.
  • Undertake assessment missions as appropriate to determine the magnitude & scope of GBV & identify strategic intersectoral approaches for addressing it.
  • Work with the GBV coordination groups to adopt a standardized GBV incident report / intake form & other relevant forms as necessary. Train partner organizations & other sectors in the use of this form with particular emphasis to the guiding principles for working with GBV survivors & in line with the GBV IMS project.
  • If necessary, develop monthly report formats that capture relevant information & that support the analysis & evaluation of program progress & outcomes.
  • Document best practices & approaches for responding to issues of GBV in order to deepen the knowledge base among relevant partners.
  • Prepare regular analytical reports on issues as guided by the requesting UN agency & / or the interagency GBV coordination body.
  • Write monthly work plans, monthly reports & other reports as needed or requested.
  • Assist in writing proposals & engaging in other fundraising efforts to support joint programming.
  • Other duties as required.
Qualifications, experience & skills:
  • University Degree (preferably a Master’s Degree) in Social Work or other Social Sciences, Public Health, Community Health, International Relations, International Law, Human Rights or related field.
  • Prior training in gender issues & their application in international humanitarian or development settings.
  • Awareness & demonstrable knowledge of gender issues & their relevance in humanitarian emergency settings.
  • Awareness & demonstrable knowledge of GBV issues.
  • Demonstrable knowledge of reproductive health issues & / or protection issues in humanitarian settings.
  • Knowledge of humanitarian emergency operations & roles / responsibilities of humanitarian actors.
  • Knowledge, skill & experience in participatory methods for community development & mobilization.
  • Counselling skills & experience (recommended).
  • Experience in program management (in NGO preferred).
  • Experience working in humanitarian settings, preferably in an acute emergency.
Gender Based Violence Programming:
Responsibilities:
  • Coordinate with other GBV & intersectoral actors on the ground to conduct a rapid assessment or situational analysis. Where possible, ensure that relevant issues related to protecting individuals from experiencing GBV & providing appropriate care for survivors are integrated into others’ assessment missions. Assessments should consider the needs of women, girls, boys & men separately & should focus on identifying gaps & trends to improve programming.
  • In partnership with relevant UN, national & international NGOs, Red Cross & govt. stakeholders, develop comprehensive GBV programs that adhere to the 4 guiding principles for working with GBV survivors & reflect a survivor centred approach.
  • Explore unique opportunities & entry points for the UN agencies to design GBV interventions for specific at risk / vulnerable groups affected by a crisis, e.g. uniformed personnel (army, police & peace keepers), sex workers, ex combatants, women associated with armed forces, displaced, adolescents, etc.
  • Orient the requesting UN agency’s CO personnel, IP & national authorities in planning & implementing GBV programs related to refugees, IDPs / returnees & their host communities. Coordinate & facilitate training sessions on GBV in emergencies for health care providers, community services officers, security personnel, the refugee / IDP population, etc.
  • Oversee the rational procurement of emergency post rape kits & other relevant commodities & monitor their distribution & utilization by the end point user.
  • As appropriate, adapt the SOPs for GBV, in line with the IASC guidelines for addressing GBV in humanitarian settings.
  • In collaboration with humanitarian agencies & partners, develop systems for the safe, confidential & appropriate collection of GBV related data, with a focus on identifying trends & patterns to improve programming.
  • Maintain solid working relationships & provide regular & comprehensive updates related to GBV issues with the UNCT, protection cluster, health cluster & other relevant actors, e.g. addressing rule of law, psychosocial response, RH / HIV, gender, etc.
  • Under the supervision of the UN agency’s Representative / OIC, represent the UN agencies in relevant cluster & other humanitarian coordination bodies to ensure that GBV issues are adequately considered in the context of the humanitarian response efforts.
  • Establish linkages between existing gender, RH & HIV programs to ensure synergies between programs & maximize program impact.
Qualifications, experience & skills:
  • Advanced Degree with specialization in areas such as Social Work, Public Health, Gender, Law / Human Rights, International Relations & / or other related social science disciplines.
  • Specialized experience in gender, GBV & experience in this field at international level in a humanitarian context.
  • Demonstrated leadership & management experience within a multinational & multicultural environment.
Emergency Preparedness & Contingency Planning:
Responsibilities:
  • Under the overall supervision of the UN agency’s CO Representative / OIC, the incumbent will guide the CO in reviewing / updating existing contingency plan & / or ensure integration of RH, gender & population dynamics in existing interagency contingency plans.
  • In consultation with the requesting UN agency’s representative, participates in UN systemwide activities, especially as relates to the integration of emergency preparedness in existing planning frameworks, such as CCA, UNDAF, PRSP, SWAP & theme groups (gender & HIV / AIDS) & all others.
  • Works closely with the sectors / clusters, to ensure ICPD issues are included in the contingency planning scenarios, such as natural disasters, avian flu, political crisis & armed conflict. This might entail the development of new plans or the review / updating of existing plans.
  • Assessment of risks & targeting response.
  • Determine role & responsibilities of stakeholders.
  • Assessment of existing & required resources.
  • Integration of UN agency’s core areas into national emergency preparedness plans.
  • Assess existing technical & operational response expertise & develop plan to overcome existing gaps.
  • Assist in organizing simulation exercises on the preparedness plan.
  • Conduct orientation for stakeholders on roles & responsibilities as mentioned in the preparedness plan.
  • Prepare a detailed actionable response plan for identified risks.
  • Assess monitoring needs & develop tools such as needs assessments.
  • Suggest appropriate assessment tools (e.g. vulnerability risk assessment, need assessment, etc.) for the collection of data responsive to the special needs of vulnerable populations.
  • Assist the UN agency’s CO / sub office in preparing plans & tools to increase emergency preparedness & response capacity, in order to activate assistance as needed.
  • On the basis of identified risk scenarios.
  • Identify human & financial resource needs to support contingency planning framework.
  • Identify training needs of CO personnel & implementing partners.
  • Develop training plans.
  • Foster awareness of contingency plan requirements among personnel.
  • Ensure involvement of central & district / sub office personnel throughout the requesting UN agency’s emergency preparedness planning, response & monitoring.
  • Strengthen existing data preparedness for planning & action purposes in times of crisis (national, provincial, district & lower levels).
  • Develop a framework for monitoring activities to be undertaken by the UN agency’s personnel to ensure the quality of their humanitarian response together with the relevant Program Officers.
  • Orient the agency’s national & district level personnel on the requesting UN agency’s role, as per the emergency preparedness plans.
Qualifications, experience & skills:
  • Advanced Degree in Public Health, Population, Demography & / or other social science.
  • Strong knowledge of humanitarian response mechanisms & existing coordination structures.
  • Experience with emergency preparedness, response & recovery planning & program implementation.
  • Experience in emergency preparedness & contingency planning.
  • Familiarity with IASC contingency planning guidelines.
