Mexico: Green Climate Fund Specialist Consultant

 

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.  

The Green Climate Fund (GCF) is a financing mechanism of the United Nations Framework Convention on Climate Change (UNFCCC) and was established specifically to provide financial support so that countries like Mexico can reach its emission reduction targets. In 2017, GGGI and GCF signed a Strategic partnership, aimed to leverage GGGI’s embedded presence with partner governments to support countries access Readiness and Preparatory Support Grants. As Delivery Partner of the GCF, GGGI is committed to build local capacities in the country, including NDA and Direct Access Entities (DAEs), to access GCF resources.  

GGGI has partnered with the Nationally Determined Authority (“NDA”) within the Mexican Ministry of Finance and Public Credit (“SHCP”) in Mexico to develop a work program (Readiness Program) to raise awareness and develop local capacities for the development and management of GCF eligible projects. Funding for the implementation of this Readiness Program will be provided by GCF through the Readiness and Preparatory Support Programme. The main aspects of the work program include 4 Outcomes with the following aims:  

1)      Update and raise awareness of the no-objection procedure;

2)      Foster ownership and planning through the development of a Country Program;

3)      Support the Direct Access Entity accreditation process of NAFIN and BANOBRAS, and

4)      Support the development of a national climate finance strategy and foster private sector engagement

 

To support the delivery of the Readiness Programme and contribute to building capacities of the NDA on GCF procedures, a consultant will be hired. The consultant will work directly with the NDA and in close coordination with GGGI´s team to support specific Outcomes.

 

Objectives/Purpose of the Assignment:

Reporting directly to GGGI´s Mexico Country Representative, the Green Climate Fund (GCF) Specialist Consultant will support Mexico´s NDA (the Ministry of Finance and Public Credit) to strengthen its institutional capacities on GCF policies and procedures, in order to help the NDA to effectively execute activities related to GCF at national and international level. 

 

Scope of Work: 

Based in Mexico, the consultant will carry out operational and knowledge activities related to the GCF and governance, identifying and providing information to the NDA on the implications of GCF policies and decisions for the development of the Readiness Program. The consultant will support the day-to-day activities related to the role of the NDA and its interactions with GCF´s Secretariat and its Board. Specifically, the consultant is expected to work in the following activities and other activities that may be assigned during the contract: 

  • Assist in providing training to NDA staff, DAEs and other stakeholders on GCF standards and practices.
  • Advise candidate DAEs in Mexico on documentation necessary to achieve GCF accreditation based on GCF policies and processes policies
  • Review thoroughly the rules, procedures and decisions of the Board.
  • Track the discussions between Mexico´s GCF representatives and GCF Secretariat, board members or Institutional Bodies of the GCF.
  • Assess the progress on consultation of policy issues to be delivered on 2021
  • Identify the most relevant policy issues to be discussed during 2021
  • Support for the development of infographics
  • Coordinate closely with NDA inner team regarding GFC´s issues.
  • Assist in providing training to NDA staff, DAEs and other stakeholders on GCF standards and practices.
  • Prepare summary notes for the NDA and Direct Accredited Entities (DAEs) on the implications of changes and updates to GCF policies related to the accreditation process.
  • Identify key information and documents that can be relevant to DAEs and project developers (public entities at national and subnational level, NGOs, and private sector), for the preparation and improvement of their Concept Notes, PPFs, and Funding Proposals.
  • Assist the NDA in the elaboration of briefs and infographics on GCF functioning, No-Objection Procedure, and other topics that might be relevant, to disseminate and socialize information of the GCF among stakeholders.

 

Output/Reporting Requirements/Deliverables:

The Consultant is required to assemble a workplan and match his/her outcomes, activities and deliverables with those of the GCF Readiness workplan. Main deliverables the consultant is expected to contribute to are broadly summarized below:  

  • Summary notes on GCF Board decisions related to Accreditation Process, delivered by March, June 2021.
  • Record book on the negotiations and policies approved during 2021 within the Accreditation Committee, delivered by June 2021.
  • Minutes, presentations, and other preparatory documents for meetings between NDA and DAEs to present relevant information of policies adopted during GCF Board Meetings, delivered by June 2021.
  • Briefs and infographics on GCF functioning, main policies, and investment criteria, delivered by February 2021.
  • Prepare summary notes for the NDA and Direct Accredited Entities (DAEs) on the implications of changes and updates to GCF policies related to the accreditation process.
  • Summaries of main decisions adopted by the Board and their implications for the National Climate Finance Strategy, delivered by June 2021.

 

Qualifications/Experience/Expertise:
  • Master’s degree in Economics, Climate Change Policy, Finance, or other relevant discipline combined with at least five years of relevant professional experience, or a Ph.D., with three years of experience 
  • Excellent knowledge on Green Climate Fund mandates and its operation.
  • Experience advising the Government of Mexico or other country on climate change or climate finance issues.
  • Experience working with international partners. 
  • Excellent oral and written communication in English and Spanish.

 

Additional Information

  • Contract duration: January 2021- June 2021 (part-time) 
  • Contract value: up to USD 209 per day and up to USD 9,412 in total (dependent on candidate's credentials)
