UN Women Europe and Central Asia Regional Office (the “ECARO”) has positioned GRB as an important service offering to the countries of the region and an area in which the ECARO has unique technical expertise grounded in the combined technical skills that has been cultivated with respect to budgetary processes including GRB and the overarching expertise and credibility the Office has with respect to GEWE. Furthermore, this work is in line with global Strategic Plan 2018–2021 under Outcome 2: Women lead, participate in and benefit equally from governance systems. 
 
Over the past years, through the technical and financial support UN Women have been carried out different initiatives in Western Balkans’ countries with the goal of strengthening democratic governance and advance women’s rights aiming at mainstreaming gender in policy planning and budgeting. As result, gender responsive budgeting has increasingly been recognized as important tool for advancing de facto gender equality, support the SDGs, the 2030 Agenda and other global goals as well as contribute to the achievements of the commitments of the Western Balkans under the Gender Action Plan in the EU External Relations 2016-2020. 
 
In order to deepen the work previously done, initiate new initiatives and ensure sustainability of the interventions on GRB, UN Women initiated a regional programme with participation of Albania, Bosnia and Herzegovina, Kosovo*1, Serbia and North Macedonia “Transformative Financing for Gender Equality towards more Transparent, Inclusive and Accountable Governance in the Western Balkans” (2020-2024). The main programme approach will be transformative financing as an enabler factor for policy and financing actions to accelerate implementation of existing national and international commitments on gender equality and women’s empowerment in the in Western Balkans.
 
The programme is structured around two outcomes:
 
•By 2024, national and local governments apply gender responsive budgeting to integrate gender equality principles in public financing processes
•By 2024 public oversight bodies*2 CSOs, women including the disadvantaged, demand transparency and accountability of public policies and budgets to gender equality processes
 
The programme includes activities focused on enhancing the institutionalization of GRB at central level and local level. 
 
At central level, the programme will apply strategies focused on mainstreaming gender in the public finance management systems and/or reforms to promote more inclusive and transparent governance, accountable to the needs and interests of women and men, including the most excluded and most left behind. 
The programme will support strengthening of national gender mechanisms across Western Balkans countries, which take the lead in ensuring that policies and laws fully embed gender equality principles, gender is mainstreamed in sectoral programmes and reform processes of state institutions and line ministries, and contributes to more effective implementation of innovative intersectional and/or regional approaches. 
At local level, the programme interventions will focus on policies that directly influence the improvement of the life of women and men from the most excluded groups, particularly by upscaling proven approaches and good practices identified in previous GRB interventions. 
Work on the increased oversight and accountability on budget allocation and expenditure of the government including support to both oversight bodies as well as CSO is another area of intervention spelled out in the programme. Parliamentary involvement will be very important, while CSOs networking and advocacy efforts will be supported to enable structured and continued oversight and analysis of budgetary spending from gender perspective, as well as to generate missing evidence and expert policy recommendations. 
Furthermore, the programme will offer a platform for networking between participating countries for purposes of sharing best experiences and lessons learned in using GRB as tool for transformative financing. Additionally, the programme will facilitate regional exchange of know-how for public officials, civil society organizations, Members of Parliaments, gender advocates and experts, with the aim of replication of proven practices and approaches across the countries on GRB. Finally, the programme will connect countries together through GRB experiences to design GE interventions and implement them across Western Balkans.
UN Women is looking for a Project Associate who will take responsibility for Support to project implementation, ensuring quality of business processes as well support with the project planning, financial monitoring and knowledge building and knowledge sharing.

Duties and Responsibilities

Summary of key functions:

Under the direct supervision of the Country Programme Coordinator, the Project Associate is responsible for the following duties and responsibilities:

  1. Support to implementation of Project activities, ensuring quality of business processes;
  2. Support to financial monitoring and management;
  3. Support to project planning; 
  4. Support to knowledge building and knowledge sharing.
  5. Support in mainstreaming gender equality.
1.Support to implementation of project activities, ensuring quality of business processes:
  • Ensures that submissions are prepared in line with the UN Women standards, rules and regulations;
  • Coordinates procurement procedures for the project activities according to the UN Women rules and regulations;
  • Assists in the organization of field visits, missions, workshops, training, roundtables and conferences within the project;
  • Maintains and updates all administrative, personnel and financial files and records as well as general office files related to the project;
  • Assists in preparation of draft job descriptions, vacancy announcements, requests for recruitments, interview minutes and requests for contract;
  • Assists staff by processing requests for ID cards, driving waivers and other personnel related documents in accordance with requirements of the organization;
  • Maintains the inventory of project assets/equipment and correspondence and files;
  • Ensures completion of monthly leave reports and attendance records of project staff;
  • Prepares vehicle and security request;
  • Performs any other duty as requested by the supervisor.
2.Support to financial monitoring and management:
  • Prepares and processes project related financial transactions in Global Atlas System, such as vouchers, requisitions, purchase orders, customer/vendor info updates, project budget revisions etc; 
  • Supports periodic and ad-hoc financial reporting to UN Women and other parties, as needed;
  • Supports the project management in monitoring expenditures and commitments against project budget and relevant plans;
  • Provides finance-related data to support project implementation, planning and reporting;
  • Drafts various correspondence concerning finance, operations and budgetary issues as required;
  • Assists team members, experts and consultants, in liaison with UN Women Operations, on financial and other operational matters.
3.Support to project planning:
  • Collects, analyses and presents information for monitoring and evaluation of project implementation against targets;
  • Compiles and designs background information for formulation of project work plans, draft annual/quarterly budgets, proposals on implementation arrangements, draft of quarterly reports; 
  • Monitors quality of delivery of inputs provided by the consultants, beneficiaries and contracted companies and communicates findings to the supervisor;
  • Maintains timetables for the Project Advisory Board meetings and provides support to organizing and holding the meetings, including the preparation and dissemination of information and follow-up.
4.Support to knowledge building and knowledge sharing:
  • Participates in the trainings for the operations/ programme staff on HR, POPP, etc. and organizes briefings for the programme staff where necessary on new internal procedures;
  • When necessary, provides guidance to programme staff in business processes, administrative and other requirements and procedures;
  • Contributes to knowledge networks and communities of practice.

5.Support in mainstreaming gender equality:

  • Supports the Country Programme Coordinator in effectively mainstreaming the gender equality throughout project activities, work plans, budgets, reports, researches, analyses and, where specifically relevant, analysed in detail;
  • Ensures that all the data, when collecting and compiling inputs related to the project, are gender and age disaggregated and evaluated from the gender point of view; 
Impact of Results 
 
The post will contribute to addressing challenges in implementation of legislation and policies through support to national and local governments to apply gender responsive budgeting to integrate gender equality principles in public financing processes.

Required Skills and Experience

Education:
  • University degree in Economics, Social Sciences or similar; 
Experience:
  • A minimum of 3 years of relevant experience is required; 
  • Demonstrated project experience will be highly valued as well as the previous work on topics related to gender equality, human rights and governance;
  • Experience with the international standards related to the project cycle management and monitoring and evaluation of projects will be considered an asset;
  • Experience working with women rights issues is needed and having a good understanding of public finance management and gender responsive budgeting will be considered an asset;
  • Previous experience working with UN or other international organizations will be considered an asset.

Language Requirements:

  • Excellent English and B/S/C language skills, both written and oral.
